Motion by King seconded by Orendorff, that the bid on Gasoline and
Diesel Fuel be awarded to Mobile Oil Co. for 1961. Roll Call - All Ayes.
Motion by King seconded by Orendorff, that the bid on Motor Oil and
Grease be awarded to Ford Dee~ Rock Oil Co. for 1961. Roll Call -
Ail Ayes.
Motion by Orendorff, seconded by King, that the bid on premium gasoline
be rejected. Roll Call - All Ayes.
Bids were received on Shelving for new Library from the following:
Aaron Carlson Company, 1505 Central Ave. $4,328.00
Northland Constructors, inc. 6230 Sunrise Drive 4,296.00
Carney Company 6006 Excelsior Blvd. 1,595.00
Motion by King seconded by Orendorff, that these bids be turned over
to the City Manager for tabulation to be awarded at the July 25th
meeting. Roll Call - All Ayes.
Bids on two new Police cars were received from the following firms:
Downtown Chevrolet Co. Net Cost 82,993.00 with trade-in
Midway Ford Co. Net Cost $3,070.00 with trade-in
Motion by Orendorff seconded by King, that these bids be rejected
for two new Police cars and new bids to be called for in September
for 1961 cars. Roll Call - All Ayes.
Bids on Project ~6002, Silver Lake Sanitary Sewer laterals and Lift
Station, Generator Bldg. Connections, etc. were received from the
following: L~etti & Sons,Inc. 211 N. Pascal St., St. Paul
Ridahl Constr. Co. 2744 Lyndale Ave. So.
Art Bolier Constr. Co. 5612 Corvalis, Mpls. 22
Northern Contracting Co. Box 308, Hopkins,~nn.
Swanson Excavating Co. Hopkins, Minn.
Motion by King seconded by Orendorff, that these bids be turned over
to the City Manager ~or tabulation, and awarded at a special meeting
July 13th, at 8:30 p.m. Roll Call - All Ayes.
Continued hearing held on opening of alley between Jackson & Quincy,
south from 40th Avenue. This was discussed and interested party
was asked to bring in a petition in favor of this project.
Motion by King seconded by Orendorff, that this hearing on alley opening
be continued until July 25th meeting. Roll Call - Ail Ayes.
Hearing held on alley opening and surfacing between Polk & Tyler from
45th to A6th.
Motion by King seconded by Orendorff, that the City Manager be authorized
to proceed with the alley opening and surfacing, including the short
extension of storm sewer, to be completed in'-1961. Roll Call-All Ayes.
Hearing held on opening and surfacing of alley between TayIor& Fillmore
from 45th to A6th. This matter was tabled to give ~. Brown an oppor-
tunity to go over this matter with interested parties and will be taken
up later in the meeting.

Otto Junker request re-zpning for 3-unit building at 3835 Tyler St.
Motion by King seconded by Orendorff, that~this request be denied.

Resolution offered by King seconded by Orendorff, BE iT I~EREBY P~SOLVED
by the City Council or_the City of Columbia Heights-that:
~IHEREAS, the City Council has authorized and contracted for storm
sewer construction on 44th Avenue, between Tyler Street and Arthur
Place, and;
WHEREAS, said 44thAVenue is a County State Aid Highway. The
City of Columbia Heights does hereby, agree~.that said 44th Avenue
will be restored to its original condition within thirty (30) days
after the completion of construction, weather and other natural
hazards permitting. Roll Call - All Ayes.
Resolution offered by Orendorff seconded by Ifing, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights -that;
WI~E~S, the City Council has authorized and contracted for s~ni~tary
sewer construction on 45th Avenue from Benjamin Street to Stinson
Boulevard, and
WHEREAS, said 45th Avenue is a County State Aid Highway, the City of
Columbia Heights does hereby agree, that said 45th Avenue, will be
restored to its original condition within thirty (30).days after the
completion of construction, weather and other natural hazards permitting.

The City Manager reported he had met with. three engineers of 'the City
of Minneapolis and requested consideration similar to that given the
Village of~loom'ington. %~ey pointed out to him that the publicity
indicated abetter proposition than actually existed with Bloomington
and they had,.to consider all suburbs equally. They recommended that
a resolution.be passed requesting the~Minneapolis Council to enter into
a new contract for water with Columbia Heights.
The City Manager reported the insulation in the cell block in the
Police Department had been completed.
Motion by King .seconded by Orendorff, that check No.1370 in the amount
of $95.00 payable ~to Robert Kinas, be cancelled add a new check in 'the
same amou~ be issued to Dumphy-Henry Realty Co. for rent of the
library. Roll Call ,- Ail Ayes.
Recess called at 9:30 p.m. Meeting called to order at 9:40 p.m.
The Mayor announced his re-appointment of Kenneth ~gaard to the Police
Civil Service Commission for a period of three.
Motion by King seconded by Oren~orff, that Andrew Chuchwar be re-appointed
to the Park Board for a period of five years. Roll Call - All Ayes.
Regarding the Charter Commission, Mrs. Hannah Bl~menthal and Mr. H.C.
Nelson have indicated-ahat they would not be willing to serve again.
rfhe Engineer reported regarding the alley between ~aylor and Fillmore,
from 45th to 46th, which was taken up earlier in the meeting, and rec-
ommended that a petition should be circulated for a request for just
opening of this alley.
Motion by King seconded by Orendorff, that the petition for alley opening
and surfacing of this alley be denied. Roll Call - All Ayes.
The City Engineer reported that bids on Curb, Gutter and Blacktop
surfacing in Sheffield's Addition would be opened at the next meeting,
July 25th, and that our engineering consultants were preparing plans
for additional storm sewers in this area.
Motion by King seconded by Orendorff, that a special meeting be set
for August 2nd at 7 p.m. for the purpose of opening bids on storm sewers
for Sheffield Addition. Roll Call - All Ayes.
The City Engineer asked to hold hearings on the following projects,
which have not had authorization:
~299 - Alley O~ening: VanBuren - Central, 42nd to 43rd.
~326 - Alley opening: Jackson-VanBuren, 44th to 45th.
~366 - Alley opening: Madison-Jefferson, 43rd to 44th.
~369 - Street Opening - 43½ Avenue, Tyler-Reservoir.
~370 - Alley Surfacing: Polk-~yler, 37th-39th.
- Alley Opening: 5th-6th, 45-46.
Street Opening: Tyler Street 44-45.
~425 - San. Sewer & Watermain: 49th Ave. Central-Fairway Drive.
~432 ' Alley Opening and Base: Central-'i~ler, 45-46.
~33 - Alley Blacktop: Quincy-Monroe, 44-45.
~11 - Asphalt Mat on Edg~oor Place.
, Opening Tyler Place - 44th to 45th.
Motion by King seconded by Orendorff, that Hearings be set for Projects
No.299,326, 366, 369,370,371, for the first regular meeting in August,
as recommended by the City Engineer, and hearings on No~.393,425,432,
433,411, & Opening of Tyler Place, 44-45, be set for the second regular
meeting in A~gust. Roll Call - All Ayes.
Motion by King seconded by Orendorff~ that R.D. Thomas & Associates,
be paid the sums of $1,425.02 and $5,138.S3, out of the proper funds.
Roll Call - All Ayes.
Motion by Orendorff seconded by ~ng, that Art Bolier Construction Co.
be paid the sum of $15,371.19, out of the proper funds. Roll Call-All Ayes.
Motion by King seconded by Orendorff, that Northern Contracting Co.
be paid the sum of $25,176.43, out of the proper funds. Roll Call-All Ayes.
Motion by King seconded by Orendorff, that N~rthland Constructors,Inc.
be paid the sum of $3,807,out of the proper fund. Roll Call - All Ayes.

Motion by Orendorff seconded by King, that the following licenses be
granted upon payment of the proper fees:

Several residents were present and complained of the muddy condition of~
the alley between Jefferson and Madison fmom 49th to 50th Avenues.
Motion by King seconded by Orendorff, that a hearing be set for the next'
regular meeting on surfacing alleys between Madison & Jefferson and
Madison and Monroe, from 49th to 50th, as recommended by the City
Engineer. Roll Call - All Ayes.
The City Engineer reported that Jefferson 'Street between 45th and '51st
will be State Aid Paved this year after curbing is installed.
Motion by King seconded by Orendorff, that the meeting adjourn at
10:55 p.m. Roll Call - All Ayes.

Special Meeting.
July 13, 1960
Meeting called to order at 8:40 p.m. Ail members present.
This meeting was called for the Purpose of awarding bids on Silver
Lake Sanitary Sewer and Lift Station, and Shelving forl the new Library.
Motion by King seconded by-Chies, that Art Bolier Construction Co. be
awarded the bid on Project ~6002, in the amount of $109,568.50. Roll
Call - A~s2t~ong, King, McCline, Chies - Aye. Orendorff - Nay.
b.~Motion by Chies seconded by King, that Carney Company be awarded the
Z~bid on shelving for the new Library at a cost of $1,595.00. Roll Call -
All Ayes.
