Meeting called to order at 8:10 p.m. All members present.
Invocation offered by Reverend Waite of Shiloh Bethany Presbyterian
Church.
Motion by King seconded by McCline, that the reading of the minutes
of last regular meeting be waived. Roll Call - All Ayes.
Motion by Chies seconded by King, that the following bills be paid
out of their proper funds: Roll Call - All Ayes.

Motion by King seconded by Orendorff~ that the City Manager he'authorized
to advertise for bids for office partitioning according to specifications
as he has outlined, to be opened FebruarY 8th, 1960. Roll Call - All Ayes.
Hearing held On utilities for Lynd~le Builders 5th Addition.
Motion by Chies.seconded by King, that the City Manager be authorized
to proceed with the installation of sewer and water in Lyndale Builders
5th Addition. Roll Call - All Ayes.
MotiOn by Chies seconde~ by McCIine, that the City Manager~be authorized
to proceed with the installation of utilities in innsbruck, th'e extent
of'which wOuld be determined by bonding capacity.. Roll Call - Ail Ayes.
Resolution offered by Chies 'seconded'by King, BE'IT 'HEREBY P~SOLVED, by
the'City Council of the City of Columbia~ Heights, .that a Petty Cash Fund
in the amount of $25.00, ,be and the same is hereby established for the
Police Department.for the City of Columbia.Heights. Roll Call - All Ayes.
Resolution offered by McCline seconded by Orendorff, BE IT'HEREBY'
RESOLVED by the City Council of'.the City of Columbia Heights, that
pursuant to statutory.authorityi 'the City Engineer for and on behalf
of the City of Columbia Heights, is hereby a~thorized to request and
obtain from the Minnesota Department of Highways, needed engineering.
and technical services.during the year of 1960; for which payment will
be made by the City upon receipt of verified claims from the Commissioner
or.Highways. Roll Call - Ail Ayes. ~_
Resolution offered by 'King seconded by McC!ine, BE IT HEREBY REsoLVED
by the City Council of. the City of Columbia Heights,.that the City
Treasurer be and she is hereby instructed to transfer from the Liquor
fund as follows: $8,833.28 to the Street Fund
.2,048.82 to the Library~Fund
and that there are sufficient moneys in said Liquor Fund to ma'ke such
transfers. Roll Call - All Ayes.
Second reading of ordinance'No.~79, amending ordinance i~o.462, rezoning
to R-C classification Lots 37 and 38 and the south 42 feet of Lots 15,
16,!7,Block 5, Reservoir Hills. Offered by Chies seconded by McCline.
Roll Call - All Ayes.
First reading Ordinance No.480, Being an ordinance vacating that part
of the East-West alley west from Quincy St. to the west lot line of Lot
16, Block 84, extended, Columbia Heights Annex.
The City ~4anager reported the Library Board had requested to meet' with
the City Council and asked that a meeting date be set at the next
'Council meeting.
The City Engineer reported that the deeds are now prepared for the alley
east of Upland Crest, and had been presented to the Wilkinson Company
for their approval. .
Resolution offered by Orendorff seconded by King, WHEREAS; A Hospital
Dfstrict has been duly formed and organized under Minnesota Statutes
Annotated 4~7.31; and that said hospital district includes the following:
Columbia Heights, Fridley~ Coon Rapids, ,Blaine, Spring L~ce Park,
Circle Pines,,Lexington, Moundsview and,--
WHEREAS; The City of Columbia Heights is the most populous municipality
in the hospital district,
WHEREAS; The municipality being the most populous is designated under
the afore mentioned statute with the responsibility for setting a date
and the terms of office for the election of hospital board members.
~{EREFORE, BE IT RESOLVED, by the City Council of the City of
Columbia Heights, that an election be held on the 12th day of
April, 1960, within the said hospital district for the purpose
of electing nine (9) members to the hospital board, one from
each community and one being elected at large,
BE IT FURTHER RESOLVED, that the board members be elected from the
following municipalities for the term expiring December 31, 1960:
Moundsview, Coon Rapids, Spring Lake Park, Circle Pines, and
BE IT FURTHER RESOLVED, that the board members elected from the
following municipalities for the term expiring December 31, 1962:
Lexington, Columbia Heights, Fridley, Blaine, and
BE IT FURTHER RESOLVED, that the board member elected at large
shall serve for a term expiring December 31, 1962. Roll Call - All Ayes.

The City Attorney reported on request for three addition~Taxi cab
license and will have owner of Cab Company present at the next council
meeting. The City Attorney was asked to review the Cab Ordinance and
report at the next meeting.

The revocation of licenses for the "500 Club'~ was discussed and a
petition was received requesting re-consideration in regard to these
premises, signed by business people in Columbia Heights.
Motion by Chies seconded by King, that this petition regarding the
"500 Club" be placed on file. Roll Call - All Ayes.
License applications have been received from Joe P. Burmis,Jr. 4114 -
6th Street N.E. for '500 Club" at 500 - 40th Ave. N.E.

Meeting called to order at 10:40 p.m.
Motion by King seconded by Chies, that Joe P. Burmis,Jr. be granted
the four licenses for 500 - 40th Ave. N.E., upon payment of the proper
fee. Roll Call - All Ayes.
The request of Edmund J. Tacheny for refund~of fee 'for cigarette license
at 900 - 40th Ave. N.E..referred to City Attorney for report at next, meeting.
Motion by King seconded by McCline, that the. Mayorand City Manager be
authorized, to enter into'an agreement for the purchase of'the Ottem~
property, Lots 73 and 74, Block 65, C.H. Annex, and some agreement
reached on.rental of property until June 1st, 1960. R011 Call - All Aye;
Petitions were received for Alley paving between Main.& 2nd Street from
37th to 38th Avenues, and-Curb & Gutter and sidewalk on both sides gf
2nd Street between 37th and 38th. '.~
Motion by King seconded by McCline, that a hearing be held at the next
meeting, February 8th, for alley paving between Main & 2nd St. 37-38
and Curb &~Gutter, Blacktop Street and/or sidewalk on 2nd Street, 37-38.

Motion by King seconded by Mc~line that the meeting adjourn at 11 p.m.
