A discussion was held regarding action taken on Curb & Gutter and repairs to Chatham Road at the meeting of May 8th. King, that this hearing be dontinued until our next regular meeting and in the meantime we arrange for an informal meeting with Apache Corp. and St.~Anthony Village regarding this matter. A short discussion was held regarding assessing for base work costs on Jefferson Street. Providing for the issuance of $650,000 of Bonds for creating and maintaining the City's P.I.R. Fund. Resolution offered by King seconded by O~endorff, WHEREAS the property known as Sunnyside Trailer Park, owned by Ervin Shear at 4700 Central Ave., Hilltop Village, was charged $585.75 for watermain and $70.09 interest for 1961 on local improvement No.386; and, WHEREAS, the above described property was not benefitted by said Improvement No.386: BE IT THEREFORE RESOLVED by the City Council of the City of Columbia Heights that the City Clerk be and she is hereby authorized and directed to strike from Local Improvement No.386 the watermain assessment charged against that property, as well as the interest charged for the year 1961. Resolution offered by Orendorff seconded by King, BE IT HEREBY resolved by the City Council of the City of Columbia Heights that: ~HEREAS on occasion the Municipal Judge of the City of Col~nbia Heights is not available for emergency special court sessions due to conflicts and WHEREAS it is the best interests of convenience to the public and the City government to be able to handle court cases on short notice that a special Municipal Judge be appointed for the City of Columbia Heights. ~IEREFORE the City Council respectfully recommends of his honor Elmer L. Anders~n, Governor of the State of ~nnesota, that he appoint ~'~. Peter Barna, Attorney at Law as special ~4unicipal Judge for the City of Columbia Heights, to serve in the absence of the regular ~unicipal Judge, the Honorable Joseph E. Wargo. Roll Call - All Ayes. Roll Call - All Ayes Motion by King seconded by ~IcCline, that the City Manager be authorized to contact the necessary Federal Civil Defense au-thoritieS?.for proper approval for the installation of a new Generator unit. Roll Call-Ail Ayes. Motion by King seconded by Orendofff, that 'the City Manage~ be authorized to cancel, Check ~986, i~sued to Olson Plbg. Co. in -the amount of $39.15, and a new check issued in its place. ~ Rg!i call ~ All ~yes. A letter was received from the Village of Hilltop asking what our in- tentions.were regarding our portion of Monroe Street, 45th to.A9th, also regarding a traffic light at ~5th & Central. Zoning and land usage in Hilltop Village was discussed and several residents living in Columbia Heights'were present. The City Attorney was asked to contact Mr. Hed!und, Village Attorney for Hilltop to see v~hat we.can negotiate to try and prevent these conflicts of zoning. M6tion by McCline seconded by ~Ling, that the City Manager be authorized to set up a special meeting 6n W~dnesday, June 21at, for the purpose of holding hearings on Special Assessments No.418, 42A, ~26, 4~1,-445 and 449. Roll Call - All Ayes. Motion by McCline seconded ~y King, that the City Manager be authorized to advertise for bids on the following Projects: No.6102 to be opened at 8 p.~. June 8th innsbruck Concrete Street paving at such time as the plans & specs are Complete. 1961 General Bituminous paving to be opened on June 12th, at 8 p.m. Roll Call - All Ayes. Motion by King seconded by McCline, that Petrowske & Ross be paid the sum of $600.00, and Carlone ConstrU'ction Co. be paid the sum of $3,027.34, out of the proper funds. Roll Call - ~All Ayes. Resolution offered b~ Eing seconded by Orendorff, ?~REAS; a special law has been passed by the Legislature of -the State of Minnesota under law of 1961 Chapter 370, said law provides for the establist~ent of salary f¢ for -the Mayor and Councilmen of the City of Columbia Heights, at $100.00 and $75.00 respectively, and. ?7HEREAS, said laws require approval of -the governing body of the City of Columbia Heights. Now TP~REFORE, the City Council does hereby resolve that the laws of 1961, Chapter 370 as pertaining to the establishment of salaries for the Mayor and Councilmen is hereby approved. Roll Cali- All Ayes. Motion by King seconded by~McCline, that the City Clerk be-authorized to fill out the form transmitted bythe Secretary of State, regarding Laws 1961, Chapter 370 . The City Attorney reported that the Business men's recommendation regard- ing Parking Meters, was that Ordinance No.522 ~e laid over for a period of four weeks, and during this time the Beat Patrolmen be supplied with pennies and courtesy cards to use for overtime parkers and instruct the City Manager to set a meeting at 7 p.m. June 26th, with the businessmen to determine whether this had solved their problems. £~'Iotion by McCline seconded by Orendorff, that the following licenses be granted: Roll Call - All Ayes. ReCline, Chies - absent. Opening of bids on gasoline and diesel fu~l. (Mr. McCline arrived at the meeting at 8:10, during bid opening) Motion by King seconded by Orendorff, that the bids be t~rned over to the City Manager for tabulation, for award on Monday, June 12th.
