St. Croix Falls, Wis. 852 Westminister, St. Paul Motion by King seconded by Orendorf, that these bids be turned over to the City Manager for tabulation, and to be awarded at the special meeting to be held Wednesday, September 30th, at 7 p.m. Roll Call - All Ayes. Bids on Library were received from R.C. Elvin, 2517 Nicollet Ave. Pavek Constr. Co., 1743 Selby Ave.,St. Paul Northland Constructors, 6230 Sunrise Drive, Walco Inc. 2710 Nicollet Ave. Motion by Chies seconded by King, that these bids be turned over to the City Manager for tabulation and awarded at our regular meeting October 13th, 1959. Roll Call - All Ayes. Fire Truck Bids: Motion by King seconded by Orendorff, that Pirsch & Sons Co., be awarded the bid on a new Fire Truck at $19,306.36, upon recommendation of the Fire Department truck committee. Roll Call - All Ayes. Continued hearing held on making Quincy Street one way from 42nd to 45th and Monroe Street one way from 45th to 40th. The City attorney reported he had contacted the Lewis Lines and they would not consider.vacating this part of their bus route. Motion by McCline seconded by Orendorff, that the request to make Quincy one way North 42nd to 45th and ~4onroe one way south 45th to 42nd, be denied. Roll Call - All Ayes. A hearing was held on Platting Ulysses Street south from 40th & Johnson. ~iotion by King seconded by ~lcCline that the City ~nager be authorized to proceed with the acquisition of deeds for platting Ulysses, together with the necessary storm drain easements as recommended by the Engineer. Roll Call - Ail Ayes. A Hearing was held on platting East-?~est Alley south of 3930 Jackson St. Motion by Chies seconded by King, that this request be tabled until the Engineer has sufficient information. Roll Call - All Ayes. Hearing held on alley opening between 7th Street and ?~ashington from 45th to 46th. Motion by King seconded by McCline, that the City Manager be authorized to proceed with the alley opening. Roll Call ~ All Ayes. Hearing held on alley opening between Taylor & Fillmore from 46th to 47th. Motio~ by Chies seconded by Oren~orff, that the City Manager be auth- orized to proceed with this alley opening. Roll Call - All Ayes. A request was received for private sewer and water connection at 4030 Main Street. Motion by King seconded by Orendorff, that this request be granted upon payment of the proper fee2 Roll Call - All Ayes. A request was received for private sewer connection for Sunnyside Trailer Park. Motion by ~icCline seconded by King, that this request be tabled ~ntil the engineer can get more information regarding this and of other continguent plans. Roll Call - All Ayes. Request from Library Board for authorization of five members to attend State Library Association Convention at Nicollet Hotel October 1 and 2, with expenses paid. Motion by McCline seconded by King, that this request be granted. Roll Call - All Ayes. Petition to vacate East-west alley-??est of Quincy and North of 38th Ave. Motion by King seconded by McCline, that a hearing be held October 13th regarding this request. Roll Call - All Ayes. Request to purchase 1954 Pick-up truck with trade-in of 1948 at a cost of $795.00 less $300.00 allowance of trade-in. ~iotion by'Ore~dorff seconded ~y King, that the City Manager be authorized to spend up to $495.00 together with trade-in of old truck on a 1954 pi~-up truck. Roll Call ;- Ail Ayes. I~Iotion by Chies seconded by King, that the City ~Ianager and Mayor be authorized to renew our existing contract with Twin City Disposal for one more year. Roll Call - All Ayes. A Petition was received for Sanitary Sewer to be installed on Stinson Blvd. from 37th to 43rd. Motion by King seconded by McCline, that a hearing be held on this petition on October 26th. Roll Call - All Ayes. Recess called at 10 p.m. Meeting called to order at 10:10 p.m. Resolution offered by Orendorff seconded by ~icCline, BE iT I~EREBY RESOLVED by the City Council of the City of Columbia Heights, that the following schedule of salaries and fringe benefits for City employees be put into effect: As of June 1, 1959 - 10¢ per hour to all employees in the Street Dept., Water & Sewer Dept., Park Dept. and Engineering Dept., who did not re- ceive an adjustment in 1959. Beginning January 1, 1960, an additional 15¢ per hour, plus an increased allotment to the employees retirement fund of 3~.~. Exceptions to this general adjust-sent to be as follows: Street Foreman, Sewer & Water Department Foreman, and Park Superintendent to receive adjustments of 18¢ per hour June 1, 1959, plus 18¢ per hour January 1, 1960. City Mechanic to receive an adjustment of 15¢ June 1, 1959, and 20¢ January 1/ 1960. The water meter reader to receive a s.~ ary scale from $2.10 per hour up to sewer and water maintenance man scale, said rate to depend upon the experience and ability of the man involved. This meter reader shall be considered as holding seniority on the sewer and water maintenance departmwnt list. The Plumbing Inspector to receive an adjustment to heavy equipment operators rate January 1, 1960. In the Sewer and Water Department, the operator of the Rodding Machine, Bucket machine, and Hoist, shall receive heavy equipment rate as of January 1, 1960. The mechanic No.2 and the City Welder shall receive sewer and water maintenance man rate as of January 1, 1960. New Park Keeper to receive regular parkkeeper rate as of October 1, 1959. Instrument men, draftsmen, seasonal employees and inspectors of the Engineering Department shall receive a salary range of 81.65 per hour up to truck drivers scale, beginning January 1, 1960, plus 10¢ per hour adjustment as of,June 1, 1959. Pay scale for this personnel to depend upon experience and qualifications subject to approval of City ~anager. Employees with over 20 years service to be granted four (4) weeks paid vacation. If the following holidays fall on a Saturday the ureceeding Friday shall be granted as a paid holiday: New Years Day, Memorial Day, Independence Day and Chris~oas. BE IT FURTHER RESOLVED that the retroactive pay from June 1, 1959 to October 1, 1959, be paid.~n January 1960 and be budgeted for in the 1960 City Budget. Roll Call - Ail Ayes. Resolution offered by King seconded by Orendorff, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that Monroe and Jefferson Streets from 47~ to 48th, 47~ and 48th Avenues from Monroe to Jefferson Streets be improved as follows: Right of ~ay 60 feet Roadway 30 foot minimum Pavementbbase 4 inch stabilized per City specifications Wearing surface ~%1/2 inch Bituminous mat per city" Curb & Gutter Concrete as per City ~ecifications Storm Sewer Per City Plans as necessary Street Signs Standard Metal at all intersections Completion of the above improvements shall be not later than November 1, 1960, weather and other natural hazards permitting. BE iT ~URTHERRESOLVED, that assessments for said improvements be made on a one year basis, on the properties owned by Lyndale Builders. Roll Call - All Ayes. Motion by ~'~IcCline seconded by King, that a hearing be held on October 13th for improvements on ~Ionroe & Jefferson Streets from 47½ to 48th, 47~ and 48th Avenues from ~Ionroe to Jefferson Streets. Roll Call - All Ayes. Resolution offered by Chies seconded by King, BE iT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the City Treasurer be and she is hereby instructed to transfer from the Liquor Fund as follows: $2,066.08 to the Street Fund and $2,267.95 to the Park Fund, and that there are sufficient moneys in said Liquor Fund to make such transfer. Resolution offered by Chies seconded by McCline, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that all employees other than those in the Street Department, Water & Sewer Department, Park Depart~ ment and Engineering Department, who did not receive a'salary adjustment in 1959, shall receive the following increases: 10¢ per hour retroactive to June 1, 1959 15¢ per hour additional beginning January 1, 1960 Employees with over 20 years service to be granted four (4) weeks paid vacation. The City Engineer reported on progress on alley platting in Hilltop Addition east of Upland Crest with turn' around on lots 2 and 3 . ~iotion by Chies seconded by f4cCline, that the City Manager be authorized to condemn properties for opening an alley east of ~pland Crest. Roll Call - All Ayes. The Engineer reported on proposal on alley opening between 5th & 6th ,from 45th 'to 46th. Motion by Orendorff seconded by ~,IcCline, that the-City Manager be be authorized'to advertise a hearing on this proposed alley at the October 13th meeting. Roll Call - All Ayes. The City Engineer reported regarding traffic signals at 41st and 40th and Central and his meeting with ~.Rush of the Minnesota Highway Department. Estimated cost of signal at 41st & Central to co-ordinate with 40th & Central would be $14,000.00, and our share 55%. Motion by King seconded by k~IcCline, that the City Manager be authorized to enter into negotiations with the State Highway Department for the purpose of getting a signal at 41st & Central and synchronize with the signal on 40th. ' 0 0 0 0 0 0 0 0 0 0 0 0 0 ~ O, 0 0 0 0 0 0 ~ 0 0 0 ~ ~ 0 u~ ~ 0 ~ , m~ o ~) ~ ~ ~m ~ ~ ~ o 0 0 0 0 0 ~ 0 0 ~ ~ 0 ~ ~ 0 ~m ~ ~ ~ ~ 0 ~ ~ ~ 0 0 0 0 0 0 0 0 0 ~ 0 ~ ~ 0 ~ 0 0 · ~ C Secretary to City Council' ~Iayor · The Suburban Sanitation Corporation Franchise was discussed and it was agreed to hold the first reading of Ordinance at the special meeting Wednesday, September 30th, at 7 p.m. Resolution offered by Orendorff seconded by ~cCline,"WHEREAS, The Cities of Columbia Heights, Fridley, Coon Rapids, and the Villages of Blaine, Spring Lake Park, Circle Pines, Lexington and ~undsview propose to join together foz the purpose of forming a hospital district and %~TEREAS, this area comprises a territory of more than four designated cities and villages, and WHEREAS, the entire territory of each of these Municipalities is to be included in the hospital district, and ?~{EREAS, this City is contiguous at at least one point to the territory of one or more of the other cities or villages included in the proposed hospital district, and ?UHEREAS, none of these n~unicipalities are located within a duly,con- stituted or organized hospital district, and W..~EREAS, in the considered judgment of n this, the City of Columbia Heights, it is of the ut~ost importance and urgency that hospital facilities be made available to the people located within its are~,and WI{EREAS, in order to accomplish this and for the purpose of acquisition, betterment, operation, ~aintenance and a~inistration of a hospital, nursing ho~ne facilities, or such other hospital service, that in the judgment of the hospital board would be necessary, this can be accom- plished most expeditiously and economically by the fcr~ation of a hospital district to include the area above described and set forth. NOW Tt-~REFORE, BE IT RESOLVED that the City of Columbia Heights do hereby establish that their municipality in its entirety is hereby included in the proposed hospital district or such portion of it as shall ultimately be established so long as it has at least four (4) municipalities in n~ber and so long as they are contiguous to one of the other ~-~unicipalities who ultimately form said hospital district, AND FURTI{ER BE IT RESOLVED that this Resolution shall be considered to be in full satisfaction of any a~d all requir~]ents that may have been anticipated for the purpose of joining this municipality to a hospital district as said requirements are set forth in Chapter 570, b~nnesota Session Laws 1959".
