A discussion took place relating to the purchase of 9.7 acres of land from Chet Herringer, to be used for park purposes. (North- easterly of 39th Avenue and Cleveland Street N.E.) Motion by McCline seconded by King, that the City Attorney be authorized to write a proposed purchase agreement with Chet Herringer, for the 9~7 acres described in Plan '~C~, and to submit same to the Council and ~. Allied Store Equipment 6100 Wayzata Blvd. Motion by Nawrocki seconded by Orendorff, that these bids be turned over to the City Manager for tabulation and report back at the next regular meeting. Roll Call - All Ayes. Bids on Blacktop winter patching Mix were received from the following: C.S. McCrossan, Inc. Box 322, Osseo, Minn. H & S Asphalt Co. Box 148, Anoka, Minn. Barton Contracting Co. Shopping Center,Highway 52, Osseo,Minn. Motion by McCline seconded by Nawrocki, that these bids be turned over to the City Manager for tabulation and awarded later at this meeting. Roll Call - All Ayes. A Hearing was held on Opening, Base work and/or surfacing alley east of Polk Street, 37th to 39th.' Mr. Armstrong arrived at the meeting at 8:15 p.m. An estimated cost of $8.0~ per front foot was made for the lower part of this alley, and $4.00 to $4.50 for the upper part. The higher cost of the lower part of this alley was due to cost of land for access to Polk Street. Several people present stated they objected to the high cost for access to Polk Street and would be satisfied without this. Motion by Orendorff seconded by Armstrong, t~at this hearing be con- tinued until December llth, to allow for further investigation. Roll Call - all Ayes. A ~earing was held on Alley blacktopping between Taylor and Fillmore, frDm 45th to 46th. Several adjacent property owners were present. Motion by Nawrocki seconded by Orendorff, that the City Manager be authorized to proceed with the installation of blacktop mat in this alley and to obtain the necessary slope easements. Roll Call - All Ayes. The meeting was turned over to the Mayor at 9:25 p.m. A request was received from the Planning & Soning Commission to meet with the City Council, City Attorney and Department heads, to duscuss the revision and reprinting of the present zoning ordinance. Date of meeting to be set at a later time and Mr. Watson was asked to write a letter to the Planning & Zoning Commission. The Village of Hilltop request two sanitary sewer connections, one just north of 47½ and Monroe, and the other at 49th and VanBuren St.N.E. Motion by Nawrocki seconded by King~ that this request be tabled for ~wo weeks to g~ve our engineering department time to make a stud~ and at that time to also have a proposed agreement which would include the method of payment. Roll Call - Ail Ayes. A Letter was received from Hilltop Village.regarding signalizing 45th and 49th Avenues and Central, and their agreement as to maintenance and power supply. ~ Motion by McCline seconded by King, that 'the City Attorney be authorized to draw up an agreement with Hilltop Village regarding participation pf cost in 'the signalizing of 45th and 49th. and Central. Roll Call - ~ll Ayes. A request from V.F.W. was received for a Bottle Club License. A brief discussion of the e~isting laws in regard, to bottle clubs was held. Motion by King seconded by Orendorff, that"the request of V.F.W. to operate~a Bottle Club be tabled for two we~s to allow the City Attorney and Liquor Operational Manager to gather such data as possible, and the.Couhcil~ to get what information they could. Roll Call - All Ayes. Motion by King seconded by McCline, that a special meeting be set for Thursday, DeCember 14th at 7 p.m. t6 hold hearings on special assess- ments. Roll Call - All Ayes. Motion by McCline seconded by King, that the City Manager be'authorized to advertise a hearing to complete the seal coating list for'1961, to be'held November 27, 1961. ~,Roll Call -.~11 Ayes. Mr. Batson, 1331 -45th Avenue requests~building permit for an-addition on the east side of his house, which will encroach on 'the land we hoped to use for a drainage easement. MotiOn by OrendOrff seconded bY Nawrocki, that this building permit be granted with the provision that the building be Set over'~7~ feet from the east~lot line to allow for a future easement, if necessary. ~611 Call - All Ayes. The Traffic Commission~recommends contacting the County Auditor for information' as to a bridge across the'Railroad trac~s from 40th Avenue/ Mr. watson was asked to write a letter to F~. Kenneth C~pbell, COunty Auditor for any information he might have as to a bridge Wouth of Highway 100. A Petition Was received signed~by ad3oining residents to Lots 1,2,3,4, and il,'~ BlocR 1, Auditor's Subdivision of Walton's 2nd Subdivision~ that they would not.object to these lots being split into 50 foot lots. Motion by King seconded by McCline, that this request of Carl Hanson to split these lots be denied on the basis of zoning, as these lots are in R-1 district. Roll Call - All Ayes. A request was received from Elmars A. & Ina Prieditis for subdivision of the North 135' of the East 110' of Lot 2, except the North 5' thereof, Block 4, Reservoir Hills. Motion by King seconded by McCline, that this subdivision request be granted, to divide this property into two equal parts with 55 foot frontages. Roll Call - Ail Ayes. A request was received from Andrew Gawel for subdivision of the south 1/2 of Lot 4, Block 4, C.H. Acre~. Motion by Orendorff seconded by King, that this subdivision request be granted as follows: E.½ of So.½ (68.47 x 159.05) existing house - 4616 5th St.; and W.½ of So.½ (68.47 x 159.05) building site - 4615 4th St; upon payment of oustanding special assessments of $352.76. Motion by King seconded by McCline, that the City Manager be authorized to advertise for bids for the First Aid Vehicle for the Fire Department and a~o Radio equipment for the dispatcher, to be opened at the next regular meeting, November 27th. Motion by King seconded by McCline, that the City Manager be authorized to advertise for bids for a Sign for the Liquor Store, to be opened at the next regular council meeting, November 27th. Third reading Ordinance No.530, being an Ordinance authorizin~ the sale by the City of Col~bia Heights of certain Real Estate known as: Outlot 4, Circle Terrace, 1st Addition, and those parts of Lot 5,6,41 & 42, Block 4, Reservoir Hills, lying in the Circle Terrace 2nd Addition Plat. Resolution offered by Nawrocki seconded by Orendorff, %~rHEREAS: The City of Columbia Heights, did on the 7th day of November, 1961, conduct and hold a Special Municipal Election on the question - ~'Shall the City of Columbia Heights borrow money and issue its negotiable coupon general obligation bonds in an amount not exceeding $325,000,for the p~rpose of acquisition of parks and playgrounds, including necessary land, structure and equipment for the City park system?" %gHEREAS; The City Council of the City of Columbia Heights, at a regular meeting of said Council held on the 13th day of November, 1961, did canvass the returns and results of said Special Municipal Election;and, WHEREAS; The following results were determined Dy said canvass of said Special Municipal Election, to-wit: Total Ballots Cast 1555 YES VOTES 932 NO VOTES 523 N~ THEREFORE, Be i= resolved by the City Council of the City of Columbia Heights: That the City shall borrow money and issue its negotiaDle coupon general obligation bonds, in an amount not exceeding $325,000, for the purpose of acquisition of ~arks and playgrounds, including necessary land, structure and equipment for the City Park System. '- Said levies shall be enf6rced and collected in the manner provided-for the enforcement and collection of state abd county taxes under and in accordance with the provisions of the general laws of the State. All assessments with penalties and interest as indicated thereon paid..to the county treasurer shall belong to the City of Columbia Heights and.'shall be turned over to the City treasurer in the manner provided by the City Charter and by-law. The CitY'of Columbia Heights shall accept payments on these levies until the end of the calender year. Said fees shall be based on the City of ~nneapolfs fee schedule as adopted by reference in ordinances pertaining thereto. 'Resolution offered by Nawrocki seconded by King,1 RESOLVED that the City Council of the'City of Columbia Heights, Anita County, Minnesota, hereby accepts the offer of the Northern States Po~er Company, a Minnesota Corporation, to furnish the electric energy necessary for the operation of Municipal water pumping and associated equipment at the-City~s. pumpiRg station, and hereby approves all rates, terms, conditions, and specifications contained in the proposed form of Municipal Water 'Pumping contract made a part of the offer of said Company, and the proper officers of the City are hereby authorized and directed to execute the aforesaid Contract, and a~y instruments ancillary thereto, for and in the name of the City, 'and~to affix the corporate seal thereto. First reading Ordinance No.53~, An Ordinance PrOviding for the issuance of $190,000 of Municipal State Aid Bonds for the purpose of establishin~ locating, re-locating, constructing, reconstructing or improving State Aid Highways or Streets in the City of Columbia Heights. First reading Ordinance No.535, An Ordinance providing for the issuance of 325,000 of Bonds for the acquisition of land and improvement thereof as parks within the City of Columbia Heights. A final meeting on the 1962 budget was set for Tuesday, November, 21st at 8 p.m. A request was received from Riney and Lydia Zemke for subdivision of Lots 11,12 and 13, Block 5, Sheffield's 2nd Subdivision. Motion by King seconded by McCline, that this subdivision request be granted as follows: Divide 120' as follows: Lot 13 and So.26' of Lot 12 - 66 foot site for existing house - 4508 Polk; No.14' of Lot 12 and Lot 11 - 54' site for new house, 4514 Polk. Roll Call-All Ayes. Tabulated bids on Bituminous Winter Mix were turned over to the City Council at this time. Motion by Nawrocki seconded by King, that Bid A and Bid B as per attached tabulation, be awarded to H & S Asphalt Co., Box 148, Anoka, Minnesota. Roll Call - All Ayes.
