Meeting called to order at 6:50 !p.m.

Roll Call - King, McCline,
Chies - absent.
Resolution offered by King seconded by McCline, BE IT HEREBY RESOLVED
'by the City Council of the City of Columbia Heights that in conjunction
with the action of the 1959 State Legislature exempting personal property
taxes on household goods the following action is taken in respect to
Columbia Heights taxes.
BE IT RESOLVED that the Board of County Commissioners of the County
of ~]oka, be and they are hereby directed to exempt class two (2)
personal property from the assessment and taxation rolls.
BE IT .FURTHER RESOLVED that said exemption shall include the 1959
assessments collectable in 1960.
BE IT FURTI-IER RESOLVED 'that 'the $100.00 household exemption on
assessed valuation be eliminated. Roll Call -.All Ayes.
Motion by McCline seconded by Orendorff, that the City Manager be
authorized 'to spend up to $640.00 for a check protector and signer.
Roll Call - Ail Ayes.

Motion by King seconded by Orendorff, that these bids be turned over
to the City Manager for tabulation. Roll Call - All Ayes.
Bids on Front End Loader were received from Wm. H. Ziegler Co. $18,456.00.
Motion by McCline seconded by King, that this bid be turned over to the
City Manager for tabulation. Roll Call - All A?yes
Motion by King seconded by McCline, that a special meeting be held at
7 p.m. Thursday, August 13, 1959. Roll Call - Ail Ayes.
Bids on Sewer, Water and Storm Sewers were received from the following:

Motion by King seconded by McCline, that these bids be turned over to
the City manager for tabulation. Roll Call - All Ayes.
Bids on 2-Way Radio for Fire Department and Civil Defense were received
from General Electric Co. $3,634.25, 30-45 days delivery,and
Motorola Communications & Electronics Inc. 84,067.50, 45 day delivery.
Motion by McCline seconded by Orendorff, that these bids be turned over
to the City Manager for tabulation. Roll Call - All Ayes.
A Hearing was held on making Quincy Street one-way north from 42nd to 45th,
also Monroe Street one-way southward 45th to 40th, with appropriate bus
re-routing. A petition was received from residents on Quincy St. north
of 42nd Avenue against making this street one-way and also the re-routing
o~ buses to run on Quincy St. going north.
Motion by King seconded by Chies, that this hearing be continued until
the September 14th meeting and the City Manager be instructed to contact
the Police Chief, Fire Chief, City Engineer and Bus Company regarding
this matter. Roll Call - All Ayes.
Continued hearing on sewer & water extension west side Central 49-50.
The City Manager suggested that a larger area should probably be con-
sidered for sewer and water.
Motion by Chies seconded by King, that a hearing be held on August 24th,
for sewer and water extensions to serve the area from 49th to 51st between
Central and Monroe. Roll Call - All Ayes
Motion by Chies seconded by McCline, that the hearing on sewer & water
for west side Central between 49th & 50th, be continued until next
meeting. Roll Call - All Ayes.
The City Manager reported he would like to get recommendations on
cleaning Jackson pond drainage area.
Motion by McCline seconded by Orendorff, that the City Manager be
authorized to contact the consulting engineers with regard to the
storm sewer area draining in Jackson pond. Roll Call - All Ayes.
A hearing was held on watermain extension on Madison St. 45-46.
A petition was received against~his water main extension, which was turned
in at this meeting. Some of the signers on this petition had also signed
the petition for the watermain.
Motion by King seconded by Oren~orff, that this petition against watermain
be turned over to the City Manager for tabulation, .and that a hearing on
s~me be held at the August 24th meeting. Roll Call - All Ayes.
Recess called at this time, 9:35.
Meeting called to order at 9:45.
A petition was received to vacate East-West alley west of Quincy, north
of 38th Avenue.
Motion by Chies seconded by King, that a hearing be held August 24th,
to vacate this alley. Roll Call - All Ayes.
The following petitions were received:
Sidewalk on east side of Washington between 44th & 45th.
Paved alley between VanBuren & Jackson from 39-40.
Sidewalk, Curb & Gutter and Blacktop on Washington between 49-50.
Motion by King seconded by Orendorff, that a hearing be held on these
projects August 24th. Roll Call - All Ayes.
A petition was received to change the multiple dwelling zoning on
Madision between 45th and 46~h, be changed to residential.
Motion by Chies seconded by King, that this petition be placed on file.
Roll Call - All Ayes.
A letter was received from John H. ~4ullen, Executive Director, Minnesota
Good Roads,Inc. regarding future financing of the Highway construction
program.nation.wide, asking our support.
Motion by King seconded by McCline, that this request be placed on file.
Roll Call - All Ayes.
The Mayor reported he had attended a meeting of the Suburban Hospital
Organization, and that he wished to appoint Mr. Max L. Johnson, 4213
Arthur St.N.~.. to serve on the committee for Suburban Hospital Organization.
Resolution offered by Orendorff seconded by King, WHEREAS, the very
urgent need of a hospital to serve our people has been evident to our
council, and
?H{EREAS, pursuant to a recognition of this need, a study with other
communities as to possible solutions has been undertaken, and
WHEREAS, it has been proposed that the Cities of Columbia Heights,
Fridley and Coon Rapids, together with the Villages of Blaine, Spring
Lake Park, Lexington and Circle Pines join together in an effort to
fill this need of a hospital to serve our needs, and
?THEREAS, this will require some initial financing and a representative
of ~.our ~.community,
NOW THEREFORE, BE IT RESOLVED that the City Council hereby appoints
Max L. Johnson to represent them in this ~oint effort and hereby authorize
and directs the payment of up to $500.00 to be used for such study, survey
and development of hospital needs and such basic organizational expenses
as are needed and that these funds are to be dispursed at the direction
of Max L. Johnson and further be it resolved that Max L. Johnson shall
report back to this council as soon as practical and from time to time
as to the progress and development of this study. ~.
BE IT FURTHER RESOLVED that said $500.00 be a direct transfer from
the liquor fund. Roll Call - All Ayes.
The City Manager reported on platting of 43½ Avenue east of Central.
Motion by King seconded by .McCline, to proceed with the acquiring of ,
the balance of the deeds on the necessary properties to set~"up the~
Street plan as outlined by the Engineering department in platting 43~
Avenue. Roll Call - All Ayes.
5~Dtion by King seconded by Orendorff, that Check No.668 in the amount
of $286.50 made out to Modern Bin Equipment Co., be cancelled and a
new check be issued. Roll Call -Ail Ayes.
~Dtion by Chies seconded by King, that Bianconi Construction Co. be
paid the sum of $28,96~.~1, out of the proper funds, Roll Call - All Ayes.
~SDtion by King seconded by Orendorff, that estimates be paid as follows:
S.C. Smitey & Associates, 8171.71 and Ridgeway Construction Co. $8,120.70,
out of the proper funds. Roll Call - All Ayes.
NkDtion by Chies seconded by McCline, that the following licenses be

Meeting called to order at 7:15 p.m. Roll Call -- King, McCline,
Orendorff, Armstrong - present. Chies - absent.
The purpose of this meeting is to award ·bids on water, sewer and storm
sewer and a front End Loader.
~4otion by King seconded by Orendorff, that Herbal Construction Co.
be awarded the bid on Sewer, ?2ater and Stc, rm Sewer at a cost of
$45,645.4.6. Roll Call - Ail Ayes.
The City Attorney informed the council that since these projects were
approved after the Aprzl 1st petition deadline, it would be necessary
to finance this work on a loan from the sinking fund on a one year basis.
Motion by McCline seconded by King, that the bid of Wm. H. Siegler Co.
for aFront End Loader at $18,456.00 be accepted.. P, oll Call - All Ayes.
Motion by McCline seconded by Orendorff, that the meeting adjourn at
