Hearing held on Seal Coating 2nd Street between 42nd and 43rd Avenues.
Motion by King seconded by McCline~ that the City Manager be authorized
to include ~hiB street o~.~the'196ttse~l~cpa~ing. Roll Call - All Ayes.
Hearing held on installation of Curb Gutter and Blacktop on Peters Place
from Gould to Reservoir Blvd. Several affected property owners were
present and the engineering department produced a map showing this project
and made explanations on assessments.
Motion by King seconded by Orendorff, that the City Manager be authorized
to proceed with these improvements on Peters Place from Gould to Reservoir
Blvd. as advertised, to be completed in the 1962 construction season, if
possible. Roll Call - All Ayes.
Mr. Albert Kordiak, County Commissioner, was present and introduced
Paul Talbot, Councilman from Coon Rapids and Dr. Crandall of the
Metropolitan Mosquito Control Commission. Dr. Crandall presented
a map of Columbia Heights showing the mosquito breeding places and gave
a very interesting talk.
A Petition was received for alley blacktopping between Central and Tyler
Street from 45th to 46th Avenues.
Motion by McCl-ine seconded by King, that the City Manager be authorized
to advertise a hearing on this improvement, to be held at the October
9th meeting, and cards be sent out to affected property owners. Roll
Call - All Ayes.
Anoka County has sent us a list of property to be sold at the next
County forfeit tax sale and ask for council approval. (Listed below)
Motion by Nawrocki seconded by King, that the list be approved with the
exception of Lot 1, Block 53, C.H.Annex (30' lot S.W. corner of 41st &
7th St. Roll Call - All Ayes.

The City Manager was asked to check with the Architects for the Municipal
Building regarding request of Swanson & Youngdale, painters when building
was built, and payment due them from Ridgeway Construction Co.
A request was received to subdivide Lot 43, Block 2, Reservoir Hills,
owned by the City of Columbia Heights.
Motion by Nawrocki seconded by King, that this request for lot Subdivision
be granted at follows: Sell to Peter Janeczko the West 50 feet of south
130 feet of LOt 43, Block 2, Res. Hills, with the outstanding special
assessments of $545.66 paid. Roll Call - All Ayes.
A request was received from Wayne Tuomie for subdivision of Lot 7,Block
9, Aud. Sub of Walton's 2nd Sub.
Motion by Orendorff seconded by King, that this request for subdivision
be granted zs follows: Westerly 95'(as measured along 42nd Ave.) Lot 7
except the westerly 95' (94.12' frontage along 42nd Ave., upon payment
of outstanding special assessments of $108.77. Roll Call - All Ayes.
A Petition was received from residents in the area of construction of
Jackson pond and Grand Central Shopping Center, asking that certain
things be done. These various problems will be fixed and completed
this year.
Motion by King seconded by McCline, that this petition regarding Jackson

First"read~hg of Ordinance No.530, Being an'ordinance authorizing the
sale by the City of Columbia~Heights of certain real estate known as:
Outlot 4, circle Terrace, 1st Addition and those parts of Lot 5,6~41,
and~ 42, Block'4, Reservoir Hills, lying ~n the Circle Terrace'2nd
Addition Plat. -'

~IEREAS, the said City is owner of p~operty.described as~follows~ ~o£Wit:
Lot Five (5), Block One (1), except'the West 351 feet thereof,
rearrangement of Block D,. Columbia Heights Annex to MinneapOlis,
to be used for public purposes.' '
WHEREAS,.it has beend~termined that said property is not properly-'situated
to be used for publid'purposes.
NOW T~REFORE, the Mayor and City Manager be and are hereby authorized
to execute a deed reconveying the said property to the State-of Minnesota.

City of Columbia Heights does hereb~ 'resOlve:
That a special election be held on the~7th' day o~ November, 1961, for
the purpose of determining whether or not the City'Shall b6rrow $32.5,000.00
by issuance of its negotiable coupon general obligatio~ bond in ~he'said
amount. The said sum to be used for the acquisition of lands for parks
and Playgrounds, equipment and buildings, for the City park system.

by the City Council of the City of Columbia Heights, that:
~E{EREAS, the City of Columbia Heights is presently negotiating for utility
easements over and across parts of the following described properties:
Lots 1 &.4, Block $; Lots 4,'5,6, Block 8; Lots 1,2,3,4,5,6,Block 9;
Auditor's Subdivision of Walton's Sunny Acres 4th
Lots 1,3,6, Block 1; Lots 1,2,3,4,5,6,7,9,10,11,12,13,14,15,16,
20,21,22,23,24,25,26, Block 2; Lot 27 lying S'ly of a line
drawn parallel to and 190' So. of the n'ly line thereof,

BE IT THEREFORE RESOLVED, that t~ expedite completion-of negotiations
in the best interests of the City of Columbia Heights, that the du~ date

The Cit~ Manager reported he was schedulin~ budget~meetings for Tuesday,
September 26th and ~ursday, September 28th, with the various departments.
Motion by King seconded by Orendorff, that the City Manager be ~u'thotized
to make payment of current assessments on City Property in the amount'.of
$8,527179. , ~Roll Call - All Ayes.
Regarding the letter from Eugene Pearson, 1842 39th Ave., the City
Attorney reported that this unpaid private sewer line would con-
stitute a case between buyer and seller and would not involve the
City of Columbia Heights.
Motion by McCline seconded by King, that the Mayor be authorized to
enter into a parking agreement with the Minnesota State Highway Depart-
ment, on Hart Blvd. 37th to 39th and ARthur Street 39th to 44th.
Roll Call - All Ayes.
Mr. Brown reported work on laying the bypass around the old pumping
station was being done at night and would be finished shortly.
Mr. Brown discussed recent actions of the Traffic Commission and it
was decided that council approval would be obtained if Traffic Com-
mission's recommendation should include removal of any existing parking
meters.
Motion by Nawrocki seconded by King, that the following estimates be paid

The party living at 4039 University Avenue inquired am to when sewer
would be installed on University Ave. north of 40th, which was approved
sometime ago. The city Council asked that this be checked into and
installed as soon as possible.
Motion by King seconded by McCline, that John ober be granted licenses for
Restaurant, Cigarette and On & Off Sale Beer at 547 - 40th Ave. N.E.
upon syrrender of license held by Al. J. Zmuda. Roll Call - All Ayes.

M~tion by Nawro~ki seconded by McCline, that a refund of $16.75 be
made to Iven Dostaler and Albert Rosenbower on their application for
Taxi license. ~ Roll Call - All Ayes.
The City Manager was directed to contact the University of Minnesota
regarding offensive odors on 45th Avenue West of University.
The City Attorney was diected to prepare a change in the ordinance on
house movers and include that permission be acquired when moving
through the City of Columbia Heights.
Regarding the ponding area between Madison and Monroe and 48th Ave.,
the ~ity Engineer was asked to prepare specifications and call for bids
for fencing this area, also check on alley opening.
Motion by McCline seconded by King, that the Library Board be appointed
as follows: Mr. Howard Henson Term to expire in 1962

Special. Meeting... September 30, 1961
Meeting called to order at 9:20 A.M. Roll Call:' 'King, McCline,
Orendorff, NaWrocki ~ presentl Armstrong - absent.
The matter of sanitary sewer installation on University Avenue on
East side, north of 40th, was discussed and it was reported by the
Engineering department that it was not feasible to connect to 40th
and University as the sewer'would be tOo shallow.
Motion by McCline seconded by Orendorff, that the'City Managerbe
authorized to advertise'a hearing to be held a~ the~October 9th
Council meeting on the installation of sanitary sewer along the
east side of University from 40th to 42nd,'and~affected property
owners notified by card. .· R0~Call - All Ayes.

RESOLVED by the City· Council of the City of Col~bia Heights, that the
City. Manager be authorized to pay to the County Auditor of the county
of'An°ka, ~he appraised value as set by the County of AnoRa, concerning
Lot 5, except the West 351 feet thereof, Block 1, Rearrangement of
Block "D", Columbia Heights Annex to Minneapolis. Roll Call-- All Ayes.
