Invocation offered by Reverend Dean H. Goetz of Calvary Covenant Church.
Motion by I~ng seconded by Orendorff, that the reading of the minutes
of the last regular and special meetings, be dispensed with° Roll

Hearings were held, drawings shown and costs given on the following'
Special Assessments: Nos. 294,354,372,385,386,405,406,408,421,435.
Resolution offered by King seconded by Orendorff, Adopting assessment
rolls for the following local improvements and determining that said
improvements be made and ratifying and confirming all other proceedings,
heretofore had:
WHEREAS, 'the City Council of Columbia Heights, Minnesota, met on 'the
].4th day of November, 1960, at the City office in said City, being 'the
time and place set when and where all persons interested could appear
and be heard by the Council with respect to benefits, and to 'the pro-
portion of the~cost of making the local improvements above described, a
notice of such hearing been heretofore duly published as required iby law;
and,
WHEREAS, this council has heretofore estimated and fixed the cost of such
local improvements and has prepared an assessment roll therefore. The City Council of Columbia Heights hereby Resolved:
Section 1. That this Council does hereby adopt the aforesaid assessment
rolls known and described as "Assessment Rolls for Local Improvements"No.
294,354,372,385,386,405,406,408,421,435.
Section 2. That this Council hereby finds and determines that each of the
lots and parcels of land enumerated in said assessment rolls was and is
especially benefitted by such improvement in an amount not less than the
amount set opposite the description of each lot or parcel of land respect-
ively in said assessment rolls in the column headed "Amount of proposed
assessment". And this Council further finds and determines that the
proper proportion of the cost of such improvement to be especially assessed
against such lot or parcel of land is the amount set opposite the des-
cription of each such lot or parcel of land respectively in said assess-
ment rolls in said column headed '~ount of Proposed Assessment".
Section 3. That said assessment rolls be and the same are hereby
adopted as the assessment rolls the following local improvements herein-
before described, and that said assessment rolls shall be hereafter known and
designated as "Assessment rolls for local Improvements No. 294,354,372,385,38~
405,406,408,421 and 435.
Section 4. That said assessments may be paid in full without interest
before January 1,. 1961, or be payable in annual installments for a period
of 1,2,3,5,E and 10 years as designated on each assessment roll payable
on or before the 30th day of September, annually, with intereS~ and pen-
alties as provided by law.
Section 5. That this council does hereby determine and re-determine to
proceed with said improvements, does ratify and confirm all other proceed-
ings heretofore had in that regard, and said improvement shall hereafter
be known and numbered as "Local Improvements Numbered 294,354,372,38~,38&,
405,406,408,421 and 435.
Section 6. This resolution shall take effect immediately ~pon its
passage. Roll Call - All Ayes.
Councilman McCline arrived at the meeting at 9 p.m.
A hearing was held on re-alignment of Stinson Blvd. 41st to 42nd.
A discussion was held and slides were shown of the proposed roadway.
Motion by King seconded by Orendorff, that the proposed re-alignment
of Stinson Blvd. from 300 feet south of 41st to approkimately 42nd
Avenue extended as presented by the City Engineer, be accepted.

Second reading of Ordinance No.503, Rezoning Lots 18 thru 26, Block 2,
Mathaire from R-1 to R-2. Offered by Chies seconded by King. Roll Call -
All Ayes.
Second reading of Ordinance No.504, Rezoning Lot 30, Block 20, Roslyn
Park Addition from C-1 to C-2. Offered by Orendorff seconded by McCline.
Roll Call - All Ayes.
A letter was received from Fire Chief F.W. Bassett, requesting permission
to purchase a two way radio for the new Fire Truck.
Motion by King seconded Dy McCline, that this request be granted with the
cost not more than $700.00. Roll Call - All Ayes.
A letter was received from the N.W. Bell Telephone Company regarding
the telephone booth at 40th and Central.
.Motion by McCline seconded by OrendOrff, that the City Manager be authorized
to contact the Telephone Company, advising them the new location of the
Booth at 40th & Central, will be satisfactory to the City Council provided
they receive in writing , approval from business locations within 100 feet
of existing Booth. Roll Call - All Ayes.
A claim for towing charges was received from John j. Hanson, 3806.-.2nd
St.N.E. in the amount of $2.50.
Motion by Orendorff seconded by King, that this claim be rejected and
the City Manager be directed to contact the Contractor, with the rec-
ommendation that he pay the towing claim. Roll Call - All Ayes.
A petition was received for repair-of alley between Tyler & Polk from
46th to 47th.
'Motion by King seconded by McCline, that this petition for alley repair
~be returned to the person circulating same, with instructions that.if they
still want this surfacing that it be signed by owners only. Roll Call -
All Ayes.'
Request. for private sewer and water lines for 4151 CLeveland St.N.E.
Mot~0n.~by Chies seconded by King, that the City Manager be authorized to
issue a permit for a private. Sewer and ~ater line to service 4151 Cleveland
3, St., upon payment of the proper fee. Roll Call - All Ayes.
The City Manager reported regarding the action of the Planning and
Zoning'Commission, whereby they requested a survey be made on existing
apartments of four units and more, regarding the comparison of tax
Structure 'and cost of education in these Dpartments.
~he City Manager asked for authorization to purchase land from Pek's
Lumber Co. for alley purposes.
Motion by Orendorff seconded by fling, that the City Manager be authorized
to purchase the northerly ten foot strip from Pek~s Lumber Co. for $1,680.00
between jackson & Quincy Streets. Roll Call-. All Ayes.
The City Manager reported regarding the request of the C.H. State Bank
to vacate alley on south side of bank, stating this alley is not being

Motion by King seconded by McC!ine, 'that the City Manager be authorized
to contact, the Bank regarding our feelings, and that the Bank present
plans for expansion to the Planning & Zoning Commission, and that the
City Attorney draw up an ordinance on this vacating. Roll Call - All Ayes.
The claim for injury received from Darlene and ~onald Buganski of 4230
VanBuren St.N.E. was turned over to the contractor, O. Drevdahl & Sons.
Motion by Orendorff seconded by King, that the City Manager be authorized
to cancel check No~2019 in the amount of $583.34 made out to the Anoka
County Library, and issue a new check in the amount of $278o16. Roll
Call - All Ayes.
It was reported by the engineering department that the blacktopping in
Sheffield's Addition would probably be finished this week if the nice
weather continued.
Motion by McCline seconded by Chies, that the City Manager and Mayor
be authorized to enter into a purchase agreement for a 25 foot strip
of land through Lot 16, Block 1, Reservoir Hills, in -the amount of
8900.00. Roll Call - All Ayes.

authorized to condemn for alley use, the easterly 20 foot strip
of Lot 34, Block 5, Reservoir Hills. Roll Call - All Ayes.
