Hartse 1300 - 46th Ave. N.E., Motion by Orendorff seconded by King, that these bids be turned over to the City Manager for tabulation, to be awarded at the next meeting, March 27th. Roll Call - All Ayes. Award of bid on Back Hoe for Tractor. Motion by King seconded by Orendorff, that Long Lake Farm Supply Co. be awarded the bid for the Back-hoe attachment at at $3,083.00. Roll Call - All Ayes. A Hearing was held for sewer and water on Peters Place. The engineering department estimated the cost to be approximately $17.50 per front foot for benefitted property or 360 feet. No objection was made at the meeting. Motion by McCline seconded by King, that the City Manager be authorized proceed with the installation of sewer and water extensions from.Gould Avenue to the alley west of Reservoir Blvd. Roll Call - All.AYes. Hearing on Utilities for Innsbruck. Motion by King seconded by McCline, that this hearing be continued until the next meeting, March 27th. Roll Call - All Ayes.~ Hearing held on blacktopping alley between 6th & 7th from 51st to 52nd. Motion by McCline seconded b~ Orendorff, that the City Manager be authorized to proceed with this installation of blacktop alley. Roll Call - All Ayes. Request received for subdivision of Lot 5, Block 2, Walton's sunny Acres,, into four building sites, with survey attached. Motion by King'seconded by Orendorff, that this subdivision be approved, except that'portion which.would be vacated for Cleveland Street, and upon payment'of outstanding special assessments. Roll Call - All 'Ayes. Request received for subdivision of Lot 12, Block 2, Walton's Sunny Acres, with survey attached, retaining 67x175 for himself. Motion by Orendorff seconded by King, that subdivision of Lot 12, Block 2, Walton's Sunny~Acres be granted Leo Rass~t, 4337 Arthur St.N.E., upon payment of the special assessments, Roll Call - All.Ayes. Request received ~rom Bernard R. Julkowski, to subdivide Lot 10, Block 2, 'Rearrangement of Block "~C~,C.H. Annex, into the S.~ of West 135' of Lot 10, and N.½ of West 135' of Lot 10, and' Lot 10 except the West 135 feet. No special assessments are due on this property/ Motion by King seconded by McCline, that this request be granted. Roll Call - All Ayes. EttorneY for-Julian Johnson has asked for a review of the of the request for 228 - 40th Ave., and his letter was turned over to the City Attorney. Appraisals received on Park expansion at 51st and Monroe. Motion by King seconded by Orendorff, that the City Manager be authorized to acquire the easterly 293 feet of Lot 9, Auditor's Subdivision No.51, with authority to spend up to $7400.00,or upon being unable to purchase for said appraisal price, proceed with condem- nation for park purposes. Roll Call - All Ayes. A request received for opening of Stinson Blvd. between 43rd & 44th. Motion by McCline seconded by King, that the City Manager be authorized to advertise a hearing on'this"street opening at the next regular meeting, March 27th. Roll Call - A 1 Ayes. Petition received for Curb, Gutter and Blacktop street on 2½ Street 38th to Edgemoor and 3rd Street E~gemoor to 40th. Motion by King seconded by McCline, that the City Manager be authorized to advertise a hearing to be held on these improvements at the next regular meeting, March 27th. Roll Call - All Ayes. And affected property owners be notified by cards. A letter was received from Mr. & Mrs. John Davitt, 5153 7th St.N.E. requesting that some kind of regulatory traffic control be established to slow down traffic on 7th Street. Motion by McCline seconded by King, that this request be turned over to the Police and Engineering Departments to determine appropriate sign. Roll Call - All Ayes. Recess called at 9:50 p.m. Meeting called to order at 10 p.m. Letter was received from the Activities Committee,Inc. requesting permission to hold annual Jamboree on June 23,24,25, and that no other organization be granted use of the Park ground for carnival purposes during the 30 days prior to this time, also Bingo permit. Motion by King seconded by Orendorff, that these requests be granted. Roll Call - All Ayes. Request from Dale Mosiman, 4151 Cleveland St.N.E. to install private sewer and water lines. Ordinance No.51~, authorizing the sale by the City Treasurer of $165,000 Emergency Debt Certificate. Offered by McCline seconded by King. Roll Call-All Ayes Resolution offered by Orendorff seconded by McCline, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the City Treasurer be and she is hereby instructed to transfer from the Sewer Fund as follows: $35,000.00 to the Storm Sewer Fund. and that there are sufficient moneys in said sewer fund to make such transfer. Resolution offered by King seconded by Orendorff, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the City Treasurer be and she is hereby instructed to transfer from the P.I.R. Fund as follows: $36,333.71 to the Street Fund 4,234.48 to the Administration Fund and that there are sufficient moneys in said P.I.R. Fund to make such transfer. Roll Call - Ail Ayes. Resolution offered by Orendorff seconded by King, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that: WHEREAS, it has become apparent that the proposed plans for expansion of the Airport at Blaine in ~noka County is of such a magnatude as to affect the City of Columbi~ Heights, and WHEREAS, the flight patterns for large aircraft such as would be utilizing the long North-South runway would on take-offs and approaches be flying at low elevations over the densely populated sections of our community as shown by the denial of requests for commercial television antennas in Fridley just North of Mathaire in Columbia Heights~, and in other communities as far removed from the airport site as 'North Oakes in Ramsey County, and WI~EREAS, there are areas presently abailable further north in the County where.intelligent perimeter planning will retain the lands around the landing strips for agricultural purposes, thereby avoiding the elevation of structure limitations set forth by all, airport planners and avoid the dangerous encroachment of residences or tall factories in the take-off and approach zones. BE IT THEREFORE RESOLVED by the City Council of the City of Col~bia H Heights, that in the. interest.of public safety, that the Metro olitan Airports Commission seriously consider the possibility of an alternate plan in lieu of the present airport expansion plan before a 'final decision is reached. Resolution offered ,by King seconded by McCline, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that: WHEREAS,' there is before the Minnesota Legislature a Bill for an Act known as House File No.648, relating to the prohibition of strikes of certain public employees and adjustment of grievances of such employees; A~ending Minnesota Statutes 1957, Section 179.52 and 179.57, and WHEREAS, said bill sets forth the requirement that the decision of an arbitration panel shall be final and binding upon the governmental subdivision, thereby taking away the right of the employer to establish budgetary allowances for salries unless full employee'~demands are met before final budget adoption and WHEREAS, examples.of employee discrimination cited by proponents of this bill are of an individual nature and should be handled accord- ingly-through proper~union, employee and employer negotiations, and WHEREAS, the responsibility of wage establishment would rest essentially with the individual~.selected by the Governor and there~re acting as his .representative thereby giving the Governor the grave respohsibility of basically setting municipal employee wages annually throughout the state and WHEREAS, the local governing bodies are in the best Position to judge local,problems and economic standards so as ~ot to make wage comparisons between similar jobs in widely separated parts of the State. BE IT THEREFORE RESOLVED that: In the best interest of the citizens in this community, and every community in the State of Minnesota, we .the City Council as representatives of the people of Columbia Heights respectfully request that the legislature reject House File $648 in it's present form. The City Manager asked for authorization for attendance at Continuation Center Courses as follows: Police Chiefs Institute March 16,17,18; Mayors-Councilmen Institute, March 21,22. ~City Managers Institute, March 21,22. Finance Officers Institute, March 21,22. Public Works Institute, March 22,23. Motion by Orendorff seconded by King, that the City Council authorize attendance at these courses where it is .deemed advisable. Roll Call - All Ayes. The City Manager reported the Planning & Zoning CommiSsion has r~ ed the following: Rezoning for commercial east of Central north of 44th Rezoning for Multiple S.W. corner 46th & Tyler. First reading Ordinance No.517, Rezoning easterly 97' of Lot 33, Block 1, Reservoir Hills to C-2 Commercial. First reading Ordinance No.51~,Rezoning Lots 1,2,3,4,except southerly 10' Lot 4,Block 4,Sheffield's~bdivision to R-C,General Multiple, limited commercial. The City Manager reported regarding the ~No Parking~ signs on Jefferson between 4$th and 48th, and stated they would probably have to be re-set after the frost is out of the ground. The City Engineer reported a new hearing should be held for alley opening between ~th and 7th from 45th to 4~th, due to the necessity of a storm sewer. Motion by King seconded by Orendorff, that the City Manager be authorized to advertise a hearing on opening of this alley at the next regular council meeting, March 27th,& notified by card. Roll Call - All Ayes. Resol~ti0n offered by Orendorff seconded by Kin~, BE IT RESOLVED by the City Council of the City of Columbia Heights, as follows: 1. That commencing on the 20th day of M~rch 1961 and continuing until the 15th day of May 1961, unless sooner terminated or thereafter continued, no vehicle shall be driven or operated upon any street or ~ublic highway in the C~ty_under jurisdiction of the City where the weight of such vehicle exceed: 4 Ton per Axle 2. The above restriction shall not apply with respect to the following names streets or public highways, to wit: 44th Avenue N.E. Reservoir Blvd. McLeod Street 5th Street 38th Avenue 39th Avenue 37th Avenue Madison Pl.& Jefferson St. Main St. to Reservoir Blvd. 37th Avenue to 40th Ave. N.E. 44th Avenue to 45th Ave. N.E. 37th Avenue to 40th Ave. N.E. Main Street to 5th Street 5th Street to Central ~ain St. to Stinson Blvd. N.E. 37th Avenue to 51st Ave. N.E. On which the weight of each vehicle shall not exceed: 9 Ton per Axle This shall not apply to State or County Highways within the City where load limits are established by their respective agencies or departments. 3. Notice of these restrictions shall be published and posted with respect to each of such streets and highways and when so published and posted the restrictions shall be in full force and effect; all as provided in accordance with Minnesota Statutes Sec. 169.87. 4. A vehicle in excess of such limits may be operated or driven upon a street or public highway in the City without violation of law when the same is done under Special Permit thereof issued in accordance with the provisions of Minnesota Statutes Sec. 169.8~ which are adopted and made a part hereof by reference the same as if fully incorporated herein. 5. That church bus, school bus and other,public transportation vehicle operators are given special permit to proceed with normal operation on their regularly established routes and at regularly established hours, said permits to be issued by the City Manager. The City Engineer reported regarding 49th Avenue from Central to University and that a letter had been received from the~State Highway Department and bids will be opened on April 3rd and the Sta~e had approved the Storm sewer plans and deemed them adequate. Regarding the request for a stop sign at 44th and Reservoir, the Engineer and Police Chief did not recommend this. First reading Ordinance No.519, Being an 6rdinance establishing a Traffic Committee for the City of Columbia Heights and enumerating its powers and duties thereof. Inner Block developments were discussed and the following motion prevailed: Motion by King seconded by McCline, that the City Manager. be authorized to charge to Administration, amounts for street easements for interior block developments, until such projects are approved.
