Regular Meeting
February 27, 1961
Meeting called to order at 8 p.m.
Ail members present.
Invocation offered by Reverend Dean Goetze of.Calvary Covenant Church.
Motion by Orendorff seconded by Chies, that the reading of the minutes
of the last regular and special meetings be dispensed with. Roll Call -
All Ayes.
Motion by King seconded bY Orendorff, that the following bills be paid

Awarding of bid on Street signs.
Motion by Chies seconded by Orendorff, that Lyle Signs be awarded
this bid as per attached bid tabulation. Roll Call - All Ayes.
Bids on Back Hoe attachment were received from the following:
Midway Tractor Co.
Carlson Farm Supply
Long Lake Farm Supply
Motion by King seconded by Chies, that these bids be turned over tot
the City Manager for tabulation to be awarded at the next regular
meeting March 13th. Roll Call - All Ayes.
Hearing held on water and sewer extension on Peters Place ,south of
Gould Ave.
Motion by King seconded by Orendorff, that this hearing be continued
until 'the next meeting, March 13th, and the owners be notified.
Roll Call - All Ayes.
Hearings held on installation of utilities in balance of Innsbruck,
~A~o concrete paving in area now served with utilities, and in 1962
concrete paving in balance of Innsbruck. It was suggested that an
informal meeting be arranged with the developers, City Attorney, City
Engineer and City Manager.
Motion by Orendorff seconded by King , that these hearings be continued
until the next regular council meeting, March 13th. Roll Call - All Ayes.
Request for lot subdivision was received from Otto and Gertrude
Hanson, on ~~w~..~w~ Lot Four (4),Block One (1),Gillette's
Annex to Columbia Heights, except the North 70 feet thereof.
Motion by McCline seconded by Chies, that the subdivision be allowed
upon payment of special assessments amounting to 8551.29, and an
easement strip for street purposes on the west be granted. Roll
Call - All Ayes.
Request for lot subdivision was received from George Wm. Crocker,
620 - 47th Ave. on Lots 13 and 20, Sheffield Acres, to be sub-
divided into one lot 90x140', two lots 50x140' and two lots 55x140'.
Motion by Chies seconded by Orendorff, that this requested subdivision
be granted upon posting of bond with City,for payment of special
assessments amounting to $4,707.19. Roll Call - All Ayes.
A request was received from residents living on east side of
Jefferson Street between 46th and 48th, to remove the no parking
signs w~ch have been place there.
Motion by Orendorff seconded by McCline, that this matter be turned
over to the City Manager for his consideration and action. Roll Call -
All Ayes.
Petition received for blacktop alley between 6th and 7th Streets
from 51st to 52nd.
Motion by King seconded by Chies, that the City Manager be authorized
to advertise a hearing on this improvement for the next regular
council meeting, March 13, 1961. Roll Call - All Ayes.
The request of John Hanson for permits for 3-units on Lot 48, BLOCK 3,
ReHervoir Hills, was taken up at this time.
Motion by Orendorff seconded by King, that the zoning administrator
be authorized to grant two building permits covering the east 55 feet
of south 140 feet of Lot 48, and the west 55 feet of the south 140
feet of LOt 48, Block 3, Reservoir Hills, for construction of a plan
submitted by John ~anson, which Plan is No.486-28, and the parking
shall be in conformance with the City Ordinances. Roll Call-All Ayes.

First reading Ordinance 'No.5131 Being an ordinance amending ordinance
I~.507 'being an 'ordinance relating to the governing of transportation
of buildings of any nature or type over the streets and~highways of the
City of Columbia Heights. ~
The City Manager reported regarding automobiles for Police investigator
and~gineering department.
Motion by Chies seconded.by McCline, that the City Manager be authorized
to advertise for bids on a new compact car or 1960-61 6-cylinder standard
car, to be used by 'the Police Department investigator. -Roll Call -
All Ayes.
Motion by Orendorff seconded by King, that the City Manager be authorized
to spend up to ~8995.00 for a 1957 Chevrolet Station Wagon, 6-cylinder,
from Stephens Buick Co., to be used by the engineering department.

The City Manager asked for authorization for attendance to the Municipal
courses at the University of Minnesota/ Assessors. school March 2,3,4,
Sewer School March 6,7,8, Water School March 8,9,10
Motion by McCline secondedby Chies. that the city-Manager be authorized
to send the Assessor, or Mrs. Carlson if Mr. Lawson is not available.

Motion by 'King seconded by O~endorff, that the city Mahager be authorized
to send two'men to the sewer school and two men to the Water School.

of $200.00 for the West 7 feet or,Lot ~, Block 3, Rearrangement of Block
=A~',. C.H. Annex to Minneapolis, to.be used for alley right-of-way.

Motion by ~ing seconded by McCline, that the City Attorney be authorized
to purchase THE'LAW'OF TITLES, by Sackman at a cost up to $25~00.

Motion~ 'by King. seconded by Orendorff, that the City Manager be authorized
to advertise for bids on Road Materials for 1961 construction season,
to be opened at the March 13th meeting. Roll Call - All Ayes.
Resolution offered by Chfes 'seconded by King, WHEREAS, plans fOr State
Aid ProjeC't iN~02-604-04 showing' proposed alignment, .'profiles, grades
and cr0ss-SeC~iohs, together with sPecificatiOns and special provisions
for the reConstruction of County State Aid Highway No.4, within the
limits of ~the City as a State Aid 'Project have been Prepared and
presen~'ed to .the City.
NOW, T~IEREFORE, iT IS RESOLVED: That said plans, specifications and
special ,provisions be in all things approved. Roll Call - All Ayes.
Resolution offered by King seconded by McCline, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that
WHEREAS,. said Council has by a resolution passed January 9, 1961, agreed
to approve of and participate financially in the 'construction of '49th
Avenue, known as County State Aid Highway 4, between Trunk Highway 56
and Trunk Highway 65, in. the City of Columbia Heights viz., S.A.P.
0 2-604-04, 'and
BE IT FURTHER RESOLVED, 'that the City Manager and Mayor be authorized
to enter intO an agreement with Anoka County on cost participation
of the r~construction of County State Aid Highway as described above.

Motion by McCline seconded by Chics, that the City Manager be authorized
to acquire the necessary easements and have plans drawn for storm sewer
extensions east from Hart Lake. Roll Call - All Ayes.
Motion by Orendorff seconded by McCline, that the following licenses

Resolution offered by King seconded by Orendorff, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that:
WHEREAS, there has been introduced a Bill for an Act described as
House File No.659, pertaining to the Village of Hilltop, authorizing
its governing body to issue licenses for the ON-SALE of intoxicating
liquor in restaurants in lieu of the establishment of Exclusive
Liquor Stores." and
WHEREAS, the Village of Hilltop consists of an area of approximately
72 acres lying in the geographic center of the City of Columbia Heights,and
WHEREAS, all traffic of said Village of Hilltop, must of necessity travel
on streets and highways in the City of Columbia Heights, requiring traffic
control by the City of Columbia Heights, and
WHEREAS, the law enforcement agencies of the City of Columbia Heights
have no jurisdiction within the Village of Hilltop and are therefore
unable to prevent intoxicated persons from attempting to operate their
motor vehicles until they have driven onto the adjoining streets in
Columbia Heights, thereby endangering our citizens and necessitating
arrests and court actions against such violators, and
WHEREAS, said legislation will tend to curtail the liquor control
presently administered by the City of Columbia Heights through it's
municipal liquor stores.
BE IT THEREFORE RESOLVED, by the City Council of the City of Columbia
Heights, that as representatives of the Citizens of Columbia Heights,
we go on record as unalterably opposed to House File No.659 pertaining
to issuance of 'On-Sale' liquor licenses in restaurants in the Village
of Hilltop. Roll Call - All Ayes.
A request was received from Frank Burak, 4328 Reservoir Blvd. to install
a stop sign on the N.E. corner of 44th and Reservoir Blvd.
Motion by King seconded by Chics, that this request be turned over to
the Police and Engineering Departments for study and report back at
next council meeting. Roll Call - All Ayes.
