Mr. I<va!heim'discussed the Storm sewer installation presently being
made'across £¢~. Herringer's property east of Hart Lake and 39th Avenue.
Mr~ Kvatheim,stated that Fir. Herri~ger ahd 'the City Manager would meet
with him Tuesday noon to discuss several existing probl~0s, including,
this installation.
Motion by McCline seconded by King, that the meeting adjourn at 8:30 p.m

Motion by McCline seconded by Orendorff, that Robert King be re-elected
President of the City Council. Roll Call - All Ayes.
Motion by King seconded by McCline, that Eva Pritchard be retained as'
Secretary of the CitYCuuncil . Roll Call - Ail Ayes.

Bids'on air conditioning the CA~inistration offices were received from

Motion by orendorff seconded by ~awro~zi, that these bids for air
conditioning be turned over to the City Manager and report back at the
next'regular meeting. Roll Call - All,Ayes.
Request was received from Edner Erickson for subdivision of Lot 12, Block
3, Silver Lake Addition.
Motion by King seconded by Orendorff, that this.request for .subdivision
be granted as follows: Southeasterly % of Lot 12 and Lot 13 - 60' Bldg.
site; Northwesterly % of Lot 12 and Lot'll - 60' Bldg. side, upon payment
of outstanding special assessments of $343.02. Roll Call-- All Ayes.~

Motion by ~cCline seconded by ~awrocki, that this request for subdivision
be granted as follows: South 77' of the West 115' of Lot 5,Block 5; Lot

upon payment of the outstanding special assessments. Roll Call - All Ayes~'
Request was received from Theodore Holsten for subdivision of Lot 43 and the

Motion by McCline seconded by King, that 'this request for subdivision be
granted as follows: Easterly 64' of Lot 43, Sheffield Acres; Westerly 64'

East ~ of Lot 44, upon payment of the outstanding special assessments of

Petition received to open alley between 45th & 46th, ~d~ 7th & Washington.
Motion by King seconded by ~IcCline, that a hearing be held on this alley
opening at the August 14th meeting. Roll Call - All Ayes.
Request from Oscar Hartz for base work on Lincoln Street north of 37th.
Motion by McCline seconded by Orendorff, that a hearing be set for July
24th for this base work. Roll Call - All Ayes.
Request for Curb,Gutter & Blacktop on 46~ between Jefferson & ~adison.
Motion by McC!ine seconded by King, that a hearing be held on this work
at the July 2~th ~eeting and include Jefferson to £~lonroe. Roll Call -
All Ayes.
R~quest for special Use permit to operate catering service at 4000
Washington St.N.E.
Motion by Nawrocki seconded by ~lcCline, that this peri,it be denied
due to lack of suffieient parking space. Roll Call - All Ayes.
The City Council requested a statement fro~ Florence Dziuk as to the
activities of catering service.
Mr. Robert Bird presented a preliminary plat of Reservoir Heights and
requested lot exchange with Columbia Heights to be used for Park purposes.
Motion by King seconded by Nawrocki, that the City Manager be
authorized to obtain an appraisal of certain property in Reservoir
Hills for the p~rpose of exchange with ~r. Bird. Roll Call - All Ayes.
Motion by King seconded by Orendorff, to give approval of preliminary
plat of Reservoir Heights. Roll Call - All Ayes.

stallation on University Avenue from A0th Avenue to 42nd.
Motion by King seconded~y ~lcClime, that a hearing be held at the
next regular meeting for the installation of sanitary sewer on
University Avenue from 40th Avenue 700 feet north. Roll Call-Ail Ayes.
Resolution offered by Nawrocki seconded by I~ing, BE i~ HEP~EBY i~ESOLVED
by the City Council of the City of Columbia Heights, that
i'V~EREAS, it has become necessary and expedient due to traffic volumes
in the City of Columbia Heights, to plan for additional signalized
intersections primarily on Trunk Highway ~5, and
WI{EREAS, The Depart~ment of High%~ays of the State of ~,~innesota has
indicated their willingness to cooperate in the planning, design
and financin~ of additional signalized intersections, and
W~EP~EAS, Present road developments and access routing 'necessitat~tes
immediate action,
TPIEREFORE, The City Council. of the City of Columbia .Heights hereby agrees
to enter into a contract with -the Department of Highways of 'the State
of 9Linnesota for the purpose of:
Re-v'ampin~the existing semaphore at A0th Avenue
and Central Avenue, into a multi-dial system.
Replacing of -the School signal at 4!st Avenue N.E. and Central,
with standard traffic control sig~als. -
Installing a multi-dial traffic control signal for AA-th and 45th~
Avenues on C~ntral Avenue synchronized to facilitate smooth traffic
flow on Central Avenue.
Interconhecting of the foregoing signalized intersections along
Central Avenue from 40th to 45th ~venues.
Installing of a fully traffic actuated signal at 'the County
Roa~ intersection at 49th ~_venue N.E. and Central Avenue, and
~7~IEREAS, ~wo of'these signalized intersections involve the Village
of Hilltop as well as the City of Columbia Heights, that the financing
pf the signals owned jointly, by the two communities, including maint-
enance and power supplied, shall be'handled by separate contractural agreement
between the two communities. Roll Call - All Ayes..
Resolution~offered by ~ing seconded by ~IcCline, BE IT I-~BY RESOLVED by
the City Council of 'the City of Columbia Heights, that the City Treasurer
be and'she is hereby instructed to transfer from 'the Liquor Fund as-
Follows: $3,741.78 to the Fire Fund
500.00 to the Band Fund
and that there--are sufficient moneys in said Liqu. or Fund to make such
transfer. ~ol! Call - All Ayes.
The City Manager reoorted the Board of Equalization was meeting at 7:30
p.m. Thursday, July 13, t9~1. ~ ~
~ne City Manager reported that a complete Generator was'available from
.the Shriners. i{ospital, which c~uld be used for the new pump station'for
emergency pumping. This will be checked into further.
The City Council agreed to hold interviews on July 20th starting at 7 p.m.
with applicants who wished to serve on the Planning & Zoning Commission
and other Commissions and Boards.
~Iotion by King seconded by Orendorff, that Bruce Nawrocki, be appointed
as Council representative on 'the Planning and Zoning Commission.

~dotion by Orendorff seconded by Nawrocki, 'that Bob I{ing be appointed
as 'the Council representative on the Recreation Commission. Roll Call -
All Ayes.
A Resolution was received from 'the Columbia Heights Library Board,
recommending that the present .Library Board consisting of iqine- (9)
members be abolis~ed and that a new Board consisting of Five (5)
members be appointed.-
Motion by ~.~Cline seconded by King, 'that the recommendation of the Library
Board be accepted, and that an ordinance be drawn in this accord. Roll
Call - All Ayes.
First reading of Ordinance No.52S, Being an Ordinance abolishing the
Library Board as created in Ordinance No.316, as amended in Ordinance
No.317, and establishing a Library Board for the City of Columbia
Heights of Five (5) members.
Motion by King seconded by McCline, that the final plat of Rand Realty
be accepted subject to the approval of the County Surveyor and City
Attorney. Roll Call - All Ayes.
Motion by King seconded by McCline, that the City Manager be authorized
to spend up to $500.00 for the construction of a s~'ap manhole for storm
drainage purposes, in the Block between Washington & Jefferson from 49th
to 50th. Roll Call - All Ayes.
The City Engineer reported considerable time had been spent in a study ~or
immediate measures to be taken and for future design of an ultimate water
main syst~o.
The City Engineer asked for the concurrence of the City Council to hire
rental equipment to speed up the base work so that the bituminous sur-
facing can be installed before the end of August this year, and this
was granted.

NO. 462: Adopting a district map containing boundaries of Districts
within each of which various regulations shall apply, defining certain
terms used herein: Requiring the provision of automobile parking space:

these regulations and the Map: Establishing a Board of Appeals:
Providing for a~oinistration and enforcement and imposing penalties
for the violation and relealing Ordinance No.171, and ordinances
