Invocation offered by Reverend Dick Hamlin of St. Timothy Lutheran Church.
Motion by Nawrocki seconded by King, that the minutes of the last
regular meeting be approved as presented and dispense with the reading
thereof. Roll Call - All Ayes.
Motion by King seconded by Orendorff, that the reading of the minutes
of the special meeting of September 30th be dispensed with and approved
as presented. Roll' Call - All Ayes.
Motion by McCline seconded by Nawrocki, that the following bills be

Hearing held on installation of Sanitary' Sewer on east side of University
~venue between 42nd ~and 40th. After investigation and study by the
Engineering Department, ~hey found this ~would be rather expensive and
~eported they were of' the opinion the l~'ast e~pen~ive would be a private
line from 4th Street.' ~ ~
~otion by Nawrocki seconded by Orendorff, 'that the City Manager be
~uthorized to proceed with installation ~of sewer from 4th Street
~oing west to serve Lots 6 and 7, and bdilding sites facing UniveMsity
~venue, with the acquisition of necessary easements, and installation
be made posthaste,. Roll Call - Ail Ayes.
Motion by King seconded by' Orendorff, that the City Manager be authorized
to advertise for bids on installation of'sewer ~to serve Lots 7 & 8, Block
1, Rearrangement Block ~D", ~C.H. Annex,~ to be op~ned October 23, 1961.

A Hearing was held on blacktop Alley between Central & Tyler from 45th to
46th.
Motion by King secondedby'MCCline, that the City Manager be authorized
to proceed with this installation in the 1962 construction season.~

'17, W.S.A. 3rd and the East ½ front & rear of Lot 8,-except the south
'175 feet thereof, Block 17,W.S.A. 3rd. .-
'Motion by McCline seconded by King, that this request for l~t subdivision
'from Donald. E. Norell be denied, and that the reason for the de~iel is
due to the uneven division of'-this lan~ where two regular sized lots

A request was received from Daniel ~haddrick for subdivision of Lot 1,
except East 150',Block 11, Aud. Sub.of Waltons S.A. 3rd and North½ of
Lot 2, exCept East 150,Block 11,
Motion by Nawrocki seconded by McCline, that this request for subdivision
into three lots 52.66 x 130' each, be granted. Roll Call - All Ayes.
A request was received from the Police Chief for authorization to have
the auditors set up forms for prisoner care.
Motion by King seconded by McCline, that the request of the Police Chief
be granted. Roll Call - All Ayes.
Motion by McCline seconded by King, that authorization be granted for
installation of two overhead doors in the Fire Department at a cost of
$756.00. Roll Call -All Ayes.
Motion by Nawrocki seconded by King, that the City Clerk be authorized
to establish the new senior high school as the voting place for the 7th
Precinct. Roll Call - All Ayes.
The City Engineer asked for authorization to purchase Class 4 Aggregate
from Axel Hartse at $1.00 per yard picked up.
Motion by McCline seconded by King, that the City Manager be authorized to
purchase class 4 Aggregate from Axel Hartse at $1.00 per yard on a
picked up basis, provided there are ~o~~&~. no legal
complications. Roll Call -All Ayes.
Motion by King seconded by McCline, that the City Manager be authorized
to hold a hearing on November 27th for delinquent utility bills.

Motion by King seconded by Orendorff, that expenses be.allowed for up
to five city officials to attend the Governor's Conference on Metro-
politan Problems, October 17,18 and 19, 1961. Roll Call - All Ayes.
A Petition was received for re-consideration of request to build four
7-unit apartment buildings on 44th Avenue east of Central. Several
people were present at the meeting who are against this request.
Motion by McCline seconded by King, that the request to build four
7-unit apartments on 44th AvBnue by Ed. Chies, be denied. Roll Call -
All Ayes.
A Petition was received requesting to vacate alley between Reservoir
and H~fler from 44th to 45th.
Motion by King seconded by Orendorff, that this request to vacate alley
be denied due to watermain installation in this alley. Roll Call - All Ayes.
A Petition was received asking that Jackson Street be made one-way
from 40th to 37th and VanBuren be made one-way from 37th to 40th.
Motion by Nawrocki seconded by McCline, that this petition be referred
to the Traffic Commission, and also study the present all day parking
in this area. Roll Call - All Ayes.
A Petition was received for blacktop alley between Taylor and Fillmore
from 45th to 46th.
Motion by King seconded by Nawrocki, that a hearing be set for the
November 13th meeting on this alley. Roll Call - All Ayes.
Resolution'offered by McCline seconded by Orendorff, BE. IT PIEREBY.
RESOLVED by the City~,Council of the-City Of Columbia H~ights~ that the
County Auditor be, and he is hereby authorized and directed to levy
delinquent assessment bills in.the amounts as certified by the City
Clerk as being delinquent as .of ~October~3, 1961.
BE .IT FURTHER RESOLVED, that the levy shall be made to include the
penalties as prescribed by the Council in accordance with the Charter
requirements. Roll Call - All Ayes.
Second reading of Ordinance No.530, Authorizing the sale by the City
of Outlot 4, Cirle Terrace~ 1st Addn. and those parts of Lots 5,6,41 &
42,Block 4,Res. Hills,lying in Circle Terrace 2nd Addn. Plat.
Offered by King seconded by Nawrocki, Roll Call - All Ayes.
First reading Ordinance No.531, Being an ordinance vacating that portion of
of 47th Avenue N.E. as platted between Johnson St. and the City of
Minneapolis water works property.
First reading ordinance No.532, Being an ordinance vacating that
portion of Moon Street N.E. as platted between 46th and 47th Avenues.
Motion by McCline seconded by King, that the City Manager and City
Engineer contact the Highway Department to negotiate the extension
of their plans for 53rd Avenue to be extended west to University from
Central Avenue. Roll Call - All Ayes.-
Resolution offered by King seconded by McCline, BE IT HEREBY RESOLVED
by the City Council of. the City of Columbia Heights, that a Petty.cash
Fund in the amount of Ten ($10.00) Dollars be established in the
Municipal Public Library of.the City of Columbia Heights. Roll

First reading of Ordinance No.533, Being an ordinance relating to'-
the governing of transportation of buildings of any nature or~tyle
· over the streets and highways of the City of Columbia Heights.
The City Engineer reported on the following: Barton Contracting Co.
will be in tomorrow morning and complete all they are going to do.
The Base Work on S~inson Blvd. between ~37th and Silver Lane is
practically all in. The Innsbruck paving probably will be done ~'
tomorrow.
Motion by King seconded by McCline, that the City Manager be authorized
to engage R.D. Thomas & Associates to proceed with plans for storm
sewer installation in the 43~ Avenue area east of Central. Roll Call -
Ai~ Ayes. ..
The City Council are-i~nvited to the next Traffic Commission meeting,
November 6th, when Mri'Bather will be present.
Motion by King seconded by Orendorff, that a hearing be set for an
alley.access-route across Lot 9, Block 17, Aud. Sub.of Walton's S.A.
3rd, at the regular council meeting of October 23rd. (Alley between
Polk and Buchanan, 37-39). Roll Call - Ail Ayes.
Motion b~Ei~g seconded by Orendorff, that the City Manager be
authorized to ~refund $250.00 for hookup charge on private line,
to Mildred E. & Ralph. J. ?~ite, 588 - 49th Avenue, in as much as
there was not ne~d for same. Roll Call - All Ayes.
The bill from Wallace H. Johnson Plbg. Co. for 8152.00 involving
sewer openings in street at 4445 Main St. N.E. was turned over to
the City Attorney.
Motion by King seconded by McCline, that the matter of 4053 Washington
Street, Sherman Hiljus, be turned over to the City Attorney for his
recommendation and report at next meeting October 23rd. Roll Call -
All Ayes.
