Awarding of bid on custodial services for Municipal building.
Motion by Orendorf seconded by Chies, that Midwest Building Service,
2200 University Ave., St. Paul be awarded this bid at 8199.09 per
month. Roll Call - All Ayes.
The Commissioner of Highways has presented preliminary plans for
improvement of Highway 56 from 37th to 53rd. Mr. McFadden of the
State Highway Department was present and discussed these plans for
University Avenue, and the following resolution was passed:
At a regular meeting of the City Council of the City of Columbia
Heights, duly held on the 23rd day of November, 1959, the following
resolution was offered by McCline and seconded by King, to-wit:
WHEREAS The Commission of Highways has prepDred preliminary plans
for the improvement of a part of Trunk Highway Number 156 renumbered
as Trunk Highwat Number 56 within the corporate limits of the City
of Columbia Heights from the South Corporate Limits to the North
Corporate Limits; and
WHEREAS said preliminary plans are on file in the office of the
Department of Highways, Saint Paul, Minnesota, being marked, labeled,
and identified as Layout 8A, T.H. 56, Vicinity of University Avenue,
from 37th Avenue N.E. to 53rd Avenue N.E., S.P.0205-07 (T.H.56- 156)
and
WHEREAS copies of said preliminary plans as so marked, labeled and
identified are also on file in the office of the City Clerk; and
WHEREAS the term "said preliminary plans" as hereinafter used in the
b~dy of this resolution shall be deemed and intended to mean, refer to,
and incorporate the preliminary plans as in the foregoing recitals
particularly identified and described;
NOW, THEN, BE IT RESOLVED that said preliminary plans for the improve-
ment of Trunk Highway Number 156 renumbered Trunk Highway 56, within
the limits of the City of Columbia Heights be and hereby are approved.
Upon the call of the roll the'following voted in favor of the - .~.
Resolution: Armstrong, King, McCline, Chies, Oren~orff, and no votes
against its adoption, whereupon the Mayor and presiding officerdeclared
the Resolution adopted.
A Hearing was held on Asphalt Mat-assessments $367 and $391.
Resolution offered by King seconded by Orendorf, adopting assessment
rolls for the following local improvements and determinin~ that said
improvements be made and ratifying and confirming all other proceedings,
heretofore had: ~367 & ~391
WHEREAS, the Ci%y of Columbia Heights, Minngsota, met on the 23rd
day of November, 1959, at the City Office in said City, being the time
and place set when and where all persons interested could appear and be
heard by the Council with respect to benefits, and to the proportion of
the cost of making the local improvements above described, a notice of
such hearing been heretofore duly published as required by law; and,
WHEREAS, this Council has heretofore estimated and fixed the cost of
such local imptovements and has prepared an assessment roll therefore.
THE CITY COUNCIL OF COLUMBIA HEIGHTS HEREBY RESOLVED:
Section 1. That this Council does hereby adopt the aforesaid assessment
rolls known and described as '~Assessment Rolls for Local Improvements
No.367 ~ 391.
Section II. That this Council hereby finds and determines that each
of the lots and parcels of land enumerated in said assessment rolls was
and is e~pecially benefitted by such improvement in an amount not less
than the amount set opposite the description of each such lot or parcel
of land respectively in said assessment rolls in the column headed
mAmount of Proposed Assessment~ 'And this Council further finds and
determines that the proper proportion of the cost of such improvement
to be especially assessed against such lot or parcel of land is the
amount set opposite the description of each such lot or parcel pf land
respectively in said assessment ~olls in said column headed "~mount of
Proposed Assessment".
Section III. That said assessment rolls be and the same are hereby
adopted as the assessment rolls the following local improvements herein-
before described, and that said assessment rolls shall be hereafter known
and designated as "Assessment rolls for local Improvements No.367 & 391.
Section IV. That said assessments shall be payable in anndal~install-
ments for a period of Five years on or before the first of June~ 1960,
with interest and penalties as provided by law.
Section V. That this Council does hereby determine and re-determine to
proceed with said improvements, does_ratify and confirm all other pro-
ceedings heretofore had in that regard, and said imprbvement shall here-
after be known and numbered as "Local Improvement NO.367 & 3911
Section VI. This resolution shall take effect'i~m~di~tely upon its
passage. Roll Call'.-'All Ayes.
A Hearing 'was held on street surfacing and curbing in Mathaire Addition.
Motion by McCline seconded by King, that the City Manager be authorized
to proceed with the installation of Asphalt surfacing and concrete curbing
in the balance of Mathaire Addition. Roll Call - All Ayes.
A Petition was received from Acres Inc. for sanitary sewer and water
in the proposed plat of Innsbruck.
Motion by King seconded by McCline, that a hearing be held January 25,1960,
on this petition for utilities. Roll Call - All Ayes.
A request was received to vacate East-West alley adjacent to new Library.
Motion by King seconded by Chies, that this request be referred to the
City Manager for a report and recommendation at the next council meeting.

First reading of Ordinance No.475, Being an ordinance amending ordinance
No.462, rezoning to R-2 Residential classification that area west of 3rd
Street, North of 40th Avenue, that is presently zoned "P" Public p~opert¥
ct&Bsification.
First reading of Ordinance No.476, to provide for civil Defense and for
the protection and promotion of public safety, health and welfare in the
City of Columbia Heights during civil defense emergencies and emergen-
cies caused by natural catastrophes.
Mr. Halstad, Minneapolis Civil Defense Director was present and
discussed Civil Defense.
The City Manager announced the City Office hours on Fridays would be
changed to 9 A.M. to 6 P.M. and the office would not be open on Saturday
mornings.
A proposed change in the method of collecting special assessments was
discussed, whereby collections would be made from the City Office in
Columbia Heights, and it was decided to put this into effect Jan. l,1960.
The City Manager was authorized to get the necessary assistance ~o set
this up.
The matter of a water bill in the amount of $87.30 for 4125 Monroe St.
was brought up and the Council agreed that the City Manager should
proceed with the collection of this bill.
Motion by King seconded by Chies, that the City Manager be authorized
to proceed with drawing up specifications and advertise for bids, for
Blinds for windows in Municipal Building. Roll Call - All Ayes.
Motion by King seconded by Orendorff, that the motion concerning Monroe
Addition passed at the November 9th Council meeting, be amended to the
effect that the plat shall be accepted upon the securing of a 10 foot
easement over the north side of 49th Avenue, an4 payment of all special
assessments certified to Anoka County before September 1, 1958.

The purpose of this motion is to clarify and define the terms as used
in the prior motion of November 9th, concerning the Monroe Addition.
Resolution offered by King seconded by Chies, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights that the Treasurer
be and she is hereby instructed to transfer from the Liquor Fund as
follows: $8,246.32 to the Police & Court Fund
4,910.78 to the Fire Fund
8,328.28 to the Street Fund
2,347.17 to the Park Fund
951.38 to the Library Fund
and that there are sufficient moneys in said Liquor Fund to make such
transfer. Roll Call - All Ayes.
Resolution offered by Orendorff seconded by McCline, BE IT HEREBY
RESOLVED by the City Council of the Cit~ of Columbia~ Heights, that the
Portion_of Main Street N.E. from 37th to 40th, and ~E~ to 45th Avenues,
be designated as County Roads in the County of Anoka, to be constructed
to County or State Highway specifications, and maintained by said
Cgunty of Anoka.
BE IT FURTHER RESOLVED that the Board of County Commissioners be
authorized to establish this street as a County Road. Roll-Call-Ail Ayes.
Motion by King seconded by Chies, that C.S. McCrossan, Inc. be p'ai.d the
sum of $6,561.23, with the stipulation,upon 'execution of a supplement
contract being written to cover work done this fall that may not hold
up. Roll Call - Ail Ayes."
Motion by Chies seconded by King, that Sandstrom & Hafner be paid the
sum of $14., 637.00 out of nthe proper funds. Roll Call - All Ayes.
Motion by McCline seconded by King, that Bianconi Construction Co.
be paid the sum of $14,918.55 out of the proper funds, Roll Call-All Ayes.
Motion by Chies seconded by McCline, that Carl Hanson .be paid the sum
of $2,203.18 out of the proper funds. Roll Call - All Ayes.
Motion by King S~conded by McCline, that the AnokaCounty Library be
paid the sum of $668.15 out of the proper funds. Roll Call ~ All Ayes.
Motion by Chies seconded by Orendorff, that the following licenses

A request was received for Sanitary Sewer extension north of 40th on
Polk Street.
Motion by Orendorff seconded by King, that this request be granted
upon payment of the proper fee or upon installing the necessary
Sanitary Sewer extension in conformance with the requirements
the City Engineering Department of the City of Columbia Heights.
Roll Call - Armstrong, King, McCline,Orendorff - Aye. Chies
abstained from voting.
