Bids were received for cleaning and painting the ~ater tower from the following:
Master Tank Service $2~00, or $2810 for a 5-year maintenance

Larson Tank Co. 4,050 plus $700 for each additional year
of maintenance
Motion by Chies seconded by Orendorff that the Master Tank Company be ~arded
the bid on a five year basis for cleaning and painting the water t~k, in the

A bid on the low-boy tra~ler was received from Axel Hartse in the amount of
$200. Motion by Orendorff seconded by McCline that the bid be rejected.

Motion by Orendorff seconded by Chios to award the bid for the two police
cars to Hopkins Motor Sales. This motion was withdrawn.
Motion by McOline seconded by Orendorff that the bids on police cars be turned
over to the City Manager for tabulation, to be awarded October 24.

to~ the~ Circle. Motion by McOline seconded by~Orendorff that the .City Manager
be authorized to schedule this curb, gutter~ shd blacktop for the 1961 Con-

thing possible would be. done.
Heari~ was held on blackto~p alley surfacing ~between 5th and 6th streets~ ~from
5G~ to 51st. Motion by Orendor~ff seconded by ~Chies that the City Manager be
authorized to pr~oceed with this alley surfaci~ng for thg 1961 constructi°n season.

Resolution adopting assessment rolls for the ~following 18cai ~improvements ~d
determining that said improvement~ be made a~d 'ratifying aud confirming ~all
other proceedings, heretofore had.: ~ ~

the 10th day of October 1960 at ~he City office in said City being the time
aud place set when and where all persons interested could ~ pe~r and be heard
by the CouncLl with respect to benefits, and to the proportion of the cost of
making the local improvements above de~s~ribed, a notice o~ s~ch hearing been
heretofore duly published as required by l~w;~ aud
WHEREAS, This Council has heretofor~ estimated an~ fixed~ th& cost of such local
improvements aud has prepmred an assessment roll therefore.
The City Council of COLUMBIA HEI~H'!B ~ RESOLVED~
Section I. That this Oounci~l does hereby adopt the aforesaid assessment
~olls known amd described· as "~As~essment~ ~ Rolls for Local Improvements No. 410".
Section II. That this C~unc~l h~reby finds and determines that each of
the lots aud par~ls of land enumerated in saida ssessment rolls ~as and is
especi~ ly benefitted by such improvement in an amount not less than the amount
set opposite the description of each such lot or parcel of land respe~ctively,
in said assessment rolls in the column headed "Amount of Proposed Assessment" .
And this Council further finds· and determines that the proper proportion of ~
the cost of such improvement to be especially assessed against such lot or
parcel of land is the amount set opposite the description of each such lot or
parcel of laud respectively in said assessment rolls in said column headed
~Amount of Proposed Assessment". ~
Section III. That said assessment rolls be ~nd the same are hereby
adopted as the assessmen~ rolls the following local improvements hereinbefore
described, and that said assessment rolls shall be hereafter ~nown and desig-
nated as "Assessment rolls for local improvements No.

Section IV. That said assessments shall be payable in annual instsll-
ments for a period of one year on or before the first of June 1961, with in-
terest and penalties as p~o~ided ~by law.
Section V. Tha~ this Council does hereby de~termine and re-determine to
proceed with said improvements, does ratify and confirm all other proce~edings
heretofore ~had iu that regard, and said-improvement shall, hereafter, be .known
and numbered as Local improvement No. 410.
This resolution shall take effect immediately upon its passage.

First reading of Ordiuance ~502 vacating a portion of a u~i~,ity easement
over Lot 5 Block 4 Rearrangement of Block A, Columbia Heights Annex.
The ~est of $. C. Smiley and Associates for the final payment on the
Municipal B',~l ding was tabled untLl the October 24 meeting, pending a
report om the type of paint which ~as applied to the bn~lding.
An announcement was made of a meeting of the Water Pollution Con~rol' Gem-
mission to .be ,held in St. Paul on October 20th at l0 A-~.
A petition was received for a concrete ~Lley, 44th to 45th, between 6th and
7th Streets. Motion by Orendorff seconded ~Y McOline that the City Manager
be authorized to set up a hearing on thi~ improvement for October 24the
A request was received to align the roadway of stinson Blvd. from 41 to 42
in its former position along the East side of the street. Motion by
McC~ine seconded by Orendorff that the City Manager be authorized to set
up a hearing for this alignment on November 14. Roll call - all a~es
A petition was received for curb, gutter and blacktop on 50th Avenue; fr~m
7th te Washington. Motion by Orendorff, seconded by Chies thah the City
Manager be anthorized to advertise for a hearing on this improvement, on

The City Manager announced that it has become hecessary to limit the tia~
spen~ with Salem~en, and hereafter the City Manager and City Engineer will
see saleanen on Wednesday only, or by appoin~nent. A notice wLll be posted
to that effect.
Motion by McCline seconded by Orendorff that the City Manager be authorized
to ~spend up to $900 for a strip of land between 45th Avenue and 44th~ Avenue
described as follows: Easterly 25' of West ~ of ~.ot 16 Block 1 Reservoir

Motion by OrendOrff seconded by McCline that the City Tanager be authorized
to~ spend $3?.00 for a city employee to attend a lettering class at Dunwoody.

The matter of a brochure including information about ColUmbia Heights was
discussed, and the City Nauager will have information at the October 24th
meeting.
A special meeting was set up for V~ednesday October 12 at 7:30 to di~scuss the
1961 ~budget with the r. ibrary Board, Park Department, and Street departments.
The Engineer reported on the progress of storm sewer~ c~rb and gutter and black-
top in Sheffields. The City Attorney was asked to write a letter to Art
Belier snd C. S. McCrossan regarding their ~progress.
