Awarding of bid on Municipal building.
Motion by King seconded by Proft, that Ridgeway Construction Co.
be awarded the bid at 8169,600.00. Roll Call - All Ayes.
Bid for Legal Publications for 1959 was received from the
Columbia Heights Record.
Motion by Chies seconded by King, that this bid be accepted under
the terms as outlined by the Editor and Publisher. Roll Call -
All Ayes.
Bid for Dog Catcher was received from A.W. Paulson, at a cost to
the City of $650.00 annually for regular and periodic patrols and
complaints, $1.00 per day for a period of three days for each dog
not claimed, also $1.00 per day for a period of ten (10) days for
stray dogs on ibite cases, and $2.50 for eaclh dog destroyed.
Motion by King seconded by Chies, ~kx~xR~~ authorizing the
City Manager and Mayor to enter into a contract with A.W. Paulson
to serve as dog catcher for 1959. Roll Call - All Ayes.
A Public Hearing was-held on Street openings between 45th & 49th
and 7th Street to Monroe.
Motion by Proft seconded by King, to proceed with the street platting
and planning as indicated by the Engineer. Roll Call - All Ayes.
Second reading of Ordinance No.427, being an ordinance vacating all
of the alleys as platted in Valley View 2nd Division.
Offered by Chies seconded by Proft. Roll Call - All A~es.
First reading of Ordinance No.429, being an ordinance authori'zing
the sale by the City of Columbia Heights of certain Real Estate kn6wn'
as Lots 18 thru 22 inclusive, B16ck 58,C.H. Annex, and the south 1/2
of the vacated east-west alley north of said lots 18 thru 22.
First reading of Ordinance No.430, An Ordinance to vacate and discon-
tinue the use of a sanitary sewer easement across the south 40 feet
of the north 80 feet of Lot 4, Block 3, Rearrangement of Block
C.H. Annex to Minneapolis.
Resolution offered by King seconded by Proft, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that the water
rate for Col~mbia Heights residents be set at $2.10 for the first
600 cubic feet or less and 32¢ per hundred cubic feet for additional
water used, and
BE IT FURTHER RESOLVED, that the water rate for users outside of the
City of Columbia Heights, be set at $2.30 for the first 600 cubic
feet or less, and 38¢ per hundred cubic feet for additional water
used. Roll Call - Ail Ayes.
Resolution offered by Proft seconded by C~s~ BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that the s~lary
of the Recreation Director be set at $6,200.00 per year, as requested
by the Recreation Commission with the adjustments beingmade within
the recreation budget for 1959, with mo increase in the budget for
that de~Drtment. Roll Call - All ~yes.
Resolution offered by Chies seconded by King, BE IT HEREBY RESOLVED
by the City CoSncil of the City of Columbia Heights, that sewer and
water maintenance men be granted a Five (5¢) Cent per hour salary
increase as agreed in February, 1958, setting this scale as $2.46
per hour, effective January 1, 1959. Roll Call - All Ayes.
The City Manager asked for authorization for attendance of one
patrolman at the "Juvenile Law Enforcement Officers~ school,
January 19th thru.21st.
Motion by King seconded by Chies, authorizing expenses for one,
patrolman to attend this school. Roll Call - All Ayes.
The City Manager reported he had received a notice from the
Twin City Rapid Transit Co. that they were cancelling the hearing
on discontinuance of owl service. Also a letter had been received
from them regarding change in bus route requested by us. T~je City
Manager stated he would write ~h'em a letter,t° the Railroa~ and
Warehouse Commission on this re-routing.
The City Manager reported he had received a letter from John J. Remes,
attorney for Mrs. Vivian Ratliff, regarding a water bill at 4125
Monroe Street. No settlement has been made at this time as letter
was received today.
Motion by Chies seconded by King, that the City Manager be authorized
to advertise a hearing on adjusting assessment rolls 9337 & 338.
Roll Call - All Ayes.
The Planning & Zoning Commission has recommended that the W½ of Lot
12 and Lots 13,14 and 15, Block 6, Reservoir Hills, be rezoned to
multiple dwelling status.
First reading ordinance No.431, amending Ordinance No.171, on this
rezoning.
First reading Ordinance No.432, Amending Ordinance No.171, rezoning
Lots 33 & 34, Block 88, C.H. Annex, to Multiple dwelling status.
A request was received from Lyndale Builders for sanitary sewer and
water extensions on Jefferson and Madison Streets from 48th to 49th,
and 47½ Avenue and 48th Avenue from Jefferson to Monroe.
Motion by King seconded by Chies, authorizing the City Manager to
advertise a hearing on these improvements for the area 45th to 49th,
between 7th and Monroe Streets.1/26/$Roll Call - All Ayes.
A request was received from Mark Z. Jones for sewer and water in the
Mark Z. JOnes Addition, 50-50½ east of Monroe.
Motion by Chies seconded by Proft, that the City Manager be authorized
to advertise a hearing for January 26th on these utility extensions.

A letter was received from John Murzyn,Supt. of Park,.asking__
permission to purchase Lots 58,59,60,61,62,Block 2,~~if~1~9~ of
at a cost of $1500.00 with taxes paid.
Resolution offered by Chies seconded by King, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that the City
Manager and Mayor a~l~8~e~yl~~8~d to purchase Lots 58 thru 62
inclusive, Block 2, ~eservoir ~illS] Ior the sum,'of 81500.00 with taxes
paid, for park and recreation purposes. Roll Call,- All Ayes.
A request was received from Arne Hagfors for extension of sanitary
sewer to serve Lot 4, Block 3, Auditor's Subdivision of Walton's
2nd Subdivision.
Motion by Proft seconded by King, that the City Manager be authorized
to advertise a hearing for January 26, 1959, for the extension of
sanitary sewer east side of Reservoir Blvd., Lot 4, Block 3, Aud/Sub.
of Walton's 2nd Sub/ Roll Call - All Ayes.
Motion by King seconded by Proft, that Check No.ll in the amount of
$5.00, dated December 29th, 1958, be cancelled as of December 31,1958

Motion by Chies seconded by King, authorizing the City Manager to
proceed with the purchase of five ~t~ Municipal Bond~ from Juran
& Moody , dated July let, 1952. Roll Call - Ail Ayes.
A request was received from Smestad & Engquist Construction Co. to
purchase land at 41st Avenue between University and 4th Street which
belongs to the City (LOt 5, Block 1, Rearrangement of Block
The City Manager was asked to get an appraisal of this property.
Motion by Chies seconded by Proft, that Healy Plumbing & Heating Co.
be paid the sum of 81,654.18 out of the proper funds. Roll Call -

sum of $2,302.20 out of the proper funds. Roll Call - All Ayes.
The City Engineer reported he had met with the residents in regard
to alley east of Upland Crest, but a revision of plans would be
necessary before completion.
