Roll Call - All Ayes. Hearing held on Curb,Gutter, Sidewalk and Blacktop Street on 7th Street between 50th and 51st. A few interested residents from this area were present and it was agreed to eliminate the sidewalk installation at this time. Motion by King seconded by Orendorff, that the City Manager-be authorized to proceedwith the installation of Curb,Gutter and Blacktop Street on 7th Street, 50-51, with utilities to be stubbed out before this work is .done. Roll Call - All Ayes. Hearing held on Blacktop alley between 4th and 5th from 49th to 50th. Motion by Chies seconded by McCline, that the City Manager be authorized to proceed with installation of blacktop paving in this alley. Roll Call - All ~yes. Motion by McCline seconded by Orendorff, that the City Manager be authorized to proceed with installation of concrete paving of North- South alley between Washington and Jefferson, 40-41. Hearing held on concrete paving for alley between Quincy & Jackson, from 42nd to 43rd.- Motion by King seconded by McCline, that the City Manager be authorized to proceed with the installation of this concrete alley. Motion by Orendorff seconded by King, that the City Manager be authorized to proceed with the installation of this blacktop alley. Roll Call - Ail Ayes. Roll Call - All Ayes. Second reading Ordinance No.485, vacating Top Street. Offered by Chies seconded by King, Roll Call - All Ayes. First reading Ordinance No.486, An ordinance providing for the issuance of $750,000 of Bonds for creating and maintaining the City's Permanent Improvement revolving fund. Ted Brown has requested permit for a used car lot at 3918 Central Ave. Motion by King seconded by Orendorff, that this permit be granted effective at the present time and to expire September 1962, with the provision he~would be allowed to change tires or batteries and wash cars, but no major repair work be allowed. Recess called at ~:45.p.m. Meeting called to order at 9:55 p.m. Dr. Nauman requests building permit for a Clinic at 4150 Central on a 60x109' Lot. Motion by Chies seconded by Orendorff, to grant this permit, provided the parking area behind the store be surfaced, and a copy of the agreement with Kassler attached to the building permit. Roll Call - All Ayes. Motion by King seconded by McCline, that the City Attorney and Municipal Judge , be granted expenses to attend the Traffic Court Conference at the Center of Continuation study, University of Minn. Roll Call - All Ayes. The tabulation of bids on Project ~6000 were completed and presented to the council at this time, as per attached tabulation. Motion by Chies seconded by King, that Northern Contracting Co. be awarded the bid on the South Trunk Sewer, in the amount of 872,393.61. Roll Call - All Ayes. The City Engineer reported that Fridley had requested to connect to the Sewer at 37th and Marshall but no plans had been presehted. More information will be obtained and brought up at the next meeting. Mr. E.C. Bather Sr. and Jr. of E.C. Bather & Associates, were presented and discussed with the Council their proposal for a Traffic Survey of Columbia Heights b~ McCline, that this Traffic Survey be brought Motion by King seconded up at the next meeting and the City Engineer be instructed to gather as much information as available on this. Roll Call - All Ayes. Motion by McCline seconded by King, that the City Manager be authorized to proceed with the opening of Lincoln Street, north of 37th Avenue as platted. Roll Call - All Ayes. Motion by Orendorff seconded by King, that the City Engineer be authorized to draw plans for watermain on 3rd Street south of 40th Avenue, and a hearing be held May 9th on said project. The City Attorney reported he had written Mutual Service regarding a safety lane check, but has no report aK yet. The City Attorney reported no agreement had been reached, with Mr. Kaplan for the East 20' of Lot 34, Block 5, Reservoir Hills, and that an appraisal is being made. Motion by King seconded by McCline, that. the City Manager be authorized to proceed with opening of street on City owned property in the Industrial Park. Roll Call - All Ayes.
