Regular Meeting
August 24, 1959
Meeting. called to order at 8:15 p.m.
Ail members present.
Minutes of the ~ast regular meeting were read.
Motion by Orendorf seconded by McCline, that these minutes be accepted
as read. Roll Call - All Ayes..
Minutes of the special meeting held August 13th were read.
Motion by Chies seconded by King that these minutes be accepted as read.
Roll Call - All Ayes. Mr. Chies wished to go on record as being
against the purchase of the Front End Loader.
Motion by King seconded by Chies, that the following bills be paid out
of their proper funds: Roll Call - All Ayes.

that the Library Bids be rejected
and that the City Manager be
authorized to-re-advertise for
bids to be opened at the.Council
meeting September 14, 1959.

Motion by King ssconded by McCline,
that the awarding of bid on a 2-way
Radio be postponed until September
8th, when a special meeting will be held

Hearing held on Water & Sewer between
Central & Monroe 'from 49th to 51st.
This was discussed and several
affected parties were present.
Motion by McCline seconded by King,
that this hearing be held over until
the September !4th meeting. Roll
Call - All Ayes.
A Hearing was held on Watermain for M~dison Street between 45th & 46th.
A petition was received against this watermain but several of the petitioners
are obligated to favor such construction in accordance with an agreement
signed at the time when they were granted a private main.
Motion by Chies seconded by King, that ' '' ' ~
the City Manager be authorized to proceed with this watermain installation.
Roll Call - All Ayes.
A Hearing was held on vacating alley west of Quincy, north of 38th Avenue/
Motion by McCline seconded by Chies, that the request to vacate this alley
be denied. Roll Call - All Ayes.
A Hearing was held on Sidewalk east side of Washington between 44th & 45th.
Motion by King seconded by Orendorf, that the City Manager be authorized to pr~
proceed with this installation. Roll Call - A~.i Ayes.
A Hearing was held on paving alley between VanBuren & Jackson from 39th
to 40th.
Motion by McCline seconded by Chies, that this hearing on paving alley
be continued until the next council meeting, September 14th. Roll Call -
all Ayes.
A hearing was held on Sidewalk, Curb & Gutter and Blacktop on Washington
between 49th & 50th.
Motion by Chies seconded by King, that the City Manager be authorized to
proceed with this work, pending installation of necessary storm sewer.
Roll Call - All Ayes.
Recess was called at 9:50 p.m. Meeting called to order at 10 p.m.
A request was received for opening of an alley between 7th St.& Washington
from 45th to 46th.
Motion by McCline seconded by King, that a hearing be held on this alley
opening, at the council meeting September 28,1959.Roll Call - All Ayes.
A petition was received for opening of an alley between Taylor & Fillmore,
from 46th to 47th.
Motion by King seconded by Orendorf, that a hearing be held on this alley
opening, at the council meeting September 28, 1959. Roll Call - All Ayes.
Resignation was received from Joe Lubansky as a Park Board member, as he
is moving out of the City.
Motion by King seconded by McCline, that this resignation be accepted.
Roll Call - All Ayes.
A request was received from Donald A. Markow, 4329 Jefferson St. to
have his name~.~removed from a petition for an alley to be platted in
that block.
Motion by Chies seconded by Orendorf, that this letter be attached to
the petition for this alley. Roll Call - Ail Ayes.
A Petition was received requesting that theproposed street from 40th to
41½ Aven e West of Reservoir Blvd. as proposed, be platted and opened
with the necessary utility extensions being placed ~ said street, and
offering to deed the necessary land for street right-of-way.
Motion by Kzng seconded by McCline, that the City Manager be authorized
to proceed with acquiring the deeds in accordance with this petition
necessary for opening stree'a. Roll Call - All Ayes.
A notice was received from the 5k~in Cities Metropolitan Planning Com-
mission that they will hold a public hearing on its 1960 budget ~ednesday,
September 2, at 1:30 p.m. at the Midway YMCA, 1761 University Avenue,
St. Paul 4, b~nnesota. The City Manager stated he would attend also I~%
McCline and ~. King.
A letter was received from H.A. Jenson, Supt. of Schools asking that
the 8~ watermain be installed soon on 49th Avenue so that they could
connect their 6~ line from the new High School.
Motion by McCline seconded by Orendorf, that the City Manager be authorized
to have this 8~ watermain installed on 49th Avenue to serve the new
High School. Roll Call - All Ayes.
A notice was received from the County Auditor's Office in Anoka, re-
garding the urgent need for a new Court House in Anoka, and inviting
the council to attend a meeting in Anoka County Office Bldg. Tuesday
evening, August 25, 1959 at 8 p.m. when the Board of County Commissioners
will explain the results of their stud~es and decision.
The City Manager reported on the report received from R.D. Thomas &
Associates, on the dredging of Jackson Pond.
l~iotion by King seconded by Orendorf, that check No.2715 dated 10/25/51
in the amount of $50.00 be cancelled. Roll Call - All Ayes.
A letter was received from Kenneth W. Campbell, Anoka CountyAuditor,
stating the County Board had passed a Resolution to exempt Class 2
Personal Property Tax.
A letter was received from the Fidelity Bank & Trust Company, offering
investment services.
Motion by McCline Seconded by King, that the City ~Ianager be authorized
to avail himself of the services of this Bank. Roll Call - All Ayes.
The City Manager asked for authorization to add to the contract for
· the Municipal building for various items as needed.
Motion by Chies seconded by McCline, that the City Manager be authorized
to proceed with the extra wo~ on the new ~iunicipa~ building to be
added to the contract. Roll Call - All Ayes.
A request was received for a private water line to serve ~946 Central
Avenue by ~ilbur Harris.

Resolution offered by Chies seconded by King, BE IT HEREBY RESOLVED by
the City Council of the City of Columbia Heights, that the City
Treasurer be and she is hereby instructed to transfer from the Liquor
Fund as follows: $500.00 to the Band Fund, and that there ~re suff-
icient moneys in said Liquor Fund to ,make such transfer. Roll Call -
All Ayes.
Motion by King seconded by Chies, that Donald R. Frantz Construction
Co. be paid the sum pf $21,535.32, out of the proper funds. Roll Call -
All Ayes.
Motion by McCline seconded by King, that the City Engineer be authorized
to. rlr~ee~ with surf~cin~ 40th Avenue between Hayes & Arthur Streets
w~n Dlac~op. Roll. Call - All Ayes.
Mr. McCline announced that various City Officials would be invited to
a Jaycees meeting at 9 p.m. Thursday, September 17th.
Motion by King seconded by Chies, that the City ~nager be authorized
to proceed with curb & gutter on 50th Avenue from alley east of 6th
Street to 7th Street, as recommended by the City Engineer. Roll Call -
All Ayes.
Motion by King seconded by McCline, that the Plat of Hartz Addition
be accepted, Roll Call - All Ayes.
A request was received from B & M Inc. for sewer and water installation
on Pierce Street between 46th & 47th Avenues.
b~tion by King seconded by McCline, that the City Manager be authorized
to add this sewer and water line to the contract, if the builder does
not have this installed himself. Roll Call - All Ayes.
The City Engineer reported a 10" waterline is needed on Polk Street
between 40th & 41st.
Motion by McCline seconded by King, that a hearing be held at the
next meeting September 14th, on this installation. Roll Call - All Ayes.

~tion by King seconded by McCline, that the On and Off Sale Beer & Rest.
license be revoked for Mrs. John Anderson, 547 - 40th Ave. N.E.
Roll Call - All Ayes.
Motion by Chies seconded by King, that On and Off Sale Beer and
Restaurant License be granted A1 J. Zmuda, 547 - 40th Ave. N.E.,
upon approval of the Police Department. Roll Call - All Ayes.
Motion by Chies seconded by Orendorf, that Northland Constructors,Inc.
be paid the sum of $2,519.05 out of the proper funds. Roll Call - All Ayes.
tHE City Manager reported the Planning & Zoning Commission has recom-
mended the adoption of the Shattuck zoning Ordinance.
Motion by Chies seconded by King, that the first reading of the
Shattuck zoning ordinance be held September 8th and the second
reading 9eptember 14th. Roll Call - All Ayes.
Motion by King seconded by McCline, that the City b~anager be instructed
hot to issue any building permits that would be in conflict with the
Shattuck Plan. Roll Call - All Ayes.
Motion by McCline seconded by Orendorff, that the meeting adjourn
at 11:50 p.m. Roll Call - All Ayes.
