Special Meeting
September 30, 1959
Meeting called to order at 7:15 p.m. Roll Calm - King, McCline,
Orendorf, Armstrong - present. Chies - absent.
Awarding of bid on Sewer & Watermains, as per attached tabulation.
Motion by King seconded by Orendorff, that Sandstrom & Hafner be awarded
this bid at a total cost of 896,856.00, work to Start in 10 days and
completed in 200 days. Roll Call - All Ayes.
First reading of Ordinance No.459 with supplement, granting unto Suburban
Sanitation Corporation a Franchise and right for. a period of ten years
to ~a~ntain and operate a garbage and rubbish incinerator for the burning
of garbage and rubbish from the City of Columbia Heights.

A ~equest was received from W.W. Untinen to connect a private watermain
to service the 10 unit apartment he is building at 4347 University N.Z.
Motion by Chies seconded by King, that this request be granted upon
payment of the proper fee. Roll Call - All Ayes.
Motion by King seconded by McCline, that Bianconi Construction Co.
be paid the sum of $16,019.05 out of the proper funds. Roll Call -
all Ayes.
Motion by McCline seconded by King, that the City Attorney write a
letter to Bianconi Construction Co., advising him that the penalty
clause will be instituted as of the 15th of October, 1959.' Roll Call -
All Ayes.
The City Attorney recommended the new zoning of ~'Public Facilities" in
the area northerly from 40th Avenue and West of 3rd Street, that was resident3
tial before the new zoning ordinance was accepted, should be rezoned back
to residential.
Motion by King seconded by Orendorf, that this zoning matter be re-
ferred to the Planning & Zoning Commission for proper action. Roll
Call - All Ayes.
The proposed streets west from Reservoir and 41½ ~ 40th Avenue east of
Central was discussed and the City Engineer suggested we have these proposed
streets surveyed.
Motion by King seconded by Chies, that the City Manager be authorized to
proceed with the hiring of a registered land surveyor to make a survey of
proposed stres~ west of Reservoir Blvd. to 40th Avenue east of Central
as shown on our proposed plat. Roll Call - All Ayes.
The City Engineer asked for authorization to have a storm sewer study
made of the area east of Central on 49th Avenue.
Motion by McCline seconded by King, that the City Manager.be authorized
to proceed with this storm sewer study in the 49th and Central area.
Roll Call - All Ayes.
The question was brought up as to what is going to be done to alley
between VanBuren and Jackson from 42-43 Avenues and the Engineer stated
this will be graded if not blacktopped this year.
Mr. T.L. Sandback, 4257 Quincy St. was present and asked when Jackson
Pond storm drain would be cleaned. A copy of the report from R.D.
Thomas & Associates, dated August 14, 1959, on this matter will be
sent to him.
The condition of 45th Avenue west of Central was discussed and the
Engineer reported that a base and road mix would be put on this year
weather permitting, and paved next year.
Motion by Chies seconded by Orendorf, that the transfer of Gasoline
license be granted to Edward J. Niznik, 3700 University Ave. Roll
Call - Ail Ayes.

Second reading Ordinance No.463. Being an ordinance regulating the use
of Highways within the City of Columbia Heights, incorporating the provisions
of the State Highway regulation act by reference, and imposing a penalty
for the violation thereof.
