Heating Restaurant A Petition was received asking the City Council and Park Board to fill in the drainage ditch that runs east and west at the south end of the athletic field as it is a hazard and eye sore. lit was pointed out that this could not be done until a storm sewer was installed to take its place. Motion by King seconded by McCline, that this petition be placed on file. Roll Call - All Ayes. Motion by Chies seconded by King, that Joe Orendorf be appointed to the unexpired term of Bob Proft as council representative on the Recreation Commission. Roll Call - All Ayes. Motion by King seconded by Chies, that these bids be returned unopened and the ~ity Manager be authorized to re-advertise for bids to be opened at the August 10th meeting. Roll Call - All Ayes. Motion by King seconded by Orendorf, that the City Manager negotiate a lease for the Library Building for the balance of the rental year ending May 1, 1960. Roll Call - All Ayes. Continued hearing held for Sewer & Water extensions West side of Central 49th to 50th. Mr. Lyle Robinson appeared before the Council and although he had not signed the petition for this improvement, he stated he was in favor of same. Objection was made by Mr. John J. Sullivan to the opening of a public alley through his property on 49th Avenue. Motion by King seconded by Orendorf, that this hearing be continued until the next meeting. Resolution offered by King seconded by Orendorf, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the salary of the Civil Defense Director be set at $100.00 per month as of June 1, 1959. BE IT FURTHER RESOLVED that said salary shall include payment for mileage, meals and such other incidental expenses incurred by the Director, in the performance of his duties, with the exception of conventions and dues, expenditures which may be individually authorized by the City Council. Roll Call - All Ayes. The Mayor re-appointed Mr. Walter Reinhart as Civil Defense Director. Resolution offered by Chies seconded by Orendorf, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the City Attorney be authorized to proceed with the condemnation of the following parcels: Lots 1,2,3,4,5,6,& 7, Block 3, and Lots 1,2,3,4,5,6,7 & 8, Block 4, all in Pleasant View Addition to Fridley Park. For municipal purposes including storm drains, retention ponds, park expansion and such other purposes as deemed necessary by the City of Columbia Heights. Roll Call - All Ayes. Resolution offered by King seconded by Orendorf, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the consulting engineers on storm sewers for the City of Columbia Heights proceed with a study of the joint storn sewer system with the City of Fridley an the ~Linnesota Highway Department, with an outfall to the-bLississippi River. BE IT FURTHER RESOLVED that the Columbia Heights Engineers be author- ized to work in conjunction with the City of F. ridley Engineers and ,the Highway Department Engineers, to facilitate joint considerations on this study and avoid duplication of effort. Resolution offered~ by Chies seconded by King, BE' IT HEREBY ~OLVED by the City Council of the City of Columbia Heights, that 50th Avenue N.E. and 50½ Avenue N.E. between Monroe Street and the easterly"limits of the Mark Z. Jones Addition, be improved as follows: Right of Way Roadway Pavement Base 1%= Bituminous Mat Curb & Gutter Storm Sewer Street Signs Sewer & Water 60 feet 30 foot'minimum 4 inch stabilized per'Columbia Heights specifications, Columbia Heights specifications Con6rete, per Columbia Heights Specifications. Standard metal, all intersections Per Columbia Heights specifications BE IT FURTHER RESOLVED, that the costs of said improvements shall be paid by special assessments against the benefitted property ahd on properties financed under F.H.A. and G.i. Loans, said assessments shall be paid in full at th'e time of sale'of said building. Completion date for said work shall be September f~, 1961, weather and other natural hazards permitting. Roll Call - All Ayes. A Petition was received asking that Monroe be made a one-way Street south bound'~5th to 40th. The City Manage~ recommends that we call ~w~kx~H~~k~~ for a hearing at our next meeting and include Quincy Street 42nd to 45th one-way north bound and also the re-routing of Twin City Buses accordingly. Motion by King seconded by Orendorf, that a hearing be held August 10th on making Monboe St. one-way south bound 45-40 and Quincy st. one way north bound 42-45, and re-routing of Twin City Buses accordingly. Roll Call - All Ayes. A Petition was received to close the parking area across from the new Municipal Building and restore it to its original condition. The City Manager reported that eventually additional land would be purchased and Mill Street right bf way would be changed, which would also take in this parking are. Motion by King seconded by Orendorf, that this petition be placed on file. Roll Call - All Ayes. A request was received from George L. Wahlquist for a private water line to serve 2985 Lakeview Drive. Motion by Chies seconded by King, that this request be granted u~on payment of the proper fee. Roll Call - All Ayes. Motion by King seconded by Chies, that the City Manager be authorized to obtain the necessary appraisals on City owner property at the appropriate time. Roll Call - All Ayes. A letter was received from the Minneapolis Gas Company offering to install two gas lights at our new Municipal Building without expense to the City of Columbia Heights for either installation or operation. Motion by King seconded by Orendorf, that we accept this offer and to be installed as recommended by the architect. Roll Call - All Ayes. The City Manager asked for authorization to purchase equipment for new offices, such as a counter and movable partitions. Motion by C~es seconded by King, that the City Manager be authorized to advertise for this equipment. Roll Call - All Ayes. Motion by King seconded by Orendorf, that Northland Constructors Inc. be paid the sum of 82,408.67 out of the proper funds. (Park & Recreation Building) Roll Call - All Ayes. The City Manager asked for authorization to replace broken sidewalk on 40th Avenue by new Municipal Building, along west. side of Fire Station and driveway into meter shop on 40th Avenue, Motion by Orendorf seconded by Chies, that this authorization be granted. Roll Call - All Ayes. A letter was received from Minneapolis Gas Company regarding a notice they had received from Northern Natural Gas Co. their supplier of natural gas regarding a rate increase. Resolution offered by Chies seconded by King, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that as the represent- atives of the people of Columbia Heights, they do hereby go on record as supporting any action opposing an increase in gas rates by Northern Natural Gas Company to the Minneapolis Gas Co. BE IT FURTHER RESOLVED that this resolution is made with the under- standing that such an increase would have an adverse effect on the present rates in our community. Roll Call - All Ayes. A notice was received from the Railroad & Warehouse Commission , that a hearing will be held before them with the Twin City Motor Bus Co. on August 4, 1959 at 9:30 a.m. regarding fare increases. Resolution offered by Orendorf seconded by King, BE IT HEREBY RESOLVED by the City Council of the City of ~olumbia Heights, that the said City of Columbia Heights is opposed to any rate increase in bus fares by the Twin City Motor Bus Company. Roll Call - All Ayes. Motion by King seconded by Orendorf, that Donald R. Frantz Construction Co. be .paid the sum of 89,061.42, out of the proper funds. Roll Call - All Ayes. The Engineer reported that the contractor on Project No.5900 was making better ~i-~ progress, and that the black top contractor will be in to start work here Friday of this week. The City Engineer reported on new street platting between Polk & Buchanan from 37th to 39th. Motion by Orendorf seconded by Chies, that the City Engineer be authorized to proceed with the acquiring of right of way and the acceptance of the general plan as recommended by the Planning & Zoning Commission. Motion by King seconded by Chies, that the City Manager be authorized to advertise for bids for a new Fire Truck to be opened at the August 24th meeting for delivery in 1960, according to specifications of the Fire Department. Roll Call - All Ayes,~ The City Manager explained a water shortage difficulty which had occurred over the week end. pr osed Regarding the~a~ey back of Upland Crest, the people requesting this alley opening Were in agreement as to what they wanted and the City Engineer reported that they would attempt to obtain the remaining easements from Wilkinson, who owns the land on east side of proposed alley.
