the bid on a 1961 4-door 6-cylinder Fairlan~ Ford, to be used by the

Several residents were present who objected to installation of Curb'&~

Motion by King seconded bY Orendorff, that the City Manager be authorized
to proceed with installation of Curb & Gutter on Arthur Street between 41s'

Hearing held on Curb & Gutter for Chatham Road between Golf Place and
Fairway Drive.
Motion by McCline seconded by King, that this hearing be continued until
the next meeting and the City Manager be instructed to contact Minneapolis
and determine the participation we could expect from them. Roll Call -
All Ayes.
Motion by King seconded by McCline, that the City Manager be authorized
to advertise a hearing at the next regular meeting, April 24th, for
blacktop surfacing of Chatham Road between Golf Place and Fairway
Drive, and property owners to be notified by card. Roll Call - All Ayes.
A request was received from Margaret E. Burt and Dorothy E. Stinson for
extension of time for payment of special assessments on West Section
of Lot 2, Block 15, Auditor's Sub. of Walton~s S.A.3rd Addn. until
June 1961.
Motion by Chies seconded by McCline, that this request be granted.

Motion by McCline seconded by King, that this request be granted for
subdivision as follows: West 23' of Lot 54 to be included with East

Request received from F.W. Bassett, Fire Chief for permission for two
Firemen to attend-the Minnesota State Fire School. April 24 thru 27th,
at St. Paul campus of the University of Minnesota, with expenses paid.
Motion by McCline seconded by Chies, that the request of the Fire
Chief be ~ranted. Roll Call - All Ayes.
Motion by King seconded by Orendorff, 'that the request of the
business men to hood alternate parking meters, be turned over to
the City Manager, with instructions that this matter be put on 'the
first agenda of -the Traffic CommiSsion meeting. Roll Call - All Ayes.

Motion by King seconded McCline, 'that the City.Manager be authorized
to advertise hearings to be held on the above improvements at the

Resolution offered by King seconded by McCli~e, BE IT HEREBY RESOLVED
by the City of Columbia Heights that:
Due to existing regulations requiring jacking underground utilities
on highway right-of-ways, often making costs much in excess of costs
for detouring and open trenching, THEREFORE be it resolved that:
Section 5-201.6 of :~Rules and Regulations for Utilities on
Trunk Highways~' be amended by adding Part V! as follows:
VI. That nother herein shall preclude the commission of Highways
from permitting open trench excavation and detouring in ex-
ceptional cases Where ground water and soil conditions
require extremely costly and time consuming m'ethods of jacking.

Resolution offered by McCline seconded by King, BE IT HEREBY RESOLVED
by the City of Columbia Heights, that:
WHEREAS, it has become necessary and expedient to proceed with a.
joint storm sewer study'to prepare plans for storm drainage across
University Avenue to the Mississippi River and
~EREAS, such a storm sewer involves 'the State Highway Department,
The ~ity of Fridley and the City of Columbia Heights, therefore
The City of Col~bia Heights hereby authorizes the expenditure of up
$2,000. of the estimated study cost of $6,000 as their share of the
joint venture, and further authorize the Mayor and City Manager to
enter into agreements pertaining to said study. Roll Call - All Ayes.
Resolution offered by Chies seconded by Orendorff, BE IT HEREBY
RESOLVED by the City Council of the City of Columbia Heights that
the City Treasurer be and she is hereby instructed to transfer
from the Liquor Fund as follows: $7,153.12 to the Fire Fund,
and that there are sufficient moneys in said Liquor Fund to make
such transfer. Roll Call - All Ayes.
Eesolution offered by Chies seconded by King, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that
WHEREAS, there is a bill for an Act relating to Coroners and their
Deputies; prohibiting them from acting as f~neral directors or
morticians in certain instances and providing penalties therefor,
listed as H.F.708 companion to Senate File 1047, and
WHEREAS, this particular bill would apply only to counties having a
City of the first class, or counties contiguous to counties with
cities of the first class, that only one or two present f~neral
directors serving as coroners would be affected and would cause a
hardship in the counties concerned where qualified people other
than the present coroner are not available.
THEREFORE, the City Council of the Columbia Heights as representatives
of the largest municipality in Anoka County, does hereby go on record
as opposing said bill. Roll Call - A~i Ayes.
Motion by Chies seconded by King, that the City Manager be authorized
to put this resolution regarding coroners, in the hands of the
committee handling this bill. Roll Call - Ail Ayes.
The City Manager requested authorization for Mr. Barna to attend
a Purchasing Seminar April 19th.
Motion by King seconded by Orendorff, that this request be granted.

Motion by King seconded by McCline, that the City Manager be authorized
to proceed with a study for opening of Johnson Street between 46th
and 47th Avenues. Roll Call - all ayes.
Motion by King seconded by Chies, that the Cit9 Manager be authorized
to advertise for bids for two Truck Chassis, as per specifications,
~ to be opened at the April 24th meeting. Roll Call - All Ayes.
Motion by King seconded by McCline, that the City Manager be authorized
to advertise for bids for two Dump Boxes and Hoists, as per specifi-
cations, to be opened at the April 24th meeting. Roll Call-Ail Ayes.
Motion by King seconded by Orendorff, that we concur in the award of
· bid to Alexander Construction Co., on the installation of Curb,Gutter
and Blacktop paving on 49th Avenue between University and Central
made by Anoka County. Roll Call - All Ayes.
Motion by King seconded by Orendorff, that the City Manager be
authorized to advertise a hearing for May 8th, for street surfacing
and storm sewer on Stinson Blvd. between 37th and Silver Lane.
Roll Call - All Ayes.
Motion by McCtine seconded by King, that the City Manager be authorized
to proceed with installation of concrete streets in 'the portion of
Innsbruck nOw served by utilities, said wo~c to-proceed upon receipt
of an agreement regarding share of-cost between the County and Acres
Inc. Roll Call - All Ayes.
The City Engineer announced the tabulation of bids on re-location
of'Jackson Pond had been made.
Motion by King seconded by OrendOrff; that Park Construction Co. be
awarded the bid in the amount of $70,550, to be completed by July 1,
1961, as per attached Bid Tabulation. Roll Call - All Ayes.
Motion by Chies seconded by King, that Bryan Rock Products be paid
the sum of $2,766;92, out of the proper funds. Roll Call - All Ayes.
Motion by King seconded by McCline, that .Axel J. Hartse be paid the
sum of $583.20 out of 'the proper funds. Roll call - All Ayes4
Motion by Orendorff seconded by Chies, 'that 'the General City Election
for two councilmen and mayor, be set for June 12, 1961, and the
primaries for May.22, 1951, and the Liquor Referendum for June 12th.

Motion by ChieS seconded by King, that Northland Constructors be
paid the sum of $3,763.10, out of the proper funds. Roll Call-All Ayes.

Resolution offered by McCline seconded by Chies, BE IT HEREBY
resolved by the City of Columbia Heights:
WHEREAS; the City has passed Ordinance No.511, authorizing t~e con-
veyance of Lots One (1) and Two (2), Block Two (2) Rearrangement
of Block A,.Columbia_Heights Annex to Minneapolis, Anoka County,
to the State of Minnesota, and
WHEREAS;~ Prior to the said conveyance the said City's title of
to said lots'was conditioned on public use and,
¢;EqEREAS, It is in 'the best interest of the City that the title
to the said property be acquired without the condition for public
use.
