and that a letter had been received from the State Highway Deparhment and
bids will be opened on April 3rd and the State had approved -the Storm
sewer plans and deemed them adequate.
Regarding the request for a stop sign at 44th and Reservoir, the
Engineer and Police Chief did not recommend this.
First reading Ordinance No.519, Being an ordinance establishing a Traffic
Committee for -the City of Columbia Heights and enumerating its powers
and duties thereof.
Inner Block developments were discussed and the following motion prevailed:
Motion by King seconded by ~Cline, 'that 'the City Manager be authorized
'to charge to A~ministration, amounts for street easements for interior
block developments, until such projects are approved. Roll Call-All Ayes.

to the City Manager for tabulation and awarded at the April 10th

Award of bids on Asphaltic Materials and Road Aggregate:
Motion by Mr. McCline seconded by Chies, that the bid on delivered and
picked up Asphaltic Materials be awarded to Richards Oil Co. and for
distributed to J.V. Gleason Co. Roll Call - All Ayes.
Motion by Chies seconded by Orendorff, that Anderson Aggregate be
awarded the bid on picked up and delivered Class 5, BA-2 and Sanding
Sand, also picked up Class 4, and that Axel Hartse be awarded the
bid on delivered Class 4, and Bryan Rock Co. be awarded the bid on
Class 3, as per attached bid tabulation. Roll Call,- All Ayes.
Hearing held on alley opening between 6th~ and 7th from 45th to 46th.
Several residents from this area were pre~ent and a discussion was held.
Motion by Mccline seconded by Chies, thatlthe City Manager be authorized
to proceed with alley opening and in lieuiof grades and storm sewer as
originally suggested by the engineering dep~rtment, .the residents said
they would accept a ~iat grade allowing for no definite low point or
drainage of the alley, with a sufficient amount of gravel placed to
insure use of the alley when opened. Roll Call- All Ayes.
Hearing held on Street opening - Stinson Blvd. 43-44. ~
Motion by McCline seconded by. orendorff, that this street opening be
tabled in view of the meeting coming up with St. Anthony Village.

Hearing held on Curb & GUtter and Blacktop paving for 2½ Street 38th
to Edgemoor and 3rd Street Edgemoor to 40th,
Motion by Chies seconded by McCline, that the City Manager be authOr-
ized to proceed with this wo~c and also that part of 3rd Street'from
cut-Off to Edgemoor as recommended by the engineer. Roll Call-All Ayes.

A Petition was received opposing street platting of 40~ Avenue between
Hayes and Arthur, signed by 100% of property owners.
Motion by McCline seconded by Orendorff, that the East 50 feet of the
North 1/2 of Lot 4, Blockl? Auditor's Subdivision of Walton's 2nd
Subdivision, be released for building permit, and the petition opposing
the proposed street opening be placed on file. Roll Call - All Ayes~
A request was received from John M. Hansen for subdivision of Lot 48,
Block 3, Reservoir Hills, to be divided as follows: East ½ of South
140' - West ½ of South 140' - East ½ of Lot 48 except the South 140' -
West ~ of Lot 48 except the South 140'.

A letter was received from the Park Board reCommending purchase of
a half ton roller from Road Machinery & Supply Co. at a cost of

to purchase this half ton Roller for the Park Department at a cost up to
$545.00. Roll Call - All Ayes.
Motion by Orendorff seconded by McCline, that the correction in length of
lot line between Lots 20 and 21, Block 2, Innsbruck 3rd addition, be

Petition received for Curb & Gutter on Arthur Street between 42 & 43.
Motion by Chies seconded by McCline, that the City Manager be authorized
to advertise a hearing for the April 10th meeting on this curb & gutter

Resolution offered by Chies seconded by Orendorff, The City Council of
the City of Columbia Heights ordains:
WHEREAS; The City of Columbia Heights has by virtue of the official
census of 1960, reached the classification of a 3rd class City under
the statutes of the State of Minnesota, and
WHEREAS; The work of the City Council of said City has required the
City Council to spend considerable time in carrying out its duties,
and
WHEREAS, the City Council is presently paid as follows: Mayor $50.00
per month and Councilmen $35.00 per month,
NOW, THEREFORE BE IT RESOLVED, by the ~aid City Council that the
Legislature of the State of Minnesota be and the same is hereby re-
quested to take the requisite action to authorize an increase in payment
to said Council as follows: Mayor $100.00 per month and Councilmen

Councilman McCline reported regarding the meeting held at New Brighton
March 22nd on Airport expansion, with two representatives of the
Metropolitan Airport Commission and two members of the Metropolitan
Planning Commission present.

Motion by McCline seconded by Orendorff, that a special meeting be
held Thursday, April 13th at 8 p.m. 'for the purpose of holding a hearing
on installation of utilities to serve Ulysses Street 39th to ~40th,' and
Fillmore and Pierce .Streets North from 37th Ave. (Between Buchanan and
Polk). Roll Call - All Ayes.

Mr. Sauber. of 1121 -~44.th Avenue was present and discussed the back
yard drainage problem on .his property. This was turned over to the
Engineering department for further study, to try to work something out.
John Behun was present regarding the Curb & Gutter assessment by his
property, and drainage problem also. The engineering department was
asked to get together with him and try and work out something satisfactory.

ized to obtain an appraisal on Lot 42, Block 2, Reservoir Hills.·
