Special Meeting
December 1, 1959
Meeting called to order at 7:10 p.m. Roll Call - Armstrong, King,
McCline, Orendorff - present. Chies - absent.
Consideration on Radio bids which were received sometime ago.
Motion by McCline seconded by King, that all Of the.bids received
for radio equipment now on file, be rejected. Roll Call - All Ayes.
Motion by King seconded by McCline, that the City Manager be authorized to
advertise for bids for Radio Equipment as per specifications set up
by the Civil Defense Director and Fire Chief, and approved by the
Federal Government, bids to be opened at the December 14th meeting
and in operation by March 9, 1960. Roll Call - All Ayes.
A request was received from Campfire Girl CarOllers for use of City
Trucks Monday evening, December 21st.
Motion by King seconded by Orendorff, that this request be denied.
Roll Call - All Ayes.
The City Engineer reported that Milliman Bros, had requested Base
and Bituminous Mat on Pierce Street from 46th to 47th.
M~tion by King seconded by Orendorff, that the City Manager be
authorized to advertise a hearing on this improvement December 14th.
Roll Call - All Ayes.
Motion by King seconded by McCline, that the meeting adjourn at

Motion by King seconded by McCline, that Twin City Venetian Blind Co.
be awarded the bid to install 19 Venetian Blinds for Municipal Building
at $299.00. Roll Call - All Ayes.
Mr. Cottrell, Police Chief was present and reported that it had been
decided to try to keep the work in connection with Jailer duty, in
their own department/
A Hearing was held on street surfacing on Pierce Street between 46th
and 47th.
Motion by Chies seconded by King, that the City Manager be authorized
to proceed with street surfacing on Pierce Street, 46-47 for the 1960
construction season. Roll Call - All Ayes.
A Hearing was held on vacating alley West from Quincy, North of 38th
Avenue. It was suggested that the City Engineer and City Manager
work with these people involved and continue the hearing until January
llth, 1960..
A request was received from the Park Department to purchase a Pickup Truck
costing $950.00.
Motion by McCline seconded by King, that the City Manager be authorized
to purchase this truck for the Park Board and that their present tr. uck
be transferred to the Street Department. Roll Call 0 All Ayes.
A letter was received from the Park Board recommending hiring Charles
Doel for a park survey.
Motion by King seconded by Orendorff, that Charles Doe! be hired for
a park survey. Roll Call - All Ayes.
A letter was received from the City of Fridley ~equesting allotment
increase on approved storm drain at 53rd & Umi~ea~ity Avenue. Instead
of our share being $500.00, it will be $824.00 as a larger pipe was
used as they deemed~this necessary.
Motion.by Chies seconded by McCline, that the City Manager be permitted
to spend an additional~$324.00 for the storm drain with Fridley.

Resolution offered by King seconded by Orendorff, BE IT HEREBY
RESOLVED by the City Council of the City of Columbia Heights, that
the following license fees for Licenses and Permits be effective

Resolution offered by Chies seconded by McCline, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that Pierce Street
between 46th and 47th Avenues N.E., be improved as follows:
Roadway 30 foot minimum
Pavement Base 4 inch stabilized per
Columbia Heights specifications.
1½ inch Bituminous Mat Per m . .
BE IT FURTHER RESOLVED that the costs of said improvements shall be paid
by special assessments against the benefitted properties. Completion
date for said work shall be October 15, 1960,weather and other natural
hazards permitting. Roll Call - All Ayes.
Second reading Ordinance No.475. Amending Ordinance ~462, rezoning that
area West of 3rd Street, North of 40th Avenue to R-2 R~sidential Class-
ification. Offered by King seconded by Chies. Roll Call - All Ayes.
Second reading Ordinance No.476, An Ordinance to provide for Civil Defense.
Offered by Chies seconded by Orendorff. Roll Call,- Ail Ayes.
First reading of Ordinance No.477, Correcting Ordinance ~444, vacating
part of Madison Street south of 46th Avenue.
First reading of Ordinance No.478, rezoning to R-C Multiple Lots 35,36,
37,38 and South 42 feet of Lots 15,16,17,18, Block 5, Reservoir Hills.
The City Manager reported on the request for alley vacating south of
new Library and stated he would not recommend this vacating at this time.
Motion by Chies seconded by King, that the letter making this request
dated November 21st, received from Harold E. Schuh, be placed on file,
and that the City Manager be authorized to write him regarding the
council action. Roll Call - All Ayes.
Mr. Dave Johnson, Columbia Heights representative on the Anoka County
Industrial Developement Commission, reported to the City Council on
the basic organization of the Commission and the progress made to this
time. Mr. Johnson also recommended that any assistance that can be
given will be gladly received by the Commission.
A discussion was held regarding photography service for our Police
Department. The Police Chief stated that Mr. Robert Comer, 4301
Washington St.N.E. has been giving excellent service to our police
department on accident cases. The Council authorized Mr. Cottrell
to use his discretion in calling for professional photography service
on any accident cases.
The City Manager requested approval of expenses for George Brown,Engineer
and Dale Wick, Assistant Engineer to attend the Continuation Center
Engineer's Conference at the University of Minnesota on January 7th
and 8th.
Motion by King seconded by McCline, that this request be granted with
expenses paid. Roll Call - All Ayes.
Motion by King seconded by McCline, that the City Manager be authorized
to advertise for bids for official publications for 1960, to be opened
at the next meeting, December 28th. Roll Call - All Ayes.
Mr. A1 Paulson, our dog catcher, was present at the meeting and reported
on the results of the recent pet census in Columbia Heights, which re-
vealed 748 dogs and 183 cats.
Motion by Chies seconded by King, that the City Manager be authorized
to advertise for bids for Dog Catcher for 1960, to be opened at the
council meeting December 28th. Roll Call - All Ayes.
A memorandum was received from Henry T. ~achi of Ralph D. Thomas and
Associates, reporting on the Joint Storm Drainage Study by Columbia
Heights and Fridley, and the preliminary conference between himself
and Les Knudsen of Comstock & Davis.
Robbies Addition Plat was presented which has been approved by the
Planning & Zoning Commission.
Motion by King seconded by Chies, that this Plat be accepted providing
the special assessments certified to Anoka County before September 1,
1958, be paid. Roll Call - All Ayes.
Motion by ~hi~s':seconded by King, that Sandstrom & Hafner be paid the
sum of $31,090.45, out of the proper funds. Roll Call - All Ayes.
Motion by King seconded by Orendorff, that Horbal Construction Co.
be paid the sum of $18,273.33, out of the proper funds. Roll Call -
Ail Ayes.
Motion by McCline, seconded by King, that the following licenses be
granted: Kehne Electric Co. Inc., 722 Raymond Ave. Electric.
Blix & Neslund Elect. Co. 2418 Riverside Ave. Electric
Larry's Freeway Service 3903 Univ.Ave. Gasoline
upon payment of the proper fee. Roll.Call - All Ayes. Station
Motion by McCline seconded by King, that the City Manager be authorized
to spend up to $1,000.00 for a standby control unit, which could be
used for either 40th & Central or 40th & University traffic signal.
Roll Call - All Ayes.
Motkon by King seconded by McCline, that Margaret Idziorek be appointed
as Assistant Civil Defense Director. Roll Call - Ail Ayes.
Motion by Orendorff seconded by M¢Cline, that the meeting adjourn at
11:30 p.m.
