Motion by Chies. seconded by King that C.S. McCrossan Inc. be awarded
this bid at $18,378.73 for Bituminous surfacing in Columbia Heights.

Motion by Chies seconded by Proft, that Rocket Oil Co. be awarded this
bid. Roll Call - Ail Ayes. Gasoline $0.188 per gallon, Deis~l Fuel
$0.118/gal.
Awarding of Bid on Concrete construction for 1959 as per attached
tabulation.
Motion by King seconded by Julkowski, that Donald R. Frantz Concrete
Construction Co. be awarded this bid at $42,715.00. Roll Call - All Ayes.
Continued hearing on Arthur Street sewer. The City Manager reported
that Minneapolis would allow us to connect to their sewer 160' south
of 37th Avenue at Hart Blvd., upon submission of satisfactory plans
and specifications arranged for, eventually connecting to a trunk line
in 37th Avenue. Motioq b~ Chies seconded by King, that the City Manager
be authorized to oroceed wmth the sewer installation on Arthur between
37th and 41st. Roll Call - All Ayes.
A Hearin~ was held on sidewalk for VanBuren between 42nd & 43rd.
Motion bY Julkowski seconded by King, that the City Manager be authorized
to proceed.with this sidewalk installation and if at all possible be ~ut
in this year. Roll Call - Ali Ayes. ~ ~ -
A Hearing was held on Curb, Gutter and Blacktop for 4th Street between
45th and 46th.
Motion by King seconded by Proft, that the City Manager be authorized
to proceed with this work. Roll Call - Ail Ayes.
A Hearing was held on Curb, Gutter and Bituminous paving as recommended
by the City Engineer.at meeting of May 25th.
Motion by Chies seconded by King, that the City Manager be authorized
to proceed with Curb & Gutte=~~ except on Edgemoor Place, 3rd to 2~ St.
Roll Call - Ail Ayes.
Motion by Chies seconded by King, to continue the hearing on alley
between Jackson and VanBuren from 42nd to 43rd. Roll Call - All Ayes.
Motion by Proft seconded by King, that the City Manager be authorized
to proceed with Bituminous paving as follows:
Alley, 4th Street - 5th St. from 50th to 51st.
2% Street between 37th and 38th.
45th Avenue, University to Main. Roll Call - All Ayes.
Hearing held for sewer and water on west side of Central, 49th to 50th.
The City Manager reported that we have the plans fairly well laid out
for these extensions, provided the necessary right-of-ways are platted
west of Central as proposed by the Engineering Department.
Recess called at 9 p.m. Mr. Julkowski left the meeting at this time.

of Lot 17, Block 3, Reservoir Hills (43rd & Central). Roll
1st reading Ordinance No.458. Rezoning to Multiple Dwelling LOt 35
and the South 30 feet of LOt 36, Block 86, C.H. Annex.
Resolution offered by King seconded, by Chies, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that the City
Treasurer be and she is hereby instructed to transfer from the Liquor
Fund as follows: $7,279.30 to the Police & Court Fund
3,065.44 to the Fire '
12,420.23 to the Street '
3,413.51 to the Park ~
and that there are sufficient moneys in said Liquor Fund to make
such transfers. Roll Call - All Ayes.
Resolution offered by Chies seconded by King, BE IT HEREBY RESOLVED by
the City Council of the City of Columbia Heights, that the City Manager
and Mayor are hereby authorized to purchase LOt 51, Block 4, Reservoir
Hills, for the sum of $3,625.00, for street right-of-way. Roll Call -
All Ayes.
Resolution offered by Proft seconded by King, BE IT HEREBY RESOLVED by
the City Council of the City of Columbia Heights, that the Personnel of
the Police Department be granted a general increase in salary of 10¢
per hour, beginning as of June 1, 1959. Roll Call - All Ayes.
Resolution offered by Chies seconded by King, $'E~EREAS: The City of
Columbia Heights, did on the 8th day of June, 1959, conduct and hold
a General Municipal Election; and,
WHEREAS: The City Council of the City of Columbia Heights, at a regular
meeting of said. Council held on the 9th day of June, 1959, did canvass
the returns and results of said General Municipal Election; and,
WHEREAS: The following results were determined by said canvas~ of said
General Municipal Election, to-wit: Valid Ballots Case 2620

NOW THEREFORE, Be it resolved by the City Council of the City of
Columbia Heights:
That Warren Armstrong be and he hereby is declared to ~e elected
Mayor of the City of Columbia Heights for a period of two years commencing
on the first Monday after the first Tuesday of July, 1959.
That C.L. McCline and Joe J. Or~ndorf be and they hereby are declared
to be elected councilmen for a period of four years commencing on the first
Monday after the first Tuesday of July, 1959.
That Joseph E. Wargo be and he hereby is declared to be elected
Municipal Judge of the City of Columbia Heights for a period of four
years commencing on the first Monday in July, 1959. Roll Call - All Ayes.
The City Manager reported on franchise request by Suburban Sanitation
Corporation. This was turned over to the City Attorney for his study
and recommendation.
Motion by King seconded by Proft, that expenses be allowed for those
attending the League of Minnesota Municipalities Convention at
International Falls, June 17,18 & 19. Roll Call - All Ayes.
Motion by Chies seconded by Proft, that Chet Burmis, 4044 - 6th St.
be appointed to the Recreation Commission for 3 year term..Roll Call -
All Ayes.
Motion by Chies seconded by King, that Bianconi Construction Co. be
paid the sum of $15,000.00 out of the proper funds. Roll Call - All Ayes.
M~tion by King seconded by Proft, that Ridgway Construction Co. be ~aid
the sum of $30,365.50, out of the proper funds. Roll Call - All Ayes.
Motion. by Proft seconded by King, that Holm Construction Co. be paid
the sum of $558.00 out of the proper funds. Roll Call - All Ayes.
License application was received from Leo Kraska for On and Off Sale
Beer at 3911 University Ave. NE.
Motion by Chies seconded by King, that this be turned over to the
City Attorney for further study. Roll Call - Ail Ayes.
M~tion by Chies seconded by King, that license application of J.G.
Ralston Enterprises for Vending iTr~ck~., be turned over to the City
Attorney for his recommendation. Roll Call - All Ayes.
Motion by King seconded by Chies, authorizing the City Manager and Mayor
to enter into a three month lease for the Library. Roll Call - All Ayes.
Motion by King seconded by Proft, that a Hearing be held on replacement
of sidewalk on VanBuren between 39th and 40th, on June 22nd. Roll Call -
Ail Ayes.
The City Attorney and Police Chief were asked to make a written report
on their recommendations regarding Park Inn, 547 - 40th Avenue, by the
next council meeting, June 22nd.
Motion by King seconded by Ch~~hat the request of the Activities
Committee to hang a banner~ Central Avenue at 40th, be granted.

Mr. Rau and Mr. Tarman brought up the matter of the alley back of~
Upland Crest, Hilltop Addition and they reported an agreement had been
reached on needed right-of-way, and they were promised the City would
act as soon as possible in obtaining this right-of-way and beginning
construction.
Motion by King seconded by Chies, that the meeting adjourn at 10:30
