at 900 - 40th Ave. N.E. referred to City Attorney for report at next meeting.
Motion by King seconded by McCline, that the Mayor and City Manager be
authorized to enter into an agreement 'for the purchase of the Ottem ~
property, Lots 73 and 74, Block 65, C.H. Annex, and some agreement
reached on rental of property until June 1st, 1960. Roll Call - Ail Aye~
Petitions were received for Alley paving between Main & 2nd Street from
37th to 38th Avenues, and Curb & Gutter and sidewalk on both sides gf
2nd Street between 37th and 38th.
Motion by King seconded by McCline, that a hearing be held at the next
meeting, February 8th, for alley paving between Main & 2nd St. 37-38
and Curb & Gutter, Blacktop Street and/or sidewalk on 2nd Street, 37-38.

to the City Manager for tabulation, to be awarded at the next regular

A petition was received opposing the sidewalk.

Motion by King seconded by Chies, that.the City Manager be aUthorized to
proceed with the installation of Curb & Gutter and Blacktop Street on
2nd Street, 37th to 38th, as per Columbia Heights Specifications.

Hearing held on alley paving between Mainland 2nd Streets from 37 to 38.
Motion by McCline seconded by King, that the City Manager be authorized
to proceed with the installation of alley pa~ing with hot mix machine
laid blacktop between Main & 2nd Street, 37-38. Roll Call - All Ayes.
Request wasnreceived to vacate platted alley between Madison and Monroe,
from 48th to 49th.
Motion by McCline seconded by King, that this request be turned over
to the City Attorney for study and a report brought to the next meeting.

Request received from Police Chief for authorization of expenses for
five-Policemen to attend Service Training School conducted by N.W. Traffic
Institute and sponsored by the Greater Minneapolis Safety Council at
Columbia Chalet, starting February 8th. '

Request for authorization of expenses of personnel at Municipal Short
Courses at the Center for Contgnuation Study, University of Minnesota.
Motion by Chies seconded by King, that the City Manager be authorized
to send 'the Building Inspector. to the Continuation Center, February

Petition for sewer extension on 39th Avenue from Arthur St. to approximately
250 feet west of Arthur St.

First reading Ordinance No.481, Being an ordinance authorizing the
sale by the City of Columbia Heights of certain Real Estate'known as:

/First reading of Ordinance No.482, being an Ordinance amending Ordinance
[ ~o.462, being an ordinance establishing zoning and land usage in the
i City of Columbia Heights. Lots 16,17,18,19,20,21,Block 20,Roslyn Park,

The City Manager reported the Planning & Zoning Commission had granted
the request of Richard Brown & Kent Swanson to install a used auto parts
business at 39th & Grand, provided the permits meet the City Ordinances.
Motion by King seconded by McCline, that the proposed Industrial Park
Development Plan as presented by the Engineering department and recom-
mended by the Planning & Zoning Commission be accepted, being the area
between 37th ~
and 38-~ Avenues and from Madison Place to Quincy St.

A meeting with the Library Board was set for Tuesday, February 16th,
at 7:30 p.m. at the Library.
Motion by McCline seconded by Chies, that the City Manager be authorized
to release all but 20% of the Escrow Bonds in Anderson Acres. Roll Call -

Motion by Chies seconded by King, that the next regular council meeting
be set for Tuesday, February 23rd. Roll Call - All Ayes.
Motion by King seconded by Chies, that the City Manager be authorized
to proceed with the inside finishing of the Meter Shop. Roll Call-All Ayes.
The City Engineer reported the following: That he had met with the
Minnesota Highway Department regarding progress on joint trunk storm sewers;
also that the Street Foreman and the Engineer went over to St. Paul and
called on the St. Paul Maintenance Department; also he had met with Mr.
Hugo Erickson, Co-ordinator for the City of Minneapolis,and the adjoining
suburban engineers, and a monthly meeting will be held to discuss mutual
problems.
Motion by Chies seconded by King, that the City Manager be authorized
to submit a request to the City of Minneapolis for an alternate pumping
station to connect to their 48 inch main near our present tower.

The City Attorney reported on the request of Heights Taxi Company for
3 additional cab license and suggested that the owner of Taxi Company
meet with Police Chief and City Manager to discuss various matters.
Councilman Orendorff arrived at the meeting at 9:30 p.m.
First reading Ordinance No.483, An Ordinance providing for licensing
of Taxicabs and regulating their operation in the City of Columbia Heights.
Councilman Chies left the meeting at 9:45 p.m.
The City Attorney ruled that it would not be proper to refund to
Edmund Tacheny, cigarette license fee for 900 - 40th Ave. as he
had requested.
Motion by King seconded by McCline, that the following licenses be

be paid the sum of $3,426.30 and Ralph B. Shimer be paid the sum of
$879.69, out of the proper funds. Roll Call - All Ayes.
Motion by Orendorff seconded by King, that Anoka County Library be
paid the sum of $388.48 for Books and $1,710.68 for Contract payments,
etc., a total amount of $2,099.16, out of the proper funds. Roll
Call - All Ayes.
Resolution offered by McClin~ seconded by Orendorff, The City Council
of the City of Columbia Heights, HEREBY RESOLVES, that the Columbia
Heights State Bank, the Fidelity State Bank and the Third Northwestern
National Bank, be herebydesignated as the depositories for moneys of
the City of Columbia.Heights fora period.of one year beginning the
1st day of January', 1960, .and the Treasurer of this City is hereby
directed to deposit moneys of this~City in said banks and the~Columbia
. Heights S~ate Bank, the Fidelity State Bank and the Third Northwestern
National Bank are hereby.authorized and. directed to honor and.pay-any
checks or orders, when signed by the City Treasurer,'.ifor the with-
drawal or transfer of funds on deposit in said Banks in whatever form.
BE IT FURTHER RESOLVED, that in case such deposits shall at any ti~e
exceed Ten Thousand ($10,000.00) Dollars, said depository shall
immediately furnish bond or securities in lieu of bond according-to law,
and the Marquette National Bank for the Columbia Heights State Bank;
and the Federal- Reserve Bank for the Fidelity State Bank and the Third

ASth to 47th Avenues, and 46th Avenue from Fillmore to Pierce-st.
