Invocation offered by Reverend Allen W. Flohr of Community Methodist Church.
Motion by Orendorff seconded by McCline, that we dispense with the
reading of the minutes of the last meeting. Roll Call - All Ayes.

Bid for Dog Catcher for 1961 was received from Albert Paulson, 932
Mississippi St.N.E.
Motion by Orendorff seconded by McCline, that the bid for Dog Catcher
services for the City of Columbia Heights for 1961, be awarded to A1
Paulson in the amount of 83,200.00. Roll Call - Ail Ayes.
Bid for Official publications for 1961 was received from Tri County
Publications.
Motion by McCline seconded by Orendorff, that the bid for official
publication be awarded to Tri County Publications as submitted.
Roll Call - All Ayes.
Mr. Robert King arrived at the meeting at 8:15 p.m.
Continued hearing held on alley surfacing between Madison and Monroe,
from 40th to 41st. The engineering department showed a drawing of this
~ alley and recommended concrete paving to give better drainage.
Several residents from this area were present and stated they would
prefer blacktop on accounttof the cost.
Motion by McCline seconded by King, that the City Manager be authorized
to proceed with installation of blacktop surfacing in this alley, for
the 1961 construction season. Roll Call - All Ayes.
Hearing held on Curb & Gutter for 49th between 4th Street and Central
Avenue within the corporate limits of Columbia Heights. This will be
continued until later on in the meeting when the County Engineer arrives
with ~lans and profiles.
Resolution offered by
by the City Council of the City of Columbia Heights, that the City
Manager be, and he is hereby authorized and directed to withhold
building permits on the following described parcels of land in the
City of Columbia Heights:
The North 50' of the East 1/2 of Lot 3,Block 2, Walton's S.A.
The East 50' of Lot 9, Block 2, Walton's S.A.
The North 60' of the East 1/2 of Lot 13,Block 1,Walton's S.A.
The E.50' of the North 1/2 of Lot 4, Block 17,Aud. Sub. of Walton's

The foregoing parcels of land are the remaining access properties to
block interiors of oversize blocks where interior block development
will logically occur.
BE IT FURTHER RESOLVED that appeals from this resolution shall be sub-
mitted in writing to the Planning & Zoning Commission for recommendation

Back to hearing on curb.'& gutter, for 49th Avenue as engineer from
County Engineer's office_is present with plans and profiles showing
grades. This work to be done by County, Highway Dept.

by the City Council of. the City of Columbia Heights,
WHERE~S, the Anoka County Highway Departmentis preparing plans and
specifications for the,construction of a portion of County State Aid'
Highway Number 4. (49th Avenue N.E.) between Trunk Highway 56 and Trunk
Highway 65 in the~City of Columbia~Heights viz., S.A.P.02-604-04 and. ~
WHEREAS, the City has a portion of storm sewer within the limits of the
proposed construction that must be constructed, and
WHEREAS, the County is agreeable to construction of concrete curb and
gutter in the project and sharing the cost with the City according to
the County's policy of one half of to the City and one half the ·cost.
to the County.
NOW BE IT RESOLVED, That the City of Columbia'Heights agrees to having
the County incorporate in its plans the necessary storm sewerinstallation
fo~ which the City will reimburse the County as estimates are paid 'and also
for which the City will assure itself that installation is correct and
materials are according to specification. ~
BE IT FURTHER RESOLVED, that the City participate in the construction
of concrete curb and gutter paying 1/2 the cost thereof and reimbursing
the County as estimates are paid.
BE IT FURTHER RESOLVED, That final award of contract for construction
of said State Aid Project 02-604-04 be made only upon concurrence'with
ac~ion of the. City Council,of Columbia Heights. Roll Call - AllAyes.
Resolution offered by Orendorff seconded by McCline, BE IT RESOLVED by
the City Council of the City of Columbia Heights:
WHE~S, 37th Avenue N.E. between Stinson Boulevard and Central Avenue
N.E., is a boundary street between Minneapolis and Columbia Heights, and
WHEREAS, it is desirable and expedient to make certain improvements
upon said street and,
WHEREAS, the engineering departments of the said Cities had had dis'
cussions concerning the improvement of the surfacing of said Street
and the specifications therefore,
NOW THEREFORE, BE IT RESOLVED, that the Mayor and City Manager be and
are hereby authorized to enter into an agreement with the City of
Minneapolis, whereby the engineering department of the City of Minneapolis
is authorized to prepare the necessary plans for the said improvement and
that said agreement shall provide for participation of the City of
Columbia Heights up to an estimatedcost of preliminary engineering of
$!0,000~00. The ,participation of the City of Columbia Heights shall be
upon an equal basis with the City of Minneapolis. Payments to be made
on~a mpnthly basis as per ~he agreement. Roll Call - All Ayes.
The installation of a telephone booth at the N.W. corner of 40th and
Central was discussed and two representatives from the Telephone Co.
were present.
Motion by King seconded by Orendorff, that we approve the installation
:of a telephone booth at 40th and Central at N.W. corner. Roll Call-All Ayes.
Request for City Engineer and Assistant to attend 3rd Annual Conference
for City and Village Engineers at University Coninuation Center with
expenses paid, on January 30th & 31st.
Mmtion by King seconded by McCline, that this request be granted. Roll
Call - All Ayes.
The City Manager reported a request for a lot coverage waiver to allow
construction of a commercial building on south side of 49th Avenue at
University of a 26x70 foot building on a lot 34x128 feet.
Motion by McCline seconded by King, that the lot w&iver be granted as
requested. Roll Call - All Ayes.
Motion by King seconded by McCline, that request to cancel check S2929
dated 12/30/60 issued to C.H. Police Relief Association be granted, and
check ~2932 be issued in its place. Roll Call - All Ayes.
Motion by King seconded by Orendorff, that the Civil Defense Operational
and Survival Plan of the City of Columbia Heights dated October 3,1960,
be adopted by reference. Roll Call - All Ayes.
The Civil Defense Director has asked to advertise for a Clerk-Stenographer
which is being done.
The City Engineer reported'he had spend some time with a City of Minneapolis
Engineer regarding curb and paving on 37th Avenue, also drainage, and that
Hart Lake should be utilized for part of the drainage on this project.
It was receommended that the proposed development of Hart Lake - Stinson
Blvd. area, be referred to the Planning & Zoning Commission for a formal
hearing.
The City Attorney presented the following resolution:
Resolution offered by King seconded by Orendorff, BE IT HEREBY
RESOLVED by the City Council of the City of Columbia Heights, that the
offices of the Anoka County Assessor, Platting Department and Auditor
be, and the same are hereby instructed to refer to this body for approval
any division of a lot or plat.
That this request is made so that this City Council may act in accordance
with MINNESOTA STATUTES ANNOTATED, 429.071,
That the said offices of the Anoka County are further instructed to
accept no deeds for such subdivision unless they receive written
approval from this body. Roll Call - All Ayes.
Motion by Orendorff seconded by King, that Art Bolier Construction Co.
be paid the sum of $2,685.38 on Mathaire Curb, and Blacktop, and
$10,833.46 on Sheffield Curb, and Blacktop, out of the proper funds.
