Award of bid on Gasoline'and Diesel Fuel as'per attached, tabulation.
MotiOn by King seconded by'McCline, that Johnson Bros. Oil.Co. be
awarded the bid on delivered Gasoline; Ford Deep Rock Oil Co. awarded
the bid on Diesel fuel delivered and Emerson Mobil awarded bid on ~ '
Gasoline from local station. Roll Call - Ail Ayes.
Bids on Bituminous surfacing were received from the following:

Dunkley Blacktop Surfacing Co. H & S Asphalt Co.
Ray Sina Contracting Co. ~
Motion by McCline seconded by King, that these bids be turned over to
the City Manager for tabulation, to be awarded later on at this meeting.
Roll Call - All Ayes.
Continued hearing held on stinson Blvd. surfacing and storm sewer, between
37th Avenue and Silver Lane. A discussion was held regarding these
improvements.
Motion by King seconded by Orendorff, that the proposal of StAnth0nY
Village for surfacing Stinson between 37th and Silver Lane, be rejected,
Roll Call - All Ayes. ~
Motion by King seconded by McCline, that the storm sewer question regarding
that portion of Stinson Blvd. from 37th to Silver Lane be tabled until
July 24th, and the City Manager be instructed to proceed with all haste
to get the tentative negotiations for property for park and drainage
areas. Roll Call - All Ayes.
Bids on Bituminous surfacing have been tabulated and the following
motion prevailed:
Motion by McCline seconded by Orendorff, that the bid on Bituminous
surfacing for 1961, be awarded to Barton Contracting Co. in an amount
of $17,687.25, as per attached tabulation. Roll Call - All Ayes.
Mr. O.M. Wellslager of the Minneapolis Gas Company was present and
presented to the City of Columbia Heights a Metropolitan Industrial
Study maw of the City of Columbia Heights.
The appeal of ~.~. Urspringer from Plabning and Zoning denial to re-
zone 37th Avenue east of Hayes Street was discussed.
Motion by McCline seconded by Orendorff, that the Petitioner be requested
to bring in a petition from residents within 300 feet of the East 150
feet of Lot 2,Block 6 and the West 328.3 feet of the East 628.3 feet
of Lot 2, Block 6, Auditors Sub.of ~alton's S.A.,3rd Addn.', before a
hearing will be set. Roll Call: Armstrong, ~,icCline, Orendorff -
Aye. King - Naye.
A Petition was received requesting rezoning from R2 to Ri the East side
of Jackson Street between 49th and 50th.
Motion by King seconded by McCline, that a hearing be held on this re-
zoning at the next regular meeting, June 26th, and the affected property
owners be notified by card. Roll Call - All Ayes.
Motion by McCline seconded by King, that Hugh Rohrbacher be granted
a 90 day leave of absence, beginning June 1, 1961. Roll Call - All Ayes.
A request was received from Henry & Gena O. Christofferson for sub-
division of Lot 4, Block 16, Aud. Sub.of Walton's S.A. 3rd.
Ymtion by King seconded by McCline, that this request for subdivision
be granted as follows: Easterly 165 feet of N.½ 0f Lot 4, (Ex.E.30' for
street); Easterly 165 feet of the S.½ of Lot 4, (Ex.E.30'for street)
and Lot 4 (Except the Easterly 165 feet). Roll Call - All Ayes.
Mmtion by Orendorff seconded by ~ng, that the request of Ervin Shear
to connect to our sewer be turned over to our City Attorney and City
Manager for their reco~omendation at our next regular meeting, June 26th.

A petition was received from Rand Real Estate, owners of Lots 3,4,5,6 & 7,
Auditor's Sub. of %~al.S.A.4th, for the following improvements: Opening of Cleveland St. from 40th to 41st.
Opening of 40th Ave. from Cleveland to Stinson Blvd.
Installation of water & sewer systems on above street~,plus water
and sewer systems on the turn-about street as shown as shown in
the plat approved by the Planning Commission.
Motion by King seconded by Orendorff, that a hearing on the above
requeHt be held July 24th. Roll Call - All Ayes.

bY the City Council-of the ~ity of Columbi~ Heights, that the City
Treasurer be and she is hereby 'instructed to transfer from the Liqu0r
Fund aS follows: $5,684.33 to the Fire Fund, and that there.are
sufficient moneys in said Liquor Fund to make such transfer. Ro~ll

First reading of Ordinance No.526, Being an Ordinance establishing'.a
traffic regulations bureau for the City or'Columbia Heights.
The proposal on a synthetic Fireplace for the Liquor Lounge Was
discussed and will be taken up at a later meeting.
Plans for a new corrid~or partition in the Police Department were
discussed and the City Manager was asked.to contact the Police Chief·
and arrange a meeting with him to discuss other possibilities.
Motion by King seconded by. McCline, -that Park Construction Co. be
granted a 15 day. extension on their'contract. Roll Call - All'Ayes.
A group of residents from VanBuren St. between 44th & 45th were present
and complained of the truck trazfzc going to' the shopping' center in
Hilltop Village and using their street. This was referred to -the'
Polide Department to take care of. "

City Attorney reported he had checked ~with Olsen F~-0b-u±ance'~ ' ServiCe~'
and various suburbs regarding standby service-for ambulance calls.
Motion by ~McCline seconded by ~ing, that the Mayor and City Manager
be authorized to 'enter into an agreement with Olsen ~bulance CO.
for ~$25..00 per month for the balance of 1961, renewable for'the"next
'three years at 'the same rate. Roll Call: King, McCline, Orendorff

Special Sleeting
June 21',' 1961
Meeting called to order at ~ p.m. Ail ~nembers present.
The purpose of this meeting is to hold the following hearings:
Project No.424 Innsbruck Utilities.81'216'74 Der lot.
F~s. LeB Paulson, 5100 Ranier
Pass, was present and discussed the location of their sewer and water
stubs which were installed last fall. It was agreed to have a meeting
Friday afternoon at 2:30 and have ~. Billman and ~.~. Hopkins present
to go over this matter. Project ~24 to be a~ 10 year assessment.

Project No.445 Sewer east side of Reservoir, 46th to A5th at 8748.79
per lot. ~£his will be an 8 year assessment.
Project No.~49 Trunk oanitary Sewer Hilltop II and III, 836.~0 per lot.
This will be a one year assessment.
Project No.418 Silver Lake Laterals, 86.95 per front foot. This
assessment was explained fully by the Engineering Department and City
Manager. Several people were present who had various ~roblems and
also were not satisfied with the cost. Mr..Wargo asked that this
hearing be tabled for a week so that residents could have an engineer
check into these charges.
Motion by King seconded by Chies, that the assessment hearingson
~418 and 426 be continued to a special hearing to be held at 8 p.m.
June 28th. Roll Call - All Ayes.
Resolution offered by King seconded by ~lcCline, Adopting assessment
rolls for the following local improvements and determining that said
improvements be made and ratifying and confirming all other proceedings,
heretofore had:
WHEREAS, the City Council of the City of Columbia Heights, I~nnesota, met
on the 21st day of June, 19~1 at the City Office in said City, being the
time and place set when and[ where all persons interested could appear and
be heard by the Council with respect to benefits, and to the proportion
of the cost of making the local improvements above described, a notice
of such hearing been heretofore duly published as required by law; and,
