Awarding of bid on Concrete construction for 1960,as per attached tabulatior Motion by King seconded by McCline, 'that the bid on concrete curb, gutter, sidewalk and alley paving construction for 1960, be awarded to O. Drevdahl & Son, in the amount of $56,475.00. Roll Call-All Ayes. The City Manager reported regarding water rates as charged by Minneapolis, and their offer to other suburbs. He was authorized to proceed with negotiations with Minneapolis on water rates. Motion by McCline seconded by King, that the City Manager be authorized to negotiate for the purchase, upon receipt of appraisal, of Lots 1 thru 8, Block 2, Walton's First Subdivision of Reservoir Hills, con- veyance of said property should include the reservation "For Park purposes only". Roll Call - All Ayes. Continued hearing held on alley surfacing and drains between 5th & 6th Streets from 41st to 42nd. A new petition has been received approving blacktop surfacing and storm drains in this alley. Motion by McCline seconded by Chies, that the City Manager proceed with the blacktopping of this alley and cost of storm drains as needed. Roll Call - All Ayes. Hearing held on platting of 50th Avenue west from Central to Robbie's Addition. Motion by Chies seconded by McCline, that the City Manager be authorized to proceed with the platting and opening of this street. Roll Call - All Ayes. Hearing held on Curb,Gutter & Blacktop surfacing between 49th and 51st from Monroe to Central, excluding areas where these are already authorized. MOtion by McCline seconded by Chies, that the City Manager be authorized to proceed with this work to be done during the 1961 season. Roll Call,- All Ayes. Hearing held on alley opening south from 40th Avenue between Quincy and Jackson Streets. The City Manager was asked to get an appraisal of the property at 3933 Quincy St., which has a chimney and step encroaching on the alley right-of-way. ResolUtion offered by,hies seconded by McCline, BE IT HEREBY P~ESOLVED by the City Council,of the City of Columbia Heights, ~that the~City Treasurer be and she is hereby instructed to transfer from the Liquor Fund as follows: $4,149.16 to the Fire Fund ~2,435.00 to the Civil Defense and that there are sufficient moneys in said Liquor Fund to m~ce such transfer. Roll Call - All'Ayes. ~ Request was received from resident at 3900 Reservoir Blvd. to Purchase triangle piece of land adjoining their property which belongs to the City. Motion by McCline seconded by Chies, that the City Manager check with the Engineering and Police Departments and get their recommendation in regard to this street. Roll Call - All Ayes. A request was received from Axel E. Lind, 701 - 46½ Avenue to connect a private sewer to our existing sewer in Monroe Street. Motion by Chies seconded by McCline, that the City Manager be authorized to grant this request upon payment,of the proper fee. Roll Call-All Ayes. The Activities Committee request permission to operate a Bingo Stand during the Jamboree, June 17,18,19. Parade to be held Friday night. Motion by McCline seconded by Chies, that this request be granted. Roll Call - All Ayes. A request was received from Traficante Building Company to have the alley between Fillmore and Pierce from 47th to 46th, made one-way. Motion by Chies seconded by McCline, that this request be turned over to the City Manager for further study and a report made at the next Council meeting June 27th. Roll Call - All Ayes. A request was received from Mr. F.W. Bassett, Fire Chief, that a salary classification for Captains be set up, namely Darold Shafer and Richard Homicke. Motion by McCline seconded by Chies, that this request be held over until the next meeting. Roll Call,- All Ayes. Recess called at this time 9:35 p.m. Meeting called to order at 9:45. A request was received from Ivan C. Kohl, 3701 - 2nd St.N.E. to have curb brought around corner to alley when it is installed on 2nd Street, as there is a drainage problem. Motion by McCline seconded by Chies, that the City Manager be authorized to install the curb around the corner on 37th Avenue to alley. Roll Call - All Ayes. A request was received from Fireside Equipment, Inc. for permission to install a trampoline on the premises known as 4635 Central Ave. N.E. Motion by Chies seconded by McCline, that a special use permit be granted to operate this trampoline upon payment of the proper fee and filing a certificate of insurance. Roll Call - All Ayes. The City Manager requested authorization to purchase a 17,000 gallon tank to be used for storing road oil. Motion by McCline seconded by Chies, that 'the City Manager be authorized to purchase this 17,000 gallon tank at a cost of $650.00. Roll Call - Ail Ayes. The City Manager requested authorization to allow expenses for City representatives to attend the League of Minnesota Municipalities Convention at Winona, to be held June 15,16,17. Motion by McCline seconded by Chies, that expenses be allowed for up to six people to attend this convention. Roll Call - All Ayes. The City Manager reported the Planning & Zoning Commission had rec- ommended the rezoning of two lots on the Southwest corner of 46th & Tyler Street to R-C, for possible commercial expansion In response to a request from the Library Board, the Council agreed to allow an annual salary of up to $6,000. for a trained Librarian. Motion bY c~les ~conded by McCline, that a special meeting be held -june 20th a~ 7:30 p.m. for action on the Bond Issue and the E.D.C. Loan, as well as a joint meeting with the School Board Roll Call - All Ayes. ~he City Manager reported he will hold a conference with Minneapolis regarding water costs and a stand-by pump station, as soon as he hears from them. Motion by Chies seconded by ~cC!ine, that the City Manager be authoriz~ to adverti se for bids on additional shelving for the new library, to be opened at the June 27th meeting, Roll Call '- All Ayes. The Engineer reported p~ans were ready for the Silver Lake Laterals, but they were w~iting for the Lift Station plans from R.D. Thomas ~ Associates, before they could advertise for bids. Motion by I~cCline seconded by Chies, that the City Manager be authorized to negotiate for the purchase of three lots at ASth and Monroe for ponding purposes. Roll ·Call - All Ayes. The City Engineer, Attorney and Manager reported that they will meet with Highway Department officials.and discuss with them funds available for State Aid and will make a recommendation at the next meeting. Motion by Chies seconded by McCline, that Arthur Anderson be re- appointed to the Fire Civil Service. Commis~on for three years. Roll Call - All Ayes. Motion by ~icCline seconded by Chies, that Asborne Anderson be re- appointed to the Band Board for a period of three years. Roll Call - All Ayes. '- Motion by Chies seconded by McCline, that Northern Contracting Co. be paid the sum of $40,705.74, out of the proper, funds. Roll Call - All Ayes. Motion by Chies seconded by McCline, that Phelps-Drake Co. Inc. be paid the sum of 825,287.33, Out of t~e proper funds. Roll Call-All Ayes. Motion by McCtine seconded by Chies, that C.S.
