Regular Meeting
September 11, 1961
Meeting called to order at 8 p.m. Roll Call: King, McCline, Nawrocki,
Orendorff - present. Armstrong - absent.
In the absence of Mr. Armstrong, Mr. King acted as council president.
Invocation offered by Reverend Douglas Henderson of the Peoples Church.
Motion by Orendorff seconded by Nawrocki, to dispense with the reading of
minutes of previous meetings. Roll Call -~all Ayes.

Motion by McCline seconded by Nawrocki, that these bids be turned over
to the City Attorney for tabulation and awarded kater on at this
meeting. Roll Call - All Ayes. ..
Award of bid' on custodial ~ervices for Municipal and Library Buildings.
Motion by McCline seconded by Ordendorff, that Payne & Gray be awarded
the contract for Custodial services for Municipal Building at 8199.99,
and Library Building $34.52, for a period of one year, with an,option
fo~.a one year re-newal. Tabulation attached. Roll-Gall - All Ayes.
Hearing held on S~reet opening, base, sewer and water pn 40th Avenue
Cleveland to Stinson and Cleveland Street 40th to 41st.
A letter was received from Rand~Realty dated August 30, 1961, modify~mg
this.-request as follows: Install water line on Cleveland Street from
41~to 40th and put street in. proper condition according to normal.
st~ndards, and install the b~l'~nce of the pti!ities in 1962.
Motion by McCline. seconded by Orendorff~ that the City Manager be
authorized to proceed with the installation of watermain on Cleveland
Street between 41st ,and 40th, work to be'done this year if possible,
and street to be maintained'in a reasonable driving condition. Roll
Call - All Ayes.
Motion by Orendorff seconded by McCline, that the balance of Petition
included in the above hearing be denied. Roll Call--All-Ayes.
Continued hearing held on Base'work on Stinson Blvd. between 37th'and
Silver Lmne.- A'Lengthy discussion took place and a sketch shown of'
work to_be done.
Motion by McCline seconded by Nawrocki, that the City Manager be authorized
to proceed with installation of a 5 inch'gravel base and 2 inch road mix,
on the 21 foot roadway from 37th to Silver Lane on Stinson Blvd., with
the monies paidby Apache Plaza to be spread over the entire project.
Zoll Call - King and McCline -Aye. Orendorff and. Nawrocki - Naye.
Defeated.
Motion by Nawrocki seconded by Orendorff, that the City Manager be
authorized to proceed with the base work and 2 inch road mix on 21
feet on the Columbia Heights side of Stinson Blvd. from 37th to Silver
Lane, with the provision that the cost to the abutting property owners
not be more than $3.00 per front foot. Roll Call - All Ayes.
A Petition was received for Curb, Gutter and Blacktop on Peters Place,
Gould to Reservoir Blvd.
Motion by Orendorff seconded by McCline, that the City Manager be
authorized to advertise a hearing on these improvements to be held
September 25th and affected property owners notified by card. Roll
Call - All Ayes.
Mr. Robert Bird was present and presented Circle Terrace 2nd Addition
Plat.
Motion by Orendorff seconded by Nawrocki, that this plat be approved
subject to the approval of the County Surveyor. Roil Call - All Ayes.
Authorization was asked to purchase a County Plat Book.
Motion by McCline seconded by Orendofff, that the City Manager be
authorized to spend up to $100.00 for a County Plat Book to include
600 half section maps. Roll Call - All Ayes.
Mr. Ed. Chies presented an appeal on request for permission to build
four 7~unit apartments on'44th Avenue east of Central. A group of
residents from this area were present and presented a petition objecting
to either 7 or 4 unit apartments being built here and asking that this
land'be zoned to R-2.
Motion by Nawroc~i seconded by Orendorff, that this request to built
four 7-unit apartments on 44th Avenue, be tabled until the next regular
council meeting, September 25th, and at that time further information
be presented describing these apartments. Roll Call: King and McCline -
Naye. Nawrocki and Orendorff - Aye~ Defeated.
Motion by Orendorff seconded by Nawrocki, ,that this request of Ed. Chies
for permission to build four 7-unit apartments on 44th Avenue east of
Central be denied. Roll Call: King and McCline - Naye. Nawrocki
and Orendorff - Aye. Defeated.
Motion by Nawrocki seconded by McCli~e, that this request of Ed. Chies
be tabled until a special meeting Wednesday, September 13th at 6 p.m.
at which time Mr. Chies be asked to bring in some detailed plans.

It was announced that Special Assessment payments will be acceptable
until 5 p.m. Monday, October 2, or postmarked before 12 noon Tuesday,
October 3.

Meeting called to order at 11:45 p.m.
The City Engineer reported regarding his meeting with Park Construction
Co. and the manner in which the embankments are to be stabilized. This
will be discussed further Wednesday evening at the special meeting.

$650,000 Permanent Improvement Revolving'Fund Bonds to J.M. Dain'&'Co.,
Inc., Minneapolis,-Minnesota, as per copy of Resolution~No. on filel

Resolution offered by McCline seconded by Nawrocki, fixing the form and
details of $650,000 Permanent Improvement Revolving Fund Bonds,'directing
their execution and delivery, and levying the tax for their payment, as
per copy of.Resolution No. on file. Roll' Call - All Ayes.

Motion by McCline seconded by Orendorff, that the license application
of Iven Dostaler and Albert V, Rosenbower for 5 Taxi~Cabs~~ be turned
over to the City Manager for investigation and a report brought to the
September 25th meeting. Roll Call - All Ayes.
Motion-by Orendorff secon'ded by Nawrocki, that the ~City Manager be
authorized to obtain the services of D~wey Newcombe, to appraise
certain lands east of Hart Lake. Roll Call - All Ayes.
Motion by McCline seconded by Nawrocki, that the meetiDg adjourn
