Motion by Chies seconded by King, that the On and Off Sale Beer
License application of Leora Esterly be turned over to the Police
Department for,their investigation and report back to the next
council meeting. Roll Call - All Ayes.
The Bids on Sewer and Water Project ~6001, which were received earlier
at the meeting, were tabulated by Mr. Wick of the Engineering Depart-
ment and turned over to the Council at this time, as per attached
tabulation.
Motion by King seconded by Chies, that Phelps-Drake Co.,Inc. be
awarded the bid on Project %6001 in the amount of $39,957.79.
Roll Call - All Ayes.
The question was asked, Why Collins Truck Lines are not made to comply
with the stipulations on Special Use Permit issued to him. The
City Attorney was asked to make a report on this at the next council
meeting.
Motion by McCline seconded by King, that the City Manager be authorized
to negotiate with Mr. Kaplan for the East 20' of Lot 34, Block 5,
Reservoir Hills. Roll Call - All Ayes
Motion by McCline seconded by King, that the meeting adjourn at

Invocation offered by Reverend Dean H. Goetze of Calvary Covenant Church.
Minutes of the last meeting were read and approved, with the following
exception: Motion by Chies seconded by McCline, that the bill in the
amount of 811,019.03 for Ross Brown Ins. Co. be changed to $10,943.19.

Hearing held on Blacktop Curb and street surfacing on Johnson St.
between 39th and 40th. Several residents from that area were present
and discussed this improvement, and the.largest majority were in favor
of the following action:
Motion by McCline seconded by King, that the:CitYManager be authorized
to proceed with concrete curb and machine laid blacktop on Johnson St.
between 39th and 40th, with services to be stubbed in. Roil'Call -
All Ayes except Chies who abstained from voting.
Hearing held on Assessment Rolls No.395 and 387.
Resolution offered byKing seconded by Oren~Orff, Adopting assessment
rolls for the following local improvements and determining that Said
improvements be made and ratifying and confirming all other proceedings,
heretofore had:
WHEREAS, the City C~uncil of Columbia Heights, Minnesota, met on the
28th day of March, 1960, at the City office in said City, being 'the
time and place set when and where all persons interested could appear
and be heard by the Council with respect to benefits, and to the pro-
portion of the cost of making the local improvements above described, a noti(
a notice of such hearing been heretofore duly .published as required
by law; and,
WHEREAS, this CQuncil has heretofore estimated and fixed the cost of
such local improvements and has prepared an assessment roll therefore.
The City Council of COLUMBIA HEIGHTS HEREBY RESOLVED:
Section 1. That this Council does hereby adopt the aforesaid
assessment rolls.known and described as 'Assessment Rolls for Local
Improvements No.387 and 395." "
Section II. That this Council hereby findsand determines that each
of the lots and parcels of land enumerated in said assessment rolls
was and is especiallybenefitted by such improvement in an amount not
less than the amount set opposite the description of each lot or parcel
of land respectively in'said assessment rolls 'in the column headed
"Amoun~ of Proposed Assessment'. And this Council further finds and
determines that the proper proportion of the cost of such improvement
to be especially assessed against such lot or parcel of land is the
amount set opposite the description of each such lot or parcel of land
respectively in said assessment rolls in said column headed 'Amount
of proposed Assessment'.
Section III. That said assessment rolls be and the same are hereby
adopted as the assessment rolls for the following local improvements
hereinbefore described, and that said assessment rolls shall be hereafter
known and designated as "Assessment rolls for local Improvements No.
387 and 395".
Section IV. Said assessment may be paid in full without interest
within thirty (30) days of this date, or said assessments shall be
payable in annual installments for a period of 8 years on or before
the first day of October 1, 1961, with interest and penalties as pro-
vided by law.
Section V. That this Council does hereby determine and re-determine
to proceed with said improvements, does ratify and confirm all other
proceedings heretofore had in that regard~ and said improvements shall
hereafter be known and numbered as "Local Improvements No.387 & 395".
Section VI. This resolution shall take effect immediately upon
its passage. Roll Call - All Ayes.
The following petitions were received:
Curb, Gutter, Sidewalk & Blacktop Street on 7th St., 50-51
Blacktop Alley between 4th & 5th from 49th to 50th.
Blacktop or Concrete Alley between Washington-Jefferson, 40-41.
Concrete Alley between Quincy and jackson, from 42-43.
Blacktop alley between 5th & 6th from 52nd to 53rd.
Motion by King seconded by McCline, that the City Manager be authorized
to advertise a Hearing to be held on April llth on these five petitions.
Roll Call - Ail Ayes.
A letter was received from the Fire Chief requesting extension of 10
inch watermain to industrial area on 39th Avenue west of Central.
Motion by King seconded by Orendorff, that this request be tabled
until the Council meeting of April 25th. Roll Call - Ail Ayes.
Resolution offered by McCline seconded by Chies, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that the City
Manager be, and is hereby authorized and directed to proceed with the
drawing of the necessary ordinance for the sale of Permanent Improve-
ment Revolving Fund Bonds for the financing of various local improve-
ments. Roll Call - All Ayes.

Meeting called to order at 9:45 p.m.
Mr. Dave Johnson, Columbia Heights representative on the Anoka County
Industrial Commission was present and gave a report on their promotion
progress, and also a resolution which has been presented to the Anoka
County Board of Commissioners, asking for a full time County Planner-
Promotor, and asked for our endorsement of this resolution.
Motion by Chies seconded by King, that the City Manager be authorized
to write a letter to the Anoka County Board of Commissioners, endorsing
this resolution. Roll Call - All Ayes.
The City Manager reported six applications had been received for
election judges at the special Hospital Election

Motion by King seconded byMcCline, that the Field House be designated
as, the polling place for the Special Election, April 12, 1960..

Motion by King seconded by Orendorff, 'that the City Manager be
authorized, t° proceed with advertising for bids-on~painting the
Liquor Store. Roll Call - All Ayes. ~
Regarding the Petition received at the last meeti~g ~to remove Main
Street between 37th and 40th frOm State Aid, a Resolution was passed
September 9, 1957 designating this street as State Aid, and to be
effective'January 1, 1958.
Motion by McCline seconded by King, that the request on petition to
remove Main St. between 37th &.40th from State Aid, be denied.

Resolution offered by Orendorff Seconded by Chies, BE IT HEREBY
RESOLVED by the City Council of the City of Columbia.Heights, that
this~Council hereby recommend to the Board of Commissi@ns oflAnoka
County, and the Department of Highways,' of the State of Minnesota,
that the immediate and necessary actions by said Boardand Department
be taken to cause to be installed at the intersection of 49th A~nue
XCouhty Road 4) and Central Avenue (Highway ~65) a traffic signal.
_That said installation be completed, on or before the first day.of

Motion by Chies seconded by King, that the City Manager be authorized
to call for bids on the South Trunk Sewer, to be opened Aprit.llth.

Motion by King seconded byMcCline, that the City Manager be authorized
to advertise for bids on Sewer and Water and Storm Sewer on 49th Avenue
from Central to West Upland Crest, to be opened April 25th. Roll Call -
All Ayes.
Motion by Chies seconded by King, that the City Manager be authorized
to advertise for bids on'Equipment Rental, Road and Asphalt Material
for 1960 construction, to be opened April llth. Roll Call - All Ayes.
The City Attorney reported regarding the Special Use Permit issued to
Mr. Everett Collins on March 9, 1959, and that he had asked Mr. Collins
to appear at this meeting.
Motion by McCline seconded by King, .that Mr. Collins comply with the
sanitary conditions of the special use permit for the Collins Truck
Lines, and to be installed and operating by June 1, 1960, and that
the area be cleaned to the satisfaction of the Council. Roll Call -
All Ayes.
First reading of Ordinance No.485, Being an ordinance vacating that
part of Top Street north of North Upland Crest in Hilltop Second Unit.
Motion by King seconded by McCline, that Northland Constructors,Inc.
be paid the sum of 85,639.71, from the Liquor Fund. Roll Call - All Ayes.
The license applications of Leora Esterly were taken up at this time
and report from Police Department.
Motion by Chies seconded by King, that the Licenses held in the name
of Joseph P. Burmis, Jr. for the "500 Club" be cancelled effective
April 15, 1960. Roll Call - All Ayes.
Motion by Chies seconded by Orendorff, that the license applications
of Leora Esterly for the "500 Club' be granted as of April 15, 1960,
upon payment of the proper fees. Roll Call - All Ayes.
Motion by McCline seconded by Orendorff, that the following licenses

Several residents were present regarding the condition of streets in
the area east of Central between 45th and 47th Avenues, and the
engineering department were asked to fix at least one street thru
~ere as soon as possible.
