Motion by Orendorf seconded by King that the reading of the minutes of the

Hearing held on Sanitary Sewer on Stinson Blvd. between 3?th and 43~d
Avenues. Motion by King seconded by Orendorf to continue this hearing
until the February 23rd meeting, at which time we can give the estimated
cost of the installation~ and that the Engineer be authorized to con-

A Hearing was held on special assessments before adopting the assessment
rol~8 ·
Resolut~ion offered by Chi. s, seconded by King adopting assessment rolls for
the following local improvements, and determ~ining that said improvements
be. made and ratifying and confirming allother .proceedings heretofore had:
¥~qEREAS, the City Council of Columbia Heights, Minnesota, met on the 26th day
of October, 19597 at the City office in said City, being the time and place set
when and where all persons interested could appear and be heard by the Council
~rlth respect to benefits, and to the proportion of the cost of making the local
improvements above ~described, a notEce of the cost of making the local improve-
ments above described, a notice of such ~he~r~ng been heretofore duly published
~s required by law; and
VE~EREAS, this Oouncil has heretofore estimated and fixed the cost of such local
improyements and has prepared an assess~ ent roll therefore.
The City Co~mcil of COLUMBIA HEIGHTS HEREBY RESOLVED:
SECTION I.. That this Council does hereby adopt the a~oresaid assessment
rolls knovm and described as "Assessment Rolls for Local Improvements No. 295~
343, 374, 377, 381, 382, 384, .388, 390, and 402.
~ection II. That this Co~cil hereby finds knd determines that each of the
lots ~d parcels of land enumerated in said a~ssessment rolls was and is espec-
ially~ benefitted by suc~ improvement in an amount not less~ than ~he amount set
oppos~ite the description of each s~ch lot or ~arcel of lan~d respectively iu
said aszessmeny rolls in the column headed "A~ouut of PrBposed Assessment" and
this ~ouncil further finds and det~rm~ines tha~t the proper proportion of the cost
of such improvem~ent to be especially assessed~ against shch lbt or parcel of land
is th~ amount se~ opposite the description of~ each such lot or parcel of land
respectively in said assessment rolls~ in said~ column headed "Amount of Proposed
As se s~sment". ~
~ECTIO~ III. That said assessment rolls~ be ~nd the~ same ar~ hereby adopted
as t~e assessment rolls the followihg local i~provements h~reinb~fore described,
and t~at said assessment rolls shall be heres~fter known and designated as
,,Asse~ssme~t rolls~ for local inlorovements No. ~295~ 34~3,374, 377, 381, 382, 384,
388, ~90,~ and 402. ~
~SECTION IV. That said assessments shall~ be payable in annual installments
for a] period of ~ from one tb five years gn or before the first day of June
in ea~ch of the years from 1960 to 1964, wit?, ~interest and penalties as provided
~SECTION V. That this Co~ncil does here~y determine and re-determine %o
proce~ed with samd i~provements, does ratify ahd confirm all other pro.ceedings
heretofore had in that regard,~ and said improvement shall hergafte~ be known
and n~umbered as ~"Local Im~provement ~No~. ~95, %43, 374, 377, 381, 382, 384~ 388~
390, ~and 402. ~
~SECTiON VI. This resolution shall take effect immediately upon its passage.

A petition was received from t~e property ova~ers on Buchanan Place from
Fillmore Street to Pierce Terrace for the installation of curb of the ~type
that meet~ the requirements of the Engineering Depar ~tment.
Notion by Kiug seconded by NcO!ine that a hea~ing be held on November 23 for
curbing and street surfacing in all or any part thereof of the t~thaire
·Addition.
Notion by King seconded by McCline that the Plat of Hornick' s Addition be
approved subject to payment of the outstanding assessments and the City
Attorney's approval of the plat. Roll call - all ayes.
The Budget for 1960 was brought up at this time.
Resolution offered by M~Oline seconded by Chios WHEREAS, the City Council of
the City of Columbia Heights has at varioys times met for the purpose of dis-
cussing the budget for the year 1960, and
WHEREAS, the City Council has determined that the following amounts of the
budget be raised by taxation;
NOW THE?~EFORE ~E IT PEREBY RESOLVED, that the County Auditor of Anoka County
be and he is hereby instructed and authorized to levy the following amounts
for the year 1960 for various City Funds as follows: ~oll call - all ayes.

Resolution offered by NcCline seconded by Chies BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights that the City
~reasurer be and she is hereby instructed to transfer from the Sewer
Fund as follows: $13,800.00 to the Storm Sewer Fund, and that there
are sufficient moneys in said Sewer Fund to make such a transfer.

Resolution offered by Chies Seconded by King BE IT HEREBY ~SOLVED by
the City Council of the City of Columbia H~ights that the City
Treasurer be and she is hereby instructed to transfer from the Liquor
Fund as follows: $1,897.65 to the Police and Court Fund, and $1,268.14
to the Park Fund and that there are sufficient moneys in said Liquor Fund
to maks such a transfer. Roll call - all ayes
Motion by King seconded by Cbies that tuition be authorized for two men
to attend evening courses at Dunwoody Institute. Roll call - aS_l ayes.
Request for authorization £o purchase a 1947 Jeep with snow plow for $57~00.
Motion by McCline seconded by Chios that the City Manager be authorized to
purchase 1947 Jeep with snow plow for $575. P~ll call - all a~es.
A letter was received from H.A.Jenson, Supt. of Schools, Ind. School
District 13, requesting permission to connect water, sanitary sewer and
storm sewer to service the elementary school to be built on 48th and
Monroe Street in Hilltop VillaEe.
Motion by Chies seconded by. McCline that the School District be authorized
to connect to Columbia Heights water and sewers upon payment of the proper
fees. Roll call - all ayes
The City Attorney recommended that R.F.Voth be reimbursed the amount of
$73.80 to cover damages to his house and clothes during the application of
oil to the road.
Motion by King, seconded by Chies that R.F.Voth be paid the sum of $73.80.

Notion by Chies seconded by King that the Northland Construction Co., Inc.
be paid the sum of $1,~3.30 out of the proper funds.

Notion by King seconded, by McCline that the Donald R. Frautz Contracting
Company be paid the su~. of $11,850.09 out of the proper funds.

Second reading of Ordi'_nance 473, Being an ordinance amending ordinance
207, being an ordinance relating to the regulation and keeping of dogs
within the City of Columbia Heights. Offered by Chies, seconded by King.
Roll call - all ayes.
Second Reading of Ordinance 459 with supplement, granting unto the
Suburban ~anitation Corporation a franchise and ~ight for a period of ten
years to maintain and operate a garbage and rubbish incinerator for the
burning of garbage and rubbish from the City of Col~mbia Heights.
Ordinance offered by McCline seconded by King.
