Regular Meeting
February 2~3, 1959
Meeting called to order at 8 p.m. Roll Call - King, Julkowski,
Chies, Proft - present. Stopka absent~ Julkowski presided as
Chairman.
Minutes of the last meeting were read and approved.
Motion by King seconded by Proft, that the following bills be paid

Motion by Proft seconded by King, that these bids be turned over to
the City Manager for tabulation. Roll Call - Ail Ayes.
Continued Hearing held on sewer and water for 3rd Street between 42nd
and 44th. Several people were present opposing this installation.
blotion by King seconded by Proft, that this hearing be continued until
the next regular meeting, March 9th, 1959. Roll Call - All Ayes.
Continued Hearing held on curb assessments for 43rd Avenue west of
McLeod, and 46th Avenue, University to 7th Street.
Motion by Chies seconded by. King, that this hearing be continued until
the next regular meeting March 9, 1959. Roll Call - All Ayes.
A request ~3as received fromeAndrew Gawel for alley opening between
6th and 7th, from 47th to 48th.
Motion by Proft seconded by King, that a hearing be held on'this
project at the next regular meeting, March 9th. Roll Call - All Ayes.
A petition was received from Lyndale Builders requesting improvements
on 48th Avenue from Jefferson to Madison, and Jefferson & Madison Sts.
from %Sth to 49th.

Motion by Chi~s seconded by Proft, that a hearing be held on these
improvements March 9th. Roll Call - All Ayes.
A reqqest was received for sewer and water extensions on Tyler Street
and Arthur Place, 44th to 45th. No action will be t~en until interested
parties bring in a petition.
Recess called at 9:15 p.m. Meeting called to order at 9:20 p.m.
ResolUtion offered by King seconded by Proft, BE IT HEREBY RESOLVED by
the City Council of the City of Columbia Heights, that the following
salaries prevail as of January 1, 1959, for the three supervisors of
the Municipal Liquor Stores:
Liquor Accountant & Operations Manager $7,500.00
Liquor Store Manager 6,500.00
Assistant Liquor Store Manager 6,000.00
Roll Call - A 1 Ayes.
Resolution offered by Proft seconded by King, BE iT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that Park Employees
be granted a full eleven (11) paid holidays per year on the same basis
as Police Patrolmen.
BE IT FURTHER RESOLVED, that sa~d regulation be in effect as of
January 1, 1959. Roll Call - All Ayes.
The City Manager asked for authorization for the Assessor to attend
Municipal Short Course at the University, March 5th thru 7th, also
two sewer and water personnel to attend school March 9th thru llth
for sewer and March llth thru 13th for Water.
Motion by King seconded by Chies, that this request be granted.
Roll Call - All Ayes.
The City council agreed to meet with the Library Board on Saturday,
February 28th at 10 A.M. and at 11 A.M. regarding the Shattuck Plan.
The City Manager reported that he and 5~. King had attended the
Anoka County meeting February 18th, regarding growth and development.
The City Manager asked for authorization to call for bids for two
squad cars for the Police Department.
Motion by King seconded by Chies, that the City Manager be authorized
to advertise for bids on two squad cars, to be opened March 23rd,1959.
Roll Call - All Ayes.
The City Engineer reported that a petition had been received today
for opening 2½ Street from 40th to 42nd. This petition will be
turned over to the Planning & Zoning Commission.
The City Attorney reported he would have a report ready at the next
meeting on the handling of City property sales. He also reported
he had not received a reply to his request for an opinion from the
Attorney General on Special Use Permits.

Mr. Walerius, 5013 Washington Street was present and reported that
Washington between 50th and 51st was in bad condition and wanted
something done. He was assured that at least proper maintenance
would be carried out on this street, with the probability that the
permanent paving program could be started this year.
Motion by King seconded by Chies, that the meeting adjourn at 10 p.m.
