Library Bids: Motion by Chies seconded by King, that the opening of
bids on Library be delayed for two weeks, and that the City Manager be auth-
orized to re-advertise for bids to be opened at the September 28th meeting.

Hearing on extending one-way street on Quincy from 42nd to 45th and
making Monroe Street one way south from 45th to 40th.
The Fire Chief reported a slight delay would be encountered in answering
fire calls north of 41st Avenue on Monroe, otherwise he was in favor of
this change. ~e Police Chief reported he is in favor of this change.
The Twin City Bus Co. is in favor of changing the Monroe bus to run on
Central if the Lewis lines would agree to relinguish their rights between
40th & 44th on Central. No answer has been received from the Lewis Lines
regarding this change.
~he Mayor announced this hearing will remain on the agends until the next
meeting, awaiting an answer from the Lewis Lines.
Hearing on Watermain extension on 49th Avenue to serve new High School.
Motion by King seconded by Orendorff, that the City Manager be authorized
to proceed with this watermain extension. Roll Call - All Ayes.
Hearing on paved alley between VanBuren and Jackson, 39th to 40th.
Motion by King seconded by McCline, that the City Manager be authorized to
proceed with the paving of this alley in the 1960 construction year.
Roll Call - All Ayes.
Hearing on installation of water & sewer on Pierce Street 46th to 47th.
Motion by Chies seconded by King, that the City Manager be authorized
to proceed with this improvement with the cost to be born by the
developer. Roll Call - All Ayes.
Hearing on Watermain on Polk Street 40th to 41st.
Motion by King seconded by Orendorff, that the City Manager be
authorized to proceed with this watermain on Polk Street. Roll
Call - King, McCline, Orendorff, Armstrong - Aye. Chies abstained
from voting.
A request was received from the Civil Defense Director, Walter
Reinhart, for authorization to attend the United States Civil
Defense Council Conference in Houston, Texas on October 13th thru
16th.
Motion by McCline seconded by King, that this request be granted,
and his expenses allowed up to 8300.00. Roll Call - All Ayes.
A request was received from the Park Board to spend up to 81,000.00
for earth moving to develope another baseball field across jefferson
Street, which will also be used for Hockey and skating rinks.
Motion by King seconded by Chies, that this request be granted
upon approval of the City Manager. Roll Call - All Ayes.
A request was received from Donald Krtnick, 3930 Ja~son St.N.E. that
theteasement south of this address be platted a~ an alley.
~4otion by McCline seconded by Orendorf, that a hearing be held on
this request at the September 28th meeting. Roll Call - All Ayes.
A Petition was received to plat Ulysses Street south of 40th bet~een
Johnson & Hayes Streets, and install water and sewer.
Motion by King seconded by Orendorff, that a hearing be held on this
request at the S~ptember 28th meeting. Roll Call - Ail Ayes.
A Petition was received for Curb & Gutter on 49th Avenue between 6th
and 7th Streets.
Motion by ~cCline seconded by King, that a hearing be held September
28th on this improvement.
Motion by King seconded by Chies, that this motion be amended to read
Curb & Gutter on 49th Avenue between 5th Street and Monroe or any
part thereof, a hearing to be held October 13th. Roll Call - All Ayes.
A Petition was received to vacate alley between Main and California
from 37th to 38th Avenues.
~iotion by I~ng seconded by Chies, that a hearing be held on this
request on October 13th. Roll Call - All Ayes.
A Petition was received for the construction of a 14-foot surfaced
alley between Taylor and Polk from 46th to 47th Avenues.
Motion by Chies seconded by McCline, that tha'tCity Manager be authorised
to advertise a hearing on this alley October 13th. Roll Call - All Ayes.
Salary adjustments were discussed and ~. Arneson of Local 664.was
present upholding the results of the Fact Finding Board. Mr. Chies
wished to go on record that he voted against turning this wage question
over to the Fact Finding Board. A meeting was set for Wednesday,
September 16th at 7:30 p.m. for the purpose of discussing wages.
Resolution offered by King seconded by Orendorff, BE IT HEREBY
RESOLVED by the City Council of the City of Columbia Heights, that
WHEREAS it has become apparent that the County of Anoka is in need
of court facilities due to the poor condition afd age of the present
structure, and the Board of County Commissioners has set an election
to determine the advisability of proceeding with a bond issue to finance
construction for suitable facilities.
BE IT THEREFORE RESOLVED that the City Council of the City of
Columbia Heights, does hereby go on record as favoring the con-
struction of a suitable Court House at this time.
BE IT FURTHER RESOLVED that said Court House building shall be so
located as to best utilize existing facilities in the judgment of
the Board of County Commissioners. Roll Call - All Ayes.

City Engineer reported the Sewer & Water bid from Lametti & Son had
been tabulated and found to be correct .
Motion by King ~econded by Orendorff, that this bid be rejected and
the City Manager be authorized to re-advertise for bids to be,opened
at the September 28th meeting. Roll Call - All Ayes.
Motion by Chies seconded by King, that Northland Constructors be
paid the sum of $3,175.07 out of the proper funds. Roll Call - All Ayes.
Motion by McCline seconded by Chies, that the City of Minneapolis
be paid the sum of $3,055.19, for private sewer connections on 37th
Avenue, which is to be assessed against benefited property owners.
Roll Call - All Ayes.
Motion by King seconded by Orendorff, that Bianconi be paid the sum
of $30,841.38 out of the proper funds. Roll Call - All Ayes.
Motion by Chies seconded by McCline, that Randall Brothers be paid
the sum of $1,318.00 out of the proper funds. Roll Call - All Ayes.
Motion by Orendorff seconded by King, that Axel J. Hartse be paid
the sum of 85,377.33 out of the proper funds. Roll Call - All Ayes.

Second Reading Ordinance No.462, An Ordinance regulating the location,
size, use and height of buildings, the arrangement of building on lots,
the density of population; adopting a district map containing the
boundaries of districts within each of which various regulations shall
apply; defining certain terms used herein; requiring the provision of
automobile parking space; providing for exceptions to certain regulations;
providing for amending these regulations and the map; establishing a
Board of Appeals; providing for administration and enforcement and
imposing penalties fQ~ violations and re~ealing ordinance $171 and
ordinances amending same.
