Awarding of bid on Bituminous Surfacing for 1960, as per attached
tabulation.
Motion by2McCline seconded by Chies, that this bid be awarded to.C.S.
McCrossan, Inc., 4800 Osseo Road, for a total amount of $16,213.97.

Motion by' Chies seconded by King, that. the bids on Motor Oil,.Grease,
Gasoline and Diesel Fuel, be tabled until the next meeting. Roll

Motion by King seconded by Orendorff, that the City Manager be authorized
to re-advertise for bias on shelving fo~ the new library to be opened
July llth, as no bids were received at thia meeting. Roll Call -
All Ayes.
Hearing on alley opening between Quincy and Jackson south of 40th
Avenue was held. An appraisal was received on property at 3933
Quincy St. in the amount of $5,300.00. The steps and chimney of
this house encroach on the alley right-of-way.
Motion by King seconded by McCline, that this hearing be Continued
until the July llth meeting, and the City Manager be instructed to
get some further appraisals on other potential routes. Roll Call-All Ayes.

Re,ess called at 8:55 p.m. Meeting called to order at 9 p.m.
The City attorney reported he had received copies of the 43rd &
Marshall St. joint sewer by-pass agreement, dated April 25, 1960,
between the City of Fridley, City of Minneapolis, Northern Pump Co.
and the City of Columbia Heights. He had checked over this agreement
and recommended that Columbia Heights sign same.
Motion by King seconded by McCline, that the City Manager be authorized
to execute this agreement. Roll Call - Ail Ayes.
The City attorney reported on the proposed agreement between the City
of Columbia Heights and Independent School District ~13, on sewer
and water hook-up for their new elementary school being built south
of 49th Avenue and East of Monroe St. ~l~ne architect has requested
permission to connect to our sewer and water on 49th Avenue. ~
Motion by King seconded by Chies, that a special meeting be held at ~
7 p.m. June 30th, for the purpose of setting forth a resolution on ~
agreement between the School Board and City of Columbia Heights, on
sewer and water hook-up, also i'~ reading of Ordinance No.~93 and
let reading of Ordinance No.497 Roll Call - Ail Ayes. ~

The City Attorney reported regarding bis progress in contesting the ~
validity of the Charter of Hilltop Village.
Motion by McCline seconded by King that the City Attorney be ~
,
authorized to proceed with procedures necessary to contest the
validity of the Charter of Hilltop ~illage. Roll Call - All Ayes.
A letter was received from the Columbia Heights Park Board and also
Bob Stinson, regarding allowing the Third District D.F.L. committee
to dispense beer at their picnic this year if it is held in the ~
Columbia Heights Park.
Motion by McCline seconded by Chies, that we recommend to tne Park
Bo'ar~ 'chat their rules and regulations be amended to the extent that .~
beer may be dispensed by ticket only at organizational picnics at ~
the Field House or the Recreation Building, 3965 Jefferson, on Park ~
Property. Roll Call - McCline, Chies, Or~ndorff, Armstrong - Aye. ~

A Petition was received for opening and surfacing of alley between
Polk and Tyler St. from 45th to 46th.
Motion by .King seconded by McC!ine, that a hearing fOr the opening and
surfacing of 'this alley be held on July llth. 'Roll Call - All Ayes.
A Petition was received for opening and surfacing of alley between Taylor
and Fillmore from 45th to 46th.
Motion by Chies seconded by Orendorff, that the. City Manager be author-
ized to advertise a hearing to be held on July llth, on opening and
surfacing of this alley. Roll Call -All .Ayes.-
Motion by King seconded by Chies, that the request of the Fire Chief
for salary adjustment for Captains, be tabled until budget _time

Motion by King seconded by McCline, That the City Manager be authorized
to advertise a hearing to be held July 25th, on Curb,Gutter and Blacktop
surfacing on 46th Avenue east from Washington, and Washington & Jefferson
from 46th to 46½ Avenues. Roll Call - Ail Ayes.
Motion by McCline seconded by King, that the request of ~s. Traficante
to have 'the alley between Fillmore and Pierce Streets from 46th to 47th,
made one-way be denied, as.this is not a dedicated alley, and the City
Manager be instructed to advise her the reasons for the denial and any
other necessary information. Roll Call - Ail Ayes.
Motion by King seconded by Orendorff, that a meeting with the Park
Board be set for June 30th at 7:30 p.m. Roll Call - All Ayes.
Motion by Chies seconded by McCline, that the City Manager be authorized
to advertise for bids on two new Squad Cars, as per specifications of
City Manager, Police Chief and City Mechanic. Roll Call - All Ayes.
Motion by King'seconded by McCline, that.Floyd Moore be re-appointed
to the Merit Commission for a period of 5 years. Roll Call - ~11 Ayes.
The Engineer reported on request from 3900 Reservoir Blvd. to purchase
triangle piece of land adjoining their property. The Engineer and
Police Chief do not recommend any transfer of land at this time.
Motion by Chies seconded by King, that Donald R. Frantz ConstrUction
Co. be paid the sum of $888.89,out of the proper funds. Roll Call-All Ayes.
Motion by King seconded by Orendorff, that Lametti & Sons be paid the
sum of $62,840.19, out of the proper funds., Roll Call - All Ayes.
Motion by Chies sedonded by King, that Electric License be granted to
Mayer Electric ,co., 2817 Hennepin Ave. Roll Call - All Ayes.
