Meeting Called to order at 7:30 p.m.
- May 3, 1960
All members present.
Mayor Armstrong declared the primary purpose of this meeting is in
connection w' ~ ~'~
· thO~at~ Alert 1960, and Mr. Reinhart is with us tonight.
Mr. Reinhart reported there was nothing today that effected columbia'
Heights other than our Fire Department dispatehed a truck to Anoka'and
all Policemen were on duty and some were designated to the Lift Station
and others to evacuation routes.
The elementary schools held an evacuation at 3 p.m. but this did not
include the Parochial school on accoutn of their bus schedule.
Mr. Bassett, Fire Chief was present and reported that everything was
working very satisfactory today.
Regarding Innsbruck, our City Attorney and the attorney for Acres Inc.
are working together to reach an agreement.
Motion by Orendorff seconded by McCline, that the City.Manager be
authorized to pay Sinderson &,Oberg 8488.00, for their work in the
meter shop, ,out of the proper funds.. Roll Call - All Ayes.

Continued Hearing held on alley opening and'paving.east of Upland Crest.
Motion by McCline seconded by Chies, that. the City Manager be authorized

continued Hearing held on paving of alley between 5th & 6th from 41st
to 42nd.
Motion by McCline secOnded by Orendorff, that this hearing be continued
until the next ~eeting, May 23rd, for further study. Roll Call - All Ayes.
Co'n~inued Hearing held on Alley paving between Madison & Monroe from
44th to 45th.
Motion by Chies seconded by McCline, that the request for this alley
paving be denied, and at a future date if a petition is brought in
something could probably be done. Roll Call - All Ayes.
Continued hearing held on alley paving between Main and 2nd street
from 40th to 41st.
Motion by McCline seconded by Orendorff, that the City Manager be
authorized to proceed with concrete paving of this alley and a storm
drain in~talled. Roi1 C~ll - All Ayes.
Hearing held on Alley opening between Tyler & Polk from 46th to 47th.
Motion by McCline seconded by Chies, .that this hearing be continued
until May 23rd meeting. Roll Call - All Ayes.
Hearing held on Utility ~xtensions in Hartz Addition (Lincoln St. 37-39)
Motion by Chies seconded by McCline, that the City Manager be authorized
to prOceed with.utility extensions in Hartz Addition. Roll Call - All Ayes.
Hearing held on Watermain on 3rd Street South of 40th Avenue.
Motion by McCline seconded by Orendorff, that this hearing be continued
until the next meeting, and 'the City,Manager be authorized to advertise
a Hearing to extend this watermain to 38th Avenue, on May 23rd.

Suburban Hospital District, composed of the following communities: City

April, 1960, conduct and hold a Special Hospital Association Election;

December 31, 1962.

Meeting called to order at 9:40 p.m.
The City Manager reported the receipt of $672.00 from the State Civil
Defense on Rescue Rig.
Motion by Orendorff seconded by Chies, that the Civil Defense Director
be authorized to expend up to $150.00 for room and expenses at.the
Civil Defense Conference to be.held September 18 to 24th, 1960.

Motion by McCline seconded by Chics, that the City ~nager be authorized to
send the City Clerk and Deputy Clerk tp the conference of ~nnesota
Clerks and Finance Officers Association, to be held May 16,17,12,1960,
at the University of Minnesota. Roll Call - Ail Ayes.
Motion by Chics seconded by Orendorff, that the City Manager be authorized
to send up to five persons to the Governor's Award Presentation Dinner,
to be held at Hotel St. Paul May 25, 1960 at 6 p.m. Roll Call - Ail Ayes.
The V.F.W. has requested a Bingo permit at 3938 5th St.
Motion by McCline seconded by Chics, that this Bingo permit request
be granted to Post 230 V.F.W. Roll Call - All Ayes.
Motion by Orendorff seconded by McCline, that the City Manager be
authorized to advertise for bids on Gasoline & Oil and also Towing
Contract. Roll Call - All Ayes.
The problems in swamp area back of 1815 - 39th Avenue was discussed,
and the City Attorney stated that the land owner should be notified
to remedy the hazards.
Motion by McCline seconded by Orendorff, that the City Manager be
authorized to advertise for bids on Concrete work for the 1960 season.
Roll Call - All Ayes.
The matter of stump removal work was brough up by the Engineer and
this will be left up to the City Manager and Engineer to have done
as needed.
Motion by McCline seconded by Chics, that the City Manager be authorized
to set a hearing on June 13th, for opening the alley between Jackson and
Quincy from 40th Avenue to the property of Pek's Lumber Co. Roll Call -
All Ayes.
The City Attorney reported t~at he was negotiating with the attorney
for Innsbruck regarding improvements and would have a report by the
next meeting.
Motion by McCline seconded by Orendorff, that the license application
for Off-Sale Beer at 4156 Central made by William G. Emerson, be denied.
Roll Call - All Ayes.
Motion by Chics seconded by McCline, that the license application
to operate Dairy Queen at 3959 Central, be granted subject to
approval of Health Inspector. Roll Call - All Ayes.
Motion by Orendorff seconded by Chics, that the~following licenses

Motion by McCline seconded by Chies, that John Hoffman be paid the
sum of 8292.00, for work at 37th & Central on account of the.South
Trunk Sewer. Roll Call - All Ayes.
A petition signed by two people was received for Curb & Gutter and
surfacing of 51st Avenue between Jefferson and Washington Streets.
Motion by Chies seconded by Orendorff, that this request be turned
over to the City Manager for report at the next meeting. Roll Call -
All Ayes,
Several complaints have been received from the area of 51st and
Jefferson regarding sand blowing and ruining their yards.
Motion by McCline seconded by Chies, that this matter be turned over
to the City'Manager to contact the land owner Go see what he can do
to alleviate this problem. Roll Call - All Ayes,
Mr. Peterson of 4434 Tyler St. was present and asked if something
could be done toremedy the drainage problem on his property. He
was informed a temporary correction would be made to relieve the
situation and'eventually a storm sewer will be installed.
Motion by McCline seconded by Orendorff, that the meeting adjourn
