Motion by McCline seconded by King, that the reading of the minutes of
the last council meeting be dispensed with. Roll Call - All Ayes.

Motion by Orendorff seconded by Chies, that Myron P. Nelson be awarded
the bid~for pain$ing the Liquor Store, completion to be ten days after
starting time~ in the amount of $1,084.00. Roll Call - All Ayes.
Motion by McCline seconded by King, that Equipment Rental bids be accepted
as per attached tabulation. Roll Call - All Ayes.
Motion by Chies seconded by King, that the bid on Road Aggregate be awarded
as follows: Axel J. Hartse - on Delivered MHD Class 5 & MHD Class 4
industrial Aggregate~- ~' MHD BA-2 & Sanding Sand
as per attached bid tabulation. .roll Call - All Ayes.
Motion by King seconded by McCline, that the bid on Asphaltic Materials
be awarded as follows: J.V. Gleason - d~ribu~ed on our Streets

Bids on Curb, Gutter and Bituminous Surfacing in Mathaire were received

Motion by McCline seconded by Orendorff, that these bids be turned over
to the City Manager for tabulation and be awarded at the meeting on
May 9th. Roll Call - All Ayes.

Motion by King seconded by Orendorff, that these bids be turned over~
to the City. Manager for tabulation and be awarded at the meeting on
May 9th. Roll Call - All Ayes.
A Hearing was held on opening and paving of Alley East of Upland Crest.
Motion by King seconded by McCline, that this hearing be continued
until the next meeting on May 9th, and that the City Attorney give
his recommendations at that time. Roll Call - All Ayes.
A Hearing was held on paving of alley between Mill & Summit Streets,
from 5th Street to 40th Avenue.
Motion by Chies seconded by McCline, that the City Manager be authorized
to proceed with installation of concrete paving in this alley. Roll
Call - All Ayes.
A Hearing was held on paving of alley between 5th and 6th Stree2Z from
44th to 45th Avenues.
Motion by McCline seconded by Orendorff, that the City Manager be
authorized to proceed with installation of concrete paving of this
alley. Roll Call - All Ayes.
A Hearing was held on paving of alley between Central and Reservoir
from 37th to 39th, as presently opened.
Motion by King seconded by McCline, that the City Manager be authorized

A Hearing was held on paving of alley between 5th and 6th Streets, from
41st to42nd Avenues.
Motion by King seconded by Orendorff, that this hearing be continued
until the May 9th meeting, with the understanding that the Engineering
Department will make a further survey on the drainage problem. Roll
Call - All Ayes.
A Hearing was held on paving of alley between Jackson and VanBuren,
from 40th to 41st Avenues.
Motion by Chies seconded by King, that the City Manager be authorized
to proceed with the installation of Blacktop paving of this alley.

A Hearing was held on installation of Curb, Gutter and Blacktop on
Polk Street between 39th and 40th.
Motion by McCline seconded by Orendorff, that the City Manager be
authorized to proceed with the installation of above improvements,
and that the utilities be stubbed out to the property lines on vacant
lots. Roll Call - All Ayes.
A Hearing was held on Curb, Gutter and Blacktop on 2½ Street between
44th and 45th Avenues.
Motion by King seconded by Orendorff, that the City Manager be authorized
to proceed with installation of above improvements on 2½ Street.
Roll Call - All Ayes.
A Hearing was held on paving of alley between Madison and Monroe, from
44th to 45th Avenues. A petition was presented against this improvement.
Motion by King seconded by McCline, that this hearing be continued until
the May 9th meeting. Roll Call - All Ayes.
A Hearing was held on paving of alley between Madison and Monroe, from
42nd to 43rd Avenues.
M~tion by Orendorff seconded by King, that the City Manager be authorized
to proceed with the installation of Blacktop paving of this alley.
Roll Call - All Ayes.
A Hearing was held on paving of alley between Washington and Jefferson,
from 41st to 42nd Avenues.
Motion by Orendorff seconded by King, that the City Manager be authorized
to proceed with the installatiin of Blacktop paving of this alley.
Roll Call - All Ayes.
A Hearing was held on paving of alley between Main and 2nd Street, from
40th to 41st Avenues.
Motion by Chies seconded by King, that this hearing be continued until
the May 9th meeting. Roll Call - All Ayes.

As per attached sheets.
The City Manager reported on request of Fire Chief for extension of 10"
Watermain from alley between Tyler and Polk on 39th Avenue West of Central.
Additional studies on this will be made and brought up again on May 23rd.
The City'Manager presented a list of six City owned properties which
could be offered for sale.
~8~ by McCline seconded by Orendorff, that the City Mgnager be
authorized to advertise for sealed bids on City owned property,
cluding the Ottem house, which would have to be moved by July 1st,
bids to be opened May 23rd. Roll Call - All Ayes.
Motion by Orendorff seconded by McCline, that the City Manager be
authorized to acquire written bids from Taft Marine Co. on that part
of Lot ~Outlot A~ 2nd Subdivision, Block F, which is in the ownership
of the City. of Columbia Heights. Roll .Call - All Ayes.
A street lighting recommendation has been presented by Northern States
Power Co.
Motion by King seconded by Orendorff, that the City Manager be author-
ized to enter an agreement with the N.S.P. Co. on the basis of the
street lighting proposal as submitted. Roll Call - All Ayes.
Resolution offered by Chies seconded by Orendorff, BE iT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that the City
Treasurer be'and she is hereby instructed to transfer from the Liquor-
Fund as follows: $500.00 to the Band Fund
and that there are sufficient moneys in said Liquor Fund to make such
transfer. Roll Call - All Ayes. .
A letter was received from Robert J. Bird of B & M, Inc. stating they
will agree to cut proposed alley between Tyler and Polk, 46th to 47th
~Avenues to grade, upon approval of the City of the submitted proposed
grades on said alley, also petition signed by.four property owners,
which Constitutes a majority of the property owners.
Motion by King seconded by Chies, that a hearing be held on this
request at-the May 9th meeting. Roll Call - All Ayes.
Motion by Orendorff seconded by McCline, that the City Manager be
authorized to advertise a Hearing for Sewer and Water on Lincoln
Street, north of 37th Avenue. 5/9/60. Roll Call - All Ayes.
The City Council will hold an emergency meeting at 7:30 p.m. Tuesday,
May 3, 1960, as requested by Civil Defense. ~
Motion by McCline seconded by King, that the copy of letter se~t to
Robert Hall Clothes, and signed by various churches in.Fridley.and
Columbia Heights, be placed on file. Roll Call - All Ayes.
The City Engineer reported on the traffic survey offer of E.C. Bather
and Associates, as revised.
Motion by McCline seconded by King, that the'City Manager be authorized
to enter into an agreement with E.C. Bather & Associates, Inc. for a
traffic survey as outlined in their letter of April 7th, and as amended
in their letter of April 19th. Roll Call - All Ayes.
The Eity Engineer reported on the request of the City of Fridley to
connect to our sewer at 37th and Marshall.
Motion by Chies seconded by King, that the City Manager be authorized
to negotiate a contract with the City of Fridley for a Sanitary Lateral
Sewer connection at 37th and Marshall N.E. and inspection to be made
by the City of Columbia Heights, and a hookup charge for each connection,
the contract to be submitted to the Council at the next meeting.

Mr. Nordstrom of Acres Inc. ~was present and presented the Plat of
Innsbruck.
Motion by King seconded by McCline, that we accept the plat with the
approved corrections, and approval of City Engineer and C~=y A=torney,
with payment of special assessments now against property. Roll Call-All Aye~
Several residents were present from 44th and 45th Avenues east of Central,
regarding water coming from 45th Avenue and flooding property on 44th.
The Engineering department will do whatever they can to help alleviate
their problems.
Motion by McCline seconded by King, that Sandstrom & Hafner be paid
the sum of 811,089.55, out of the proper funds. Roll Call - All Ayes.
Several applications have been received for appointment to Planning
and Zoning Commission.
Motion by King seconded by McCline, that the appointment to Planning &
Zoning Commission be delayed until the May 9th meeting, and in the
meantime interview applicants on May 3rd, at 8 and 8:30 p.m.
