Motion by Julkowski seconded by Proft, that the following bills be

A Hearing was held on utility extensions in Lyndale Builders' Addition.
Motion by Julkowski seconded by King, authorizing the City Manager
to K~~ proceed with utility extensions in the area not served
between 7th and Monroe, from 45th to 49th. Roll Call - All Ayes.
A Hearing was held on utility extensions in Mark~Z. Jones Addition.
Motion by King seconded by Chies, authorizing the City Manager to
proceed with utility extensions between 50th and 50½, east of Monroe.
Roll Call - All Ayes.
Hearing was held on supplementary assessment roll on concrete alleys
and sidewalks.
Resolution offered by Chies seconded by King, adopting assessment rolls
for the following local improvements and determining that said improue-
ments be made and ratifying and conf~rming all other proceedings, here-
tofore had: Nos. 337S and 338S.
WHEREAS, The City Council of Columbia Heights, Minnesota, met on the
26t~ day of January, 1959, at the City Office in said City, being the
time and place set when and where all persons interested could appear
and be heard by the Council with respect to benefits, and to the
proportion of the cost of making the local improvements above described,
a notice of such hearing been heretofore duly published as required by
law;
WHEREAS, this council has heretofore estimated and fixed the cost of such
local improvements and has prepared an assessment roll therefore.
Roll Call - Ail Ayes.
A hearing was held on sewer extension north of 44th, east side of
Reservoir Blvd.
Motion by Julkowski seconded by Chies, that this hearing be continued
until the next meeting, to give the City Engineer time to get additional
information. Roll Call - Ail Ayes.
Resolution offered by Proft seconded by King, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights that the City
Manager be, and is hereby, authorized and directed to proceed with
the drawing of the necessary ordinance for the sale of Permanent
Improvement Revolving Fund Bonds for the financing of various local
improvements. Roll Call - All Ayes.
A discussion was held regarding the possibility of delaying permits
that might not conform to the S~ttuck Plan. The council asked that
an informal meeting be set for 7:30 p.m. Thursday, January 29th, with
Mr. Shattuck.
First reading of Ordinance No.428, Amending Parking Meter Ord.~424.
Second Reading of Ordinance No.429, Authorizing the sale of Lots 18
thru 22 inclusive, Block 58,C.H. Annex and the south 1/2 of the vacated
east-west alley north of said lots 18 thru 22. Offered by King seconded
by Julkowski. Roll Call - All Ayes.
Second reading of Ordinance No.430, Vacating San. Sewer easement across
the south 40' of the north 80' of Lot 4, Block 3,Rearrangement of Block
"A" C.H. Annex to Minneapolis.
Offered by Proft seconded by King. Roll Call - All Ayes.
Second reading Ordinance No.431, Rezoning to multiple dwelling status
Lots 13,14,15 and W½ of Lot 12,Block 6, Reservoir Hills.
Offered by Chies seconded by Julkowski, This ordinance was offered
for the purpose of bringing it to a vote. Roll Call - All No.
Second reading Ordinance No.432, rezoning to multiple dwelling Lots
33 and 34, Block 88, C.H. Annex to Minneapolis. Offered by King
seconded by Proft. Roll Call - All Aye.
First reading of Ordinance No.433, Providing for the issuance of
$550,000 of Bonds for creating and maintaining the City's Permanent
Improvement Revolving Fund.
First reading of re-adoption of Ordinance No.421, providing for the issuance
of 8150,000 of Bonds for the erection of a municipal building,
Recess called at 9:20 p.m. Meeting called to order at 9:30 p.m.
A request was received for permit to hold Jamboree June 19th to 21st
also Bingo permit, from Activities committee.
Motion by King seconded by Proft, that these requests be granted.
Roll Call - Ail Ayes.
Request was received from Arvid E. Carlson for installation of sewer
and water on 3rd Street between 42nd and 44th Avenues not presently
servea.
Motion by Julkowski seconded by King, that the City Manager be authorized
to advertise a hearing for February 9th on this project. Roll Call -
All Ayes.
A request was received for a street light at 44½ & McLeod, by Mr.
Rozek and Mr. Guzik.
Motion by King seconded by Proft, that this request be turned over
to the City Manager and Northern States Power Co. Roll Call - All Ayes.
The City Manager was asked to set an informal meeting with the
Library Board, regarding information from Mr. Gardner,Anoka Co. Library Board.
The City Manager proposed an informal meeting with the Liquor Store
supervisors and the Council asked if a meeting could be arranged with
them Sunday afternoon.
Motion by Proft seconded by Julkowski, that the City Manager be
authorized to advertise for bids for equipment rental for this year.
Roll Call - All Ayes.
Motion by King seconded by Julkowski, authorizing the City Manager
to advertise a hearing for February 9th on curb assessments for
43rd Avenue west of McLeod and 46th Avenue University to 7th Stree{.
Roll Call - Ail Ayes.
Motion by Proft seconded by Julkowski, that the City Manager be
authorized to advertise for bids for Road Aggregate and Road Oil
for 1959. Roll Call - All Ayes.
The City Engineer reported there were no State Aid Roads north of
44th Avenue, and introduced a Resolution which would make .51st Avenue
between University and Central a State Aid Street.
Resolution offered by Chies seconded by Julkowski, ~/HEREAS, it appears
to the City Council of the City of Columbia Heights, Minnesota, that the
street hereinafter described, should be designated as "Municipal State
Aid Street," under the provisions of Minnesota Laws of~1957, Chapter 9~3;
NOW THEREFORE,BE IT RESOLVED, By the City C~uncil,of the City of
Columbia Heights, that the street described and numbered as follows,
to-wit:
MUNICIPAL STATE AID STREET
MSAS No.105 - 51st Avenue NE from its intersection with University
Avenue NE (Trunk Highway 56), easterly to its inter~
section with 7th Street NE. Also, 51st Avenue NE from
its intersection with jefferson street, easterly to its
intersection with Central Avenue NE (Trunk Highway 65).
be and hereby is designated as a "Municipal State Aid Street'~ of said
City, subject to the approval of the Commissioner of Highways of the
State of Minnesota.
BE iT ~URTHER RESOLVED, that the City Clerk is hereby authorized and
directed to forward two certified copies of this resolution to the
Commissioner of Highways for his consideration~ that upon his approval
of the desination of said street, or portions thereof, such approved
street or portion thereof shall comprise the Municipal State Aid
Street System of the City of Columbia Heights, and that same be
constructed, improved and maintained in accordance with the rules and
regulations of the Commissioner of Highways, and the provisions of
Minnesota Law of 1957, Chapter 943. Roll Call - All Ayes.
The City Attorney returned the license applications for 3911 University
with the statement that no recommendation would be made by our Police
Department in view of several problems involving this property.
Motion by Chies seconded by Julkowski, that License be granted for
3911 University Ave. N~. Roll Call - All Ayes.
Motion by Julkowski seconded by Chies, that the City manager be
directed to write a letter to George Thompson, 3911 University Ave.
informing him that any further violations or irregularities may
result in possible suspension or revocation of his license.

Motion by Proft seconded by King, that the following license

A letter was received from Everett D. Collins requesting a special
use permit for his trucking business at 40th & University Ave. N.E.
for a period of five years.
Resolution offered by C~es seconded by Julkowski, BE IT HEREBY
RESOLVED by the City Council,of the City of Columbia Heights, that
the members of ;said body favor the granting of a Special Use Permit
to Everett ~ D. Collins to operate a trucking business on the premises
now occupied by him on the west side of University Avenue and south
of Fortieth Avenue.
That the legal requirements concerning, the issuance of said permit
will require a period of approximately ninety days, and further, that
the lawsuit presently on the fall calendar 1958 in Anoka County, will
become meaningless upon issuance of said permit.
NOW, THEREFORE, This resolution is offered for the purpose of inform-
ing the respective counsel and court of the muteness of the hearing
of aforementioned lawsuit. Roll Call - JUlkowski, Chies, Proft,
Stopka - Ayes. King - Naye.'
Motion by Julkowski seconded by Proft, instructing the City Manager
to transmit a copy of the resolution to the acting City Attorney,
Joseph E. Wargo, with instructions to transmit the resolution to
the court and to strike the case from the calendar. Roll Call -
All Ayes.
Motion by Chies seconded by JUlkowski, that this matter regarding
the Collins case should be brought before the Planning & Zoning
Commission. Roll Call - All Ayes.
Motion by Julkowski seconded by King, that the meeting adjourn at 10:4~
