Roll Call - All Ayes. Bid for Dog Catcher was received from Albert Paulson as follows: No.1 Bid - Full time' dog catcher $3,200.00 per year paid in monthly installments. 'All poundage fees, licenses, board & pickups on dogs which are claimed by owners, to be paid to City. All stray animals that are not claimed shall be no additional cost to City . No.2 Bid - Services for part time dog catcher $900.00 per year paid in monthly installments. Patrol a maximum of 20 hours per month. City to get poundage fees and license fees. Disposal fees of 82.50 per animal, $1.00 per day board per animal to be paid by City. Motion by Orendorff seconded by McCline, that this bid be turned over to the City Manager for further investigation and award bid on 5anuary 11, 1960. Roll Call - All Ayes. Award of hid'on 2-Way Radio as follows: Motion by Orendorff seconded by McCline, that the bid of Motorola in the amount of $3,656.00 be accepted, to cover a 2-Way Radio including installation to be done on or before March 1, 1960. Roll Call - All Ayes. Mr. Vern Hoium, attorney for b~s. Ottem was present and .stated they were ready to negotiate for the sale of her property to the City. Motion by McCline seconded by Orendorff, that the City Manager be authorized to proceed with negotiations for the acquisition of'~rs. Ottem's property. Roll Call - All Ayes. Second reading Ordinance 4477, Being an ordinance amending Ordinance 4444. Offered by Orendorff seconded by McCline. Roll Call - All Ayes. Mr. Max Johnson who represents Columbia Heights on the North Suburban Hospital Association was present and reported on the progress of the association. ~. Johnson informed the council that S.C. Smiley & Associates had been selected unanimously to serve as architect for the hospital and it had been decided to appoint a hospital consultant for the association. It is believed that the hospital would be located~near the population center of the communities, probably in the vicinity of Highways 10 and 65. Each of,the communities are now to consider the appointment of a representative to serve on a medical committee. Other communities have appointed professional medical people to these posts. An election will be held to establish a Board of Directors at the convenience of the committees. Lyndale Builders presented a Plat of their 5th Addition, which is between 49th and §Otb Avenues and from Monroe to Robbies Addition. Motion by McClinesseconded by Orendorff, that this plat be accepted providing the special assessments certified to Anoka County before September 1, 1958 be paid. Roll Call - All Ayes. Lyndale builders requested utility installations in their 5th Addition. A hearing will be called for on the area as a whole at a later date. The City Manager reported on receipt of notice of Annual Meeting of Minnesota Safety Council to be held Tuesday, January 12, 1960 at 12:15 Noon at the Hotel St. Paul. Notion by McCline seconded by Orendorff, that the Engineer be allowed to attend with expenses paid. Roll Call - All Resolution offered by Orendorff seconded by McCline, BE IT HEREBY RESOLVED by the City Counciloof the City of Columbia Heights, that the City Treasurer be and she is hereby instructed to transfer from the liquor Fund as follows: $1,200.00 to the Civil Defense Fund, and that there are sufficient moneys in said Liquor Fund to make such transfer. Motion by Orendorff seconded by McCline, that the Mayor and City Manager be authorized to enter into an agreement with the County of Anoka on maintenance of County State Aid Roads. Resolution offered by McCline seconded by Orendorff, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the license fee for Off-Sale Beer set at the last council meeting, be amended to read, "Off-Sale Beer License $15.00'.
