Regular Meeting
December 11, 1961

McCline, Orendorff - present. Nawrocki - absent.
Motion by Orendorff seconded by t~ng, that the reading of the minutes
of the last meeting be dispensed with and approved as presented.

Aw&rd of following bid's r~ceived at last meeting:
Motion·by King ~econded by McCline that LeRoy Signs, Inc. be awarded
the bid on a neon outdoor display sign for the Liquor Store, including
installation and alternator at a cost of' $2,137.50, providing the
erectio~ meets the requirements of the building department. Roll Call-

Motion by Orendorff seconded by King, that Paron Motors, New Brighton,
Minnesota, be awarded the bid on an International C-100 Travelall. to
bemused for first aid by the Fire Department, at a cost of.$2,793.00.

Motion by McCline seconded by. King, that k~x~ Motorola be awarded the
'bid on one Central Base station with fully transistorized mobile ~adios,
one ~andie-talkie and one monitor receiverccompletely installed, in an
amount not to exceed $3,672.50. Roll Call - All Ayes.
Hearing he~d for Curb, Gutter and BlacktOp on 4th street ~6th to 47~h.
Motion by King seconded by McCline, that the City.Manager be authorized
to proceed with installation of Curb, Gutter and Blacktop on 4th Street
for 1962 construction season. Roll Call - All Ayes.
First reading Ordinance .No.536, Being an ordinance relating to th~
prohibition of consumption or ~display permits pursuant to Minnesota
Statutes Annotated 340~14 Subdivision 3, as amended.
First reading Ordinance No.537, Being an Ordinance relating to the
-establishment of a joint ~olic. e and Eire Civil Service Commission in
the City of Columbia Heights pursuant to Chapter 694 Laws of Minnesota,
1959.
Resolution offered by Orendorff seconded by King, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that the City
Treasurer be and she is hereby instructed to transfer from the Liquor
Fund as follows: $4,582.~1 to the Fire Fund
500.00 to the Band Fund
aHd that there are sufficient moneys in said Liquor Fund to make such
transfer. Roll Call - All Ayes.
Motion by McCline seconded by ~ing, that the ~yor and City Manager
be authorized to enter into an agreement with Hilltop Village for
sewer connection at 47~ and Monroe, with a payment of $4,783.00 plus
$250.00 connection charge. Roll Call - All Ayes.
Appeal from ~. Urspr~nger for reconsideration of rezoning the N.E.
corner of 37th and Hayes Street which was denied by the Planning &
~oning Commission at their last meeting.
bP. Nawrocki arrived at the meeting at 9:10 p.m.
Motion by McCline seconded by King, that the request for rezoning
by 5~. Urspringer, be denied. Roll Call - All Ayes.
A request was received from George LaBeau for subdivision of Lot 4,
Block 3, C.H.Acres, except that part for 4517 University.
Motion by King seconded by McCline, that this request be tabled until
such a time as a survey certificate is presented. Roll Call-All Ayes.
A request was received from Clarence Holsten for subdivision of Lot 11,
Block 2, Rearrangement of Block A.
Motion by McCline seconded by King, that this subdivision request be
granted as follows: Lot 11 except the East 150', ~orth ~ of East 150',
South ~ of East 150'. Roll Call - Ail Ayes.

Motion by Orendorff seconded by ~cCline, that this subidivision request
be granted as follows: 5~at ~art of above description lying north of
49th Avenue N.E., and that the special assessments be entirely allocated
to the property south of 49th Avenue. Roll Call - All Ayes.
The continued hearing was held on alley opening and surfacing east of
Polk Street between 37th ~ ~ 39th. ~. Brown e~lained the engineer-
ing department proposal, which met the approval of most of the people
in attendance at this meeting.
Motion by King seconded by Orendorff, that the City Manager be authorized
to proceed with this alley opening, base and surfacing, turn-around to
be constructed at the 37th Avenue end, for 1962 construction. Assessment
to be based on a per 40 foot lot basis on west side of alley and on a per
building unit basis on east side of the alley on the same basis as the lot
basis on the west side. Repairing wall at Pierce Circle not to be part
of the project and storm drain will not be installed. Roll Call - All Ayes.
A request was received from Elizabeth Urspringer for subdivision of
Lot 2(Ex.W.150'of E.300'), ~lock 6,Aud. Sub. of Walton's S.A.3rd.
Motion by King seconded by McCline, that this subdivision request be
granted as follows: The West 50 feet of the East 350 feet.
~he West 50 feet of the East 400 Feet; The So.100' of the W. 65'of the
East 465 feet; The So.100 feet of the W. 65 feet of the E.530 feet,
upon payment of outstanding special assessments. Roll Call-All Ayes.

No action was taken at this time on the resignation submitted by
Walter Reinhart, Sivil Defense Director.
An appraisal was made of the lot at 42nd and 2nd Street owned by
Minnesota Silica Sand Co. with the possibility of purchasing this by the
Park Department. Since this was not included in the Park proposal
at time of bonding, the council felt that we were in no position to
purchase this land at this time.
A report was received from the Police Department regarding the charge
againgt'~Walter Harrier, 4010 Central Avenue for 'sale of 3.2 Beer to
a Minor.
~tion bY' McCline seconded by King, that the 3.2 Beer license 'at
4010 Central ~venue in 'the name of Walter Harrier be revoked as of
midnight December-13, 1961, the reason being the sale of non-intoxicating
malt liquor to a minor. Roll Call - All Ayes~
A request was received from ~ir. Cottrell, Chief of Police, to send
Officer Donald French to the annual basic training school for police
officers.sponsored by the ~etro~olitan Area Police Chiefs Association
to be held at Bloomington starting January 15, 1962'for one month,
with tuition and books paid by the 'City.
Motion by King seconded by }~cC!ine, that this request be granted with
e)~enses paid. Roll Call - All Ayes.

be set for December 26th at 8 p.m. Roll Call - All Ayes.
