February 23, 1960
Meeting called to order at 8 p.m. Ail members present.
Invocation offered by Reverend Philip Nelson of First Lutheran Church.
Motion by King seconded by Chies, that the reading of the minutes of
last council meeting be waived. Roll Call - Ail Ayes.
Motion by McCline seconded by Orendorff, that the following bills be
paid out of their proper funds: Roll Call - Ail Ayes.

Awarding of bid on partitioning for a~ministation offices:
Motion by King seconded by Orendorff, that 'the bid on office
partitioning be awarded to Miller-Davis Co. at a cost of 8732.50
for marlite on masonite partitions. Roll Call - All Ayes.
Hearing held on sanitary sewer extension on 39th Avenue approximately
250' West from Arthur Street. A drawing of th'e area was shown on a
~e~ and explained by the Engineering Department.
Motion by Chies seconded by King, that the City Manager be authorized
to proceed with the installation of this sewer extension to serve the
property not already served by the West line. Roll Call - Ail Ayes.
Hearing held on Curb & Gutter and Blacktop Stree~ in Sheffield's
2nd Subdivision. The Engineer recommended concrete curb.& Gutter
and hot mix blacktop mat in this area.
Motion by King Seconded by McCline, that the City Manager be authorized
to proceed with the install&~on of the above improvements. Roll. Call -
Ail Ayes.
Hearing held on South ~runk Sanitary Sewer. Drawings were shown on a
screen of this area, explaining three different methods for.th~s in-
stallation. No.1 costing 8249,000, No.2 $200,000 and No.3 $174,000.
The engineering department reported No.3 was the most feasible method.
Recess called at 9:50 p.m.
Meeting called to order at 10 p.m.
Motion by King seconded by Chies, that the City Manager be authorized
to proceed with me~hod No.3 on the South Trunk Sanitary Sewer.
Roll Call - All Ayes. ~.
Petition'received for Curb,Gutter and Blacktop on Washington Street
between 50 and 51.
Motion by Chies seconded by King, that a hearing be set for March
lath on these improvements. Roll Call - All Ayes.
Petition received for Curb & Gutter on Arthur St.between 40 and 41.
The City Manager recommended that in view of the area involved that
we call for a hearing for all or any part of Arthur St. between 39th
and A2nd.
Motion by McCline seconded by King, that a hearing be held on March
lath for Curb & Gutter and heavy base on Arthur Street between 39th
and A2nd or any part thereof. Roll Call - All Ayes.
Petitions were received opposing the Auto Parts Company at 39th and
Grand St. Several people were present also objecting to this Company.

back to the Planning & Zoning Commission a~d their recommendations to
be brought back to the Council at their meeting of March lath. Roll
Call - All Ayes.
M°tion~ by Chies seconded by McCline, that the City Manager be authorized
to advertise a hearing on March 8th, for Sewer and water between Central
and Monroe, from A9th to 5!st, in those areas not served at the present
time. Roll Call - Ail Ayes.

Preamble to Ordinance No.484 being an ordinance entitled "A~ Ordinance
authorizing the sale by the City Treasurer of $100,000.00 Emergency Debt
Certificate". Offered by Chies seconded by King. Roll Call -All Ayes.

The City Manager asked for authorization of expenses for personnel to attend
Municipal Short Courses at the University of ~nnesota.
Motion by King seconded by Chies, that the expenses be allowed for Assessor
March 3 - 5, and Sewer and Water Works Operators March 7 - 11, to attend
these classes. Roll Call - All Ayes.
The City Manager asked for authorization for land purchase of West 1/2 of
Lot 16 and East 10 feet of Lot 17, Block 1, Reservoir Hills, for road
purposes.
Motion by McCline seconded by Chies, that the City Manager be authorized
to negotiate for the purchase of this land. Roll Call - All Ayes.
Motion by McCline seconded by King, that the Library Board be authorized
tp advertise for a Librarian, and the salary to range up to 84800.00 per
year. Roll Call - All Ayes.
Motion by King seconded by Orendorff, that the City Manager be authorized
to advertise for ~ids on Project %6001, Sewer and water installation in
area between Monroe and Central from 49th to 51st not served at present
time, to be opened March 14th. Roll Call - All Ayes.
The City Engineer reported that Mr. Wilkinson will go along with giving
the easements for alley back of Upland Crest in Hilltop Addition.
Motion by King seconded by McCline, that the condemnation awards in the
amount of $7,740.00 be paid, which the City Attorney was authorized to
condemn. Roll Call - All Ayes.
The City Attorney reported that the alley between Madison and Monroe,
from 48th to 49th cannot be vacated unless 100~ agree, as this is a
platted alley.
Motion by Chies seconded by Orendorf, that the petition and the attorney's
report on the vacating of this alley, be placed on file. Roll Call -All Ayes.
Motion by King seconded by Orendorff, that the following licenses be

sum of $29,598.46 out of the proper funds. Roll Call -All-AYes4
Mr. Henry Auburn of Auburn Automatic Products, 3968 Central'Ave.
has requested to Purchase from the City of CoLummbia Heights,. the
unopened part of Edgemoor Place east of 3rd Street.
Motion by McCline-seconded.by King, that-the City Manager obtain an
appraisal of this propDrty. Roll Call - All Ayes.

Special Meeting
March 8, 1960
Meeting called to order at 8:20 p.m. Roll Call - Armstrong, ~King,
Mccline, Orendorff - present. Chies - absent.
A Hearing was held on Sewer and Water installabion for the area between
Central and Monroe, 49th to 51st, except area already served.
The opaque projector was ~sed to show a map~of this area and the
engineering department explained where sewer and water will be'
installed,
Motion by McCline seconded by King, that the ci.~y Manager be authorized
to proceed with the'installation of Sewer and Water in the area'ex-
plained above. Roll Call - All Ayes.
