Roll Call - All Ayes. A Petition was received for blacktopping alley between Madison and Monroe, fron 40th to 41st. Motion by King seconded by McCline, that the City Manager be authorized to advertise a hearing to be held on this improvement at the Deuember 12th, 1960 meeting. Roll Call - All Ayes. Mr. Perkins of S.C. Smiley & Associates, the architect for the Municipal Building, was present and discussed with the council several problems that have arisen. He assured the council these matters would be checked into and taken care of. Motion by King seconded by McClinem that S.C. Smiley & Associates be paid the sum of 8515.04, as a final estimate on the Municipal Building. Roll Call - All Ayes. Mayor Armstrong declared December 7th, 1960 as National Civil Defense Day, and presented the Proclamation establishing this. The City Manager reported the city Mechanic had located two second hand pickup trucks in good condition, one being a 1956 ½ton for $995.00 less trade in of $150.00 fo~ 19~8 Dodge Truck, and 'the other a 1957 3/4ton at $995.00 less trade in of $150.00 for a 1953 Chevrolet. Moti&R by King seconded by McCline, that the City Manager be authorized to spend up to $995.00 for a 1956 Chevrolet Pickup Truck less trade in of $150.00, and.S995.00 for a 1957 Chevrolet Pickup. Truck less trade in of $150.00. . Roll Call - All Ayes. The City Attorney reported regarding the~alley 'that is going in between Madison and Monroe from 43 to 44, and that the West 7 feet.of Lot 2, Block 3, Rearrangement of Block =A= would have to. be purchased.to com- plete this alley opening. MotiQn by McCline seconded by Orendorff, that the City Manager be authorized-to purchase 'the above described land for $206.00. Roll Call - All Ayes. .. The City Attorney stated he would have an ordinance ready for the next council meeting, regarding the moving of houses through Columbia Heights. Regarding the drainage problem in the three lots on west side of Monroe bet~Teen~7 48th Ave. and 49th Ave., this will be checked into further and taken up at the next meeting. Resolution offered by Orendorff seconded by King, %~HE.REAS, 'the City Council of the City of Columbia ~eights has received a recommendation from the Police Civil Service Commission of said City that an additional rank of Captain be created within and for the Police Department of said City; and WHE,~EAS, the said City Council concurs with this recommendation; NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Columbia Heights that there be and is hereby created rank of Captain within the Police Department of. the City of Columbia Heights, effective January 1, 1961. Roll Call - All Ayes. Interested parties asked, when Arthur Place would be opened and the en¢ stated that since 'this has been authorized, it would be done as soon as weather and time permits.
