The City Manager reported he would like this delayed two or three weeks so he and the engineer could contact Minn- eapolis and 'try to ~ork out a solution with the City of Minneapolis. Motion by King seconded by P~oft, that this hearing be continued until the next regular meeting, May 25th. Roll Call - Ail Ayes. Continued hearing held on concrete alley between 7th & Washington between 42ndland 43rd. A petition was received against this ,improvement with 70% signing. Motion by Julkowski seconded by King, that this concrete alley' be denied. Rol% Call - All,Ayes. Resolution offered by Proft seconded by King, The City Council of the City of Columbia Heights hereby resolves that WHEREAS, Special Assessment for the North 150 feet of the south 183 feet of the West 90 feet of the East 120 feet of Lot 7, Auditor's Subdivision $15, Anoka CountY, on Job ~351 in the amount o4 $49.29 was assessed in error; BE IT THEREFORE RESOLVED that the County Auditor be and he is hereby authorized and directed to strike from the assessment rolls the aforesaid assessment. Roll Call - Ail Ayes. Resolution offered by Julkowski seconded by Proft, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the. City treasurer be and she is hereby instructed to transfer' from the Liquor Fund as follows: ' $4,207.50 to the Police & Court Fund 6,211.72 to the Fire 7,648.19 to the Street 2,562.56 to the Park " 500.00 to the Band and that there are sufficient moneys in said Liquor Fund to Make such transfer. Roll Call -Ail Ayes. A letter was received from George A. Kolesar, Recreation Director, stating the Recreation Commission supports the Park Board's request for funds to develop park land now owned by the City of Columbia Heights. Motion by Julkowski seconded by King, that this letter from Mr. Kolesar dated April 27th, be placed ou file. Roll Call - Ail Ayes. A Petition was received protesting the 94 foot driveway at the A & W Root Beer Stand at 6th Street and 40th Avenue. Motion by Chies seconded by Proft, that this matter be turned over to the Police Department, City Engineer and City Attorney for their recommendation and a report to the next meeting. Roll Call -Ail Ayes. A letter was received from the Police Chief, Walter Cottrell, asking for additional man to fill in the vacation time without disrupting present schedule. The Mayor offered to meet with the Police Chief and report back to the next meeting. Motion by King seconded by Julkowski, that this letter from Mr. Cottrell dated April 30th, be placed on file. Roll Ca~l - Ail Ayes. The City Manager reported on offer of sale of Lot 51, Block 4, Reservoir Hills, to the City of Columbia Heights for street right-of-way. No action was taken and a further study will be made. The City Manager reported that in order to facilitate telephone service to serve sections of the expansion area, we had to place extra piping which results in a total additional cost of $825.00. The Council agreed that this action had been advisable under the circumstances. A Petition was received for installation of Concrete Curb & Gutter on 2nd Street between 39th and 40th. M~tion by Julkowski seconded by King, that a hearing be held on this improvement at the next regular meeting, May 25, 1959. Roll Call - All Ayes. Motion by Julkowski seconded by Chies, authorizing the City Manager to advertise for bids for Gasoline and Diesel Fuel for the ensuing year. Roll Call - Ail Ayes. Motion by Chies seconded by King, authorizing the City Manager to advertise for bids for concrete work for 1959. Roll Call - Ail Ayes. Motion by Proft seconded by Julkowski, due to the fact that the first council meeting in June falls on Election day, the..City..counc~',~ill!~ ~hold the meeting on June 9th instead of June 8th. Roll Call -Ail Ayes. Motion by King seconded by Chies, that the City Manager be authorized to advertise for bids on Bituminous surfacing for 1959, on June 9th. Roll Call -Ail Ayes. The City Engineer was asked to make up a report of recommended con- struction for 1959 and submit this to the City Council. Recess called at 9:25 p.m. Meeting called to order at 9:35 p.m. Motion by Proft seconded by Chies, that the following licenses be granted: Hoffman Electric Co., 239 West 7th St.,St. Paul Electrical Florence Wichlen 556 - 40th Ave. N.E. Cigarette & Roll Call - All Ayes. Off-Sale License applications received from Mrs. Murphy for Restaurant, On and Off Sale Beer for 3911 UniversityAve. Motion by King seconded by Julkowski, that this request be turned over to the City Attorney. Roll Call - All Ayes. Request received from Mr. Solem to move garage from 4503 Central Ave. to 4520 Monroe St. Motion by Chies seconded by Julkowski, that this request be granted contingent upon acceptable alterations in accordance with building 'code requirements. Roll Call - All Ayes. Mr. Robert Ridgeway of Ridgeway Construction Co. was present and asked, to be allowed to change sub-contractor on composition flooring for new Municipal building. The City Council agreed to this as it would result in no extra cost to the City and will meet the specifications for the flooring. Bids on the new Park Building were received from the following Contractors:. Andrew Gawel- D.W. Harstad Co. Inc. Northland Constructors,Inc. Motion by Julkowski seconded by Proft, that these bids be turned over to the City Manager and Park Board for tabulation. Roll Call - Ail Ayes. Bid on Blacktopping Tennis Court was received from Dunkley Blacktop Surfacing Co. in the amount of $1,260.00. First reading of ordinance No.451, being an ordinance relating to the regulation and issuance of licenses for certain vending machines in the City of Columbia Heights. First reading of Ordinance No.452, Being an ordinance relating to the regulation and licensing of gasoline filling stations in the City of Columbia Heights, repealing Ordinances %12 and %52 of the City of C.H. OFFICIAL PROCEEDINGS Special Meeting May 21, 1959 Meeting called to order at 6:30 p.m. All members present. In eccordance with the requirements of the City Charter of the City of Columbia Heights, the following resolution on the canvass of the Primary Municipal Election held May 18, 1959, was passed: WHEREAS: The C~ty of Columbia Heights, d~d on the 18th day of May, 1959, conduct and hold a Primary Municipal Election for purpose of nominating candidates for City Office to be voted on at a General Municipal Election; and, WHEREAS: The City Council of the City of Columbia Heights., at a meeting of said Council held on the 21st day of May, 1959, did canvass the returns and results of said Primary Municipal Election; and, WHEREAS: The following results were determined by said canvass of said Primary Municipal Election, to-wit: Valid Ballots Case 2150 Void Ballots Case 2 Total Ballots Cast 2152 Votes for Mayor: Warren Armstromg George Martonik James McNeil John P.
