Motion by McCline seconded by King, that the reading of the minutes

Bids on Street Signs were received from the following:
Sargent-Sowell, Inc., Grand Prairie,Texas
Gopher Stamp & Die Co. St. Paul, Minnesota
Municipal Street Sign Co., College Point 56, N.Y.
Lyle Signs, Inc. Minneapolis, Minnesota
Motion by McCline seconded by King, that these bids for street signs
be turned over to the City Manager for tabulation, to be awarded at
the next regular meeting on February 27th. Roll Call - All Ayes.
A Petition was received opposing the construction of an ll-unit
apartment building being built at 228 - 40th Ave. N.E.
Motion by McCline seconded by King, instructing Mr. Malcolm O.
Watson, the zoning administrator, to withhold the building permit
for an ll-unit a~artment building at the above address, and not
allow a building larger than a 4-unit apartment. Roll Call - Ail Ayes.
Mr. John Hanson and Mr. Gerry Herringer appealed from the Planning
Commission denial on 3-unit buildings at 1331 and 1401 - 42nd Ave. N.E.
Motion by King seconded by McCline, that this matter be tabled until
the next regular meeting, giving everyone a chance to view the situation,
also to secure legal opinions as to whether this might be considered
under the variance of the Ordinance. Roll Call - All Ayes.
Motion by King seconded by Orendorff, that the Civil Defense Director
be allowed 7~¢ per mile for essential driving. Roll Call - A~.i Ayes.
Motion by McCline seconded by King, that the request for insurance
by the Civil Defense Director, be tabled. Roll Call - All Ayes.
Motion by Orendorff seconded by McCline, that Tom Hosch be granted a
leave of absense during January, February and March. Roll Call - All Ayes.
Motion by King seconded by Orendorff, that the City Manager and Mayor be
authorized to enter into a contract with the Northern States Power Co.
renewing our white-Way lightingc~Dtractunder the present agreement system.
Roll Call - All Ayes.
A letter was received from Acres Inc. petitioning the council to provide
for concrete paving of that part of Innsbruck 3rd Addition where the
utilities were installed in 1960, also another letter petitioning the
council for the installation of public utilities in that part of Inns-
bruck 3rd Addition in which the utilities have not as yet been installed,
and for concrete paving of the streets thereof.
Motion by King seconded by Orendorff, that a hearing be held on February
27th on this request of Acres Inc. for improvements in Innsbruck.

A Petition was received for sewer and water extensions on Peters Place
from Gould to the alley east of Reservoir Blvd.
Motion by Orendorff seconded by King, that the City Manager be authorized
to advertise a hearing for February 27th, for the above improvements.
Roll Call - All Ayes.
Resolution offered by Orendorff seconded by McCline, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that the City Manager
be, and he is hereby authorized to draw the necessary ordinance for the sale
of bonds for Municipal State Aid construction in accordance with the
State legislation governing bond issues which obligate the State Of .... -
Minnesota under their Municipal State Aid statutes for re-payment on
saidbonds.
BE IT FURTHER RESOLVED, that funds derived from said bond issue shall
be utilized in accordance.with the statutes which establish the municipal
state aid financing procedures. Roll Call - All Ayes. .~
First reading of-ordinance No.508, Being an 0rdinance authorizing the
sale by the City of Columbia Heights of certain Real Estate known as:
Lot 50, Block 88, Columbia Heights Annex. .
First reading of Ordinance No.509, Being an'ordinance amending Ordinance
No.462, rezoning Blocks 1 and 6, Robbies Addition, from R-1 ~o R-2.
Resolution'offered-by King-seconded byOrendorff, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that
WHEREAS, the volume-of insurance being carried in the various categories
by the City of Columbia Heights requires professional knowledge.in.the
insurance field and,' ..
WHEREAS, there are presently insurance agencies established in the City
of Columbia Heights with the necessary facilities for handling the
various insurance requirements of the City,
BE IT THEREFORE RESOLVED, that an Insurance Committee consisting of
the following: THE'OUIMETTEAGENCY ~
THE ~PAUL~ MINER AGENCY ....
THE RALPH PAUL AGENCY
THE HOWARD DUMPHY AGENCY .~
THE ROSS-BROWN AGENCY
THE COLUMBIA HEIGHTS AGENCY
Be and the same are hereby established as the Insurance Committee for
the City'of Columbia Heights.
BE IT FURTHER RESOLVED, that this Committee shall serve in an advisory
capacity to the'City Manager and City Council,of the City of Columbia
Heights, and shall advise the council of. the renewals of existing policies
and make recommendations on new plans that become.available and, in the
case of comparable coverage being offered by competing companies; a firm
recommendation and basis for said recommendation be made.
BE IT FURTHER RESOLVED, that.this Inaurance Committee shall remain n~n
effect.for an indefinite-.period of.time, and the services of said Committee
may be discontinued by either the City Council of the City of Columbia
Heights or by a majority vote. of the Committee members, u~on 30 days
notification. Roll Call - All Ayes.
'The City Manager reported on the various radios he had checked on, which
~ would be used in'foremans trucks and one in engineering department truck.
He was,.asked to check further on this-and report at next meeting.
Motion by McCline seconded by King, that check No.121, issued to W.H.
Barber Co. an the amount'of $1,114.38, be cancelled. Roll Call - Ail Ayes.
The City Manager reported on the proposed new forms for Lot divisions.
Motion by King seconded by Orendorff, that the City Manager be authorized
to set up a special meeting for March 1st at 8 p.m. to hold hearings on
1960 projects assessments. Roll Call.- All Ayes.
The City Attorney reported regarding the contract for development of the
area between Quincy and Central from 43rd to 44th, also the vacating of
Jackson Street 43-44, as now platted, and further the City will receive
the west 190' of Lots 4,5 & 6, Block 2, Rearrangement of Block
First reading Ordinance No.512, An ordinance providing for the disposition
by exchange of certain real property owned by the City and agreeing to
construct a storm sewer improvement on property acquired by such exchange.

First reading of Ordinance No.510, BEing an ordinance vacating a portion
of Jackson Street N.E. as platted, between 43rd and 44th Avenues,N.E.
First reading Ordinance No.511, Being an ordinance authorizing transfer
of title of Lots 1 and 2, Block 2, Rearrangement of Block "A', Columbia
Heights Annex to Minneapolis.
Motion by McCline seconded by King, that the matter of rezoning Lots 1,
and 2, Block 2, Rearrangement of Block 'A' to C-2-S, be referred to the
Planning & Zoning Commission, and a hearing be held at their special
meeting February 28th. Roll Call - All Ayes.
The City Engineer reported regarding his trip to the Minnesota Highway
Department today regarding University Avenue construction. They request
that a committee be appointed from Columbia Heights to formulate a
commission. The City Manager, City Engineer and Councilman McCline
agreed to be on this committee and they will meet during the week of
February 27th in the afternoon, the date to be set later.
The City Engineer reported he wou~d meet with Minneapolis on Tuesday
the 14th on the final design of 37th Avenue.
Motion by King S~conded by Orendor~f, that R.D. Thomas & Associates
be authorized to-proceed with plans and specifications of re-locating
Jackson pond. Roll Call - All Ayes.
Motion by McCline seconded by King, that the City Manager be authorized
to advertise for bids on a Back-hoe, to be opened at the next meeting,
February 27th. Roll Call - All Ayes.
Motion by Orendorff seconded by McCline, that Art Bolier Construction Co.
be paid the sum of 85,701.00 out of the proper funds. Roll Call-All Ayes.
Motion by King seconded by Orendorff, that the following licenses be

4300 block, objecting to-the design of proposed street between Arthur
and Benjamin, north of 43rd Avenue. This plan was discussed and explained.
Motion by McCline seconded by King, that this petition .be placed on'file,
and other plans for this proposed street checked further. Roll Call -

A Hearing on the South Trunk Sewer assessments was held and the first
part of the meeting was turned over to Mr. Wick who has a recorded
commentar~ and a full explanation of this project~ was explained, as
well as the manner of. assessing.~ ~
Mr. McCline arrived..at the meeting 8:30 p.m.
A l~rge"~r~p of people, from this area were p~esent and Several commented'~~
that they'were not satisfied with the way this assessment'was figured,
and others stated they.~ere, satisfied,
A recess was taken' to give the' council members time to check into
different items in this assessment. Meeting called to order at 11 p.m.
Motion by King seconded by McC!ine, that Project No.345 be assessed
$82,847.00, which waH a r~duct%on of $5i754.22 .from the original figure.
Roll Call - All Ayes.
Resolution offered by McCline seconded by King,~adopting assessment rolls
for the following local improvements and determining that said improvement
be made and ratifying and confirming all other proceedings, heretofore had:
Special Assessment Number~345.
WHEREAseS., the C~ty Council'of Columbia Heights, Minnesota, met on the 21st
day of FebruarY, t961, .at the City office in said City, being the time
place set when and where all persons interested could appear and be heard
by the Council with respect to benefits, and to the proportion of the
cost of making the local improvements above described, a notice of such
hearing been heretofore duly published as required by law; and
Motion by Orendorff seconded by McCline, that check No.622 for 8509..00
made out to Juanita I.Camp, Eugene Schriver, Ursula F. Codik, for
condemnatio~ ~ward for the east 7' of the S.½ of the W. ½ of Lot 3,
Block t, O~c Park Addition, be cancelled and re-issued to present fee
owners. Roll Call - All Ayes.
A petition was received from residents living on Arthur Street in the
4300 block, objecting to the design of proposed street between Arthur
and Benjamin, north of 43rd .Avenue. This plan was discussed and e~lained.
Motion by McCline seconded by King, that this petition be placed on file,

Meeting called to order at 8 p.m. Roll Call - Armstrong, King,
Orendorff - present. McCline & Chies - absent.
A Hearing on the South Trunk Sewer assessments was held and the first
part of the meeting was turned over to ~. Wick who has a recorded
commentary and a full explanation of this project was explained, as
well as the manner of assessing.
~r. McCline arrived at the meeting 8:30 p.m.
A large group of people from this area were present and several commented
that they'were not satisfied with the way this assessment was figured,
and others stated they were satisfied.
A recess was taken to give t~he Council members time to check into
different items in this assessment. ~eeting called to order at 1L p.m.
Motion by King seconded by McCline, that Project No.345 be assessed
$82,847.00, which ~a~ a reduction of $5,754.22 from the original fi~ure.
