Meeting called to order a% 8:05 p.m. Roll Call - King, MaCline,
Chies, Orendorff - present. Armstrong - absent.
Councilman King conducted the meeting in the absence of Mr. Armstrong,
Invocation offered by Reverend Dick Hamlin of S~.Timothy Church.
Motion by Chies seconded by McCline, that -the r~ading of the minutes
of the previous meetings be dispensed with. Roll Call - All Ayes.
Motion by McCline seconded by Orendorff, that the following bills be

Continued hearing held on Curb,Gutter and levelling course on Chatham
Road from Golf Place to Fairway Drive.
Motion by Chies seconded by Orendorff, that the City Manager be authorized
to proceed with installation of Curb & Gutter and a levelling course to
make a good street on Chatham Road. Roll Call - Ail Ayes.
Continued hearing on alley surfacing between Madison and Monroe from
49th to 50th. A new petition has been received for blacktop alley.
Motion by McCline seconded by Chies, that the City Manager be authorized
to proceed with installation of this blacktop alley. Roll Call-All Ayes.
A hearing was held on alley surfacing between 2½ and 3rd Street from 37th
to 38th. %~his alley surfacing had already been approved but the engineer-
ing department wanted to discuss grade problems. Several residents from
this block were present and grade problems discussed but no action taken.
Hearing held on opening of 45th Avenue between %~ler St. & Arthur Place,
but no action was taken.
Hearing held on street surfacing and storm sewer on Stinson Blvd. from
37th to Silver Lane. Several land owners from this vicinity were present
and opposed this work being done at this time.
Motion by McCline seconded by Orendorff, that this hearing be continued
to the next regular meeting and attemptl.to set up a meeting with Apache
Corp. and St. Anthony Village on this matter and the people owning property
there be notified. Roll Call - All Ayes.
A request was received from George W. LaBeau for subdivision of Lot 4 (Ex.
N. 31' of W. 159' & S.31' of N. 62' of W. 118') Block 3, C.H. Acres.
Motion by Chies seconded by Orendorff, that this request be granted for
subdivision as follows: S.38', front and rear, of the N. 100' of W. 118'
and all that part of the W½ lying south of the north 100' thereof, of
Lot 4 (Ex.W. 20' for hwy.), upon payment of outstanding special assess-
ments. Roll Call - All Ayes.
A reques%~was .received from. Andrew P. Gawel for subdivision
12, Bloc]~ 3, Gi!lette's Annex.
Motion by McCline seconded by Orendorff, that this request be.granted for
subdivision as follows: S.½ to Raymond Harris to build on Lot 11 and S.½
of Lot 12 and N.~ ~to Richard Anderson,to build on Lot 13 and N.~ of Lot
12, upon payment of outstanding special assessments of $164.11.

Motion.by Chies. seconded by McCline, that this request be granted for
subdivision as follows: Lots A,5,& ~ (Ex.E.107.3'), Block 2,Rearrange-
ment of Block "A~, upon payment of outstanding special assessments..

A request was received from Kenneth Louis & Vivian W. Bressler for
subdivision of E.110' of Lot 2.(Ex.N. 5') Block 4~ Reservoir Hills.
Motion by Chies seconded by McCline, that this request be granted for
subdivision as follows:' North 135 feet of the east 110 feet of Lot 2, to
Etmars A~. Prieditis and Ina Prieditis, and payment of outstanding special
assessments to be charged against the North 135 feet. Roll Call -All Ayes.
A request was received from Orville N, Krugerud for .subdivision ~f the
N. 125' of Lot 1,' Block 3, Aud. Sub.of Walton's S.A. 4th.
Motion by McCline seconded by Chies, that. this request be granted for
subdivision as follows: North 60' of North 125' of Lot 1, Block 3,
upon payment of.~outstanding~special assessments. Roll Call - All Ayes.
A requeEt was received from Chester W. Holmstrom for subdivision of Lot 5,
Block 2, Aud. Sub..of'Walton's 2nd Sub.
Motion by Chies seconded by Orendorff, that this request be granted
for subdivision as follows: North 1~ feet of Lot 5~ with the understanding
that special assessments remain against the remaining portion of Lot 5.

Julian Johnson was present and presented plans for an~8-apartment building
at Z28 ~ ~0th Avenue N.E. which met the approval of adjacent residents.
Motion by Chies seconded by McCline, that Julian Johnson be granted a
permit based upon the plans presented for an 8-apt..bldg2 Roll Call-All
Ayes.

Offered by Chies seconded by Orendorff.
Roll Call - Ail Ayes.
First reading Ordinance No.521, Being an ordinance vacating that part of
47th Avenue from the east right of way line of Jefferson St. extended
from the north to a line parallel to and 4.5 feet easterly of the east
line of Lot ll,Block 2,Pleasand View Addition and extended southerly
across the right of way of 47th Avenue, excepting that part of said
47th Avenue vacated by ordinance ~441.
Resolution offered by McCline seconded by Orendorff, BE IT HEREBY
RESOLVED by the City Council of the City of Columbia Heights, that the
City Manager be, and is hereby authorized and directed to proceed with
the drawing of the necessary ordinance for the sale of Permanent
Improvement Revolving Fund Bonds for the financing of various local
improvements. Roll Call - All Ayes.
Resolution O~fered by Chies seconded by Orendorff, BE IT HEREBY
RESOLVED by the City Council of the Ci=y of Columbia Heights that the
City Treasurer De and she is hereby instructed to transfer from the
liquor f~nd as follows: $7,153.12 to the Fire Fund, and that there
are sufficient moneys in said Liquor Fund fo make such transfer.

FirRt reading of Ordinance No.523, Being an ordinance amening ordinance
No.452, rezoning the West 50 feet of Lots 13,14,15, Block 4, Sheffield's
2nd Subdivision to R-C Commercial.
Motion by Chies seconded by McCline, that the City Attorney be authorized
to draw up an ordinance to combine the Police and.Fire Civil Service
Commissions. Roll Call - All Ayes.
Motion by Cnies seconded by McCline, that the City Manager be authorized
to advertise a hearing ~or =ne nex= regular meeting, May 22nd, for re-
consideration of Cleveland Street platting north of 43rd Avenue, and
the affected property owners be notified. Roll Call - All Ayes.
Motion by McCline seconded by Orendorff, that the attached list of
election judges be accepted as presented by the City Clerk, with the
exception of the last two names as listed in the 3rd precinct. Roll
Call - All Ayes.
The City Manager reported that an estimate of cost for installation of
a new standby generator for the Municipal Building had been received.
Mr. & Mrs. Fischer, 1325 - 42nd Avenue were present regarding the two
3-plexes being build at 1331 and 1341 - 42nd Ave. and they were assured
there would be ample parking area.
The City Attorney reported on the Traffic Commission's recommendation
to the City Council regarding the parking meters, and that they be
removed for one year and the posts be left intact.
Mr. Don Harstad was present and presented petitions signed by people
who are against the removal of the parking meters.
First reading of Ordinance No.522, repealing Ordinance No. 424 on
Parking Meters.
First~'reading Ordinance No.524, being an ordinance to govern and regulate
the carrying of pistols and revolvers within the City of Columbia Heights.
Motion by. Shies seconded by McCline, that the City Manager be authorized
to proceed wit~ installation of utilities (Water, San. Sewer and'Storm.~ ~
Sewer) in the balance of znnsbruck 3rd addition. Roll Call-A1! Ayes,.:__ I
Motion by Shies seconded by orendorff, that the City Manager be' authorize
to advertise for bids on 1961 concrete construction to be opened'at'
the May 22nd meeting. Roll Call -'All Ayes.
Motion by Shies seconded by McCline, that Park Construction Co. be
paid the sum of $10,284.52, out of t~e proper funds. Roll Call-All ~Ayes..
Motion by Orendorff seconded by McCline, that R. Di Thomas & Assoc. be
paid the sum of $3,183.14 out of the proper funds.'' Roll Catl-AllAYes.
Motion by McCline seconded by Orendorff, that the City Manager and
Mayor be authorized to',enter into an agreement with Minneapolis in
regard to construction of 37th Avenue between Central and Stinson Blvd.

The' City Attorney reported receiving ~a letter from Vivian Ratliff re-
garding special assessments due on subdivision of Lots 53 and 54,~
Sheffield Acres approved at the April 10th meeting. .~
Motion by Shies seconded by Orendorff, that the balance of the remaining
special assessments on the E.~ of the ~.'ly ½ of Lot 53 and the West 23'
~of Lot 54, be transferred to and be char~ed against the E.~ of the ~.'1~
½ of Lot 53, Sheffield Acres, as~.rec~mmeh~Sdby the City Attorney and the

The City ~. ' · mng~neer reported two le'~-ters had been received from Ray
Brock of 4004 Stinson Blvd.. regarding damage to his property during.
sewer installation there last fall. Bolier Contruction Co. has
stated they would replace what they had done. ~
