OFFICIAL PROCEEDINGS Regular Meeting September 12, 1960 Meeting called to order at 8 p.m. McCline, Orendorff - present. Roll Call - Armstrong, King, Chies - absent. Invocation offered by Reverend Kenneth Peterson of the Peoples Church. Motion by Orendorff seconded by King,. t~at the reading of the minutes be dispensed with. Roll Call~- All Ayes. Motion ~by McCline seconded by Orend°rff~ that the City Manager be authorized to contact the Columbia Heights record in regard to printing the minutes this week without charge, that were printed in the September 8th issue prematurely. Bids on the Low-Boy Trailer were received from the following: W. Bjorkman, 539 9th Ave.~.W., New Brighton $175.00 Axel J. Hartse, 1300 - 46th Ave. N.E. .200.00 Motion by McCline.seconded by King, that the bids be turned over to the City Manager for consideration with the City mechanic, and to be awarded at the next meetmng. Roll Call - All Ayes. Motion by King seconded by Orendorff, that the City Manager be 'authorized to re-advertise for bids on cleaning and painting Water Stand Pipe and an alternate proposal~for a maintenance.service contract, to be opened October 10,~ 1960. Roll Call - All Ayes. Regarding ordinance~%~498 on solicitors, the City Attorney wanted to check on this further. Awarding of bid on surfacing Jefferson Street, 45-51. Motion by King secondedby Orendorff, that Barton Contracting Co. be awarded this bid in 'the amount of $13,739.70. Roll Call,- Ail Ayes. Hearing held on Curbing & Blacktop on 50th Avenue between 6th & 7th. Motion by McCline seconded~ by King, that the City Manager.be authorized to proceed with the finishing of this curb & Blacktop on 50th Avenue between 6th & 7th during 1961 construction .... Roll Call - All Ayes.. Hearing held on completing curbing on east side and Blacktop 7th Street between 51st & 52nd. Motion by King seconded by McCline, that this hearing be continued until October 24, 1960.. Roll Call - All Ayes. Hearing held on street openings between Monroe'& central from 49-51. Motion by McCline'seconded by King, that 'the City Manager be authorized to proceed with th~ balance of the street openings between Monroe & Central, from 49th to 51st. R~ll Call - All Ayes. ' Hearing held on Alley surfacing between Polk & Tyler from 39th to 40th. Motion by King seconded by Orendorff, that the'City Manager be authorized to proceed, with bituminous surfacing of this alley according with the plans of the City Engineer, with the alley turning to Polk Street in lieu of proceeding north to 40th Avenue. Roll Call - All Ayes. A request was received from Margaret Idziorek, Secretary of civil Defense, to attend the Ninth Annual Conference of 'the United States Civil Defense Council to be held in Minneapolis September 19th 'thru 23rd. Motion by King seconded by McCline, that this request be granted. Roll Call ~ All Ayes. Motion by McCline seconded by King, that Don J~lly be allowed to attend the annual Conference of the American Water Works Association, toobe held eptemoer 21 thru 23 in the Lowry Hotel,. St. Paul. Roll Call-All Ayes s ~ Myron Radell has requested permission to conduct a public auction at 545 - 45th Avenue, on Saturday, SePtembe~ 24, 1960. Motion by King seconded by McCline, that this request be granted. Roll.Call ~ All Ayes. A request was received from Julian Johnson for Curb,Gutter & Blacktop on Madison Street Circle south of 46th Avenue. Motion by King seconded'by McCline, that theCity Manager be authorized to advertise a hearing for September 26th, on Curb,Gutter & Blacktop for Madison Street north of.45th Avenue including 'the Circle south of 46th Avenue. A request was received from Robert Bird for Permission to open platted alley between Taylor and Fillmore from 45th to 46th, and will agree to do all necessar~ excavating to bring alley to grade as per City Engineer s established gra~e. . , out of the pr .oper funds: Art Bolier Construction Co. Roll call - all ayes A meeting with the ~ecreation Commission will be held at 7:30 P.M. Tuesday, September 13, at the Council' Chambers, regarding their budget. A meeting will also be held at 8 P~. Wednesday September 14 for discussion on Highway Signs ·tc· at the School Board meeting. The City Manager reported that the Public E~aminer has called him and they would be able to handle an audit at this time. Motion by King seconded by McCline that the City Manager b~ authorized to engage the Public Examiners office for a CaSh Audit ~or 1958 and 1959. The City Attorney was satisfied~ that" it WaS Possible to handle Park 'expansion and Storm drains through assessments, and ~ uld verify his findings with the Attorney General. 'The City Attorney agreed that he will follow up on the City Manager's request for a water contract with the City of Minneapolis. The City Attorney was asked to write a letter to Apache Plaza regarding drainage from their parking lot east of Stinson Blvd. Motion by King seconded by McCline, that Stewart F. Kvalheim be paid the s~m of $6,500.00 for costs incurred iu the $750,000.00 Bond Issue.
