The estimated cost of Asphalt surfacing $1.50 per front foot. Motion by Chies seconded b~ Julkowski, that the City Manager he'authorizE to proceed with this improvement. Roll Call - Ail Ayes. Second reading Ordinance No.420, authorizing the sale of Lot 4,Block 3, Auditor's SubdiviSion of Walton's Second Subdivision. Ordinance No.420 offered by King seconded by Chies. Roll Call - All Ayes. First reading of Ordinance No.421, providing for the issuance of $150,000-of Bonds for the erection of a Municipal Building. Preamble to Ordinance No.422, Being an ordinance entitled Ordinance authorizing the sale by the City Treasurer of $40,000.00 Emergency Debt Certificate.~, Preamble offered by King seconded by Julkowski. Roll Call - All Ayes. Ordinance No.422 offered by Chies seconded by King. Roll Call - Ail Ayes. An Ordinance authorizing the sale by the City ~reasurer of $40,000.00 Emergency Debt Certificate. First reading of Ordinance No.423, Being an ordinance vacating the North-South alley west of Quincy Street and south of 39th Avenue in Block 65, Columbia Heights Annex. First reading of Ordinance No.424, An Ordinance relating to traffic and regulating use of public streets in the City of Columbia Heights, Minnesota, and providing for the establishment, regulation and control of parking meterst, and the inspection thereof, prescribing limits of time for parking in parking meter zones, and providing for enforcement of this ordinance and punishment for its violation, and related matters. Resolution offered by Julkowski seconded by Chies, BE IT HEREBY "RESOLVED by the City Council of the City of Columbia Heights, that the City Treasurer be and she is hereby instructed to transfer from the Liquor Fund as follows: $5,519.18 to the Police & Court Fund 3,869.00 to the Fire ~ 6,674.54 to the Street '~ 1,939.73 to the Park ~ 543.87 to the Library ~ and that there are sufficient moneys in said Liquor Fund to make such transfers. Re~ut~gn offered by King seconded by Chies, BE IT HEREBY RESOLVED by the City Council of the City pf Columbia Heights, that the fee for special me~r readings shall be $2.00 per reading. Said fee to be used to offset cost of personnel and traveling time on said meter readings. ~ , BE IT FURTHERRESOLVED, that the fee for a special reading telephoned in to the City Office, shall be 50~ per reading, to compensate for clerical cost on said billing. Roll Call - All Ayes. Motion by Chies seconded by Julkowski, that Steve Gorecky be re- appointed to the Fire Civil Service Commission, to expire April 12, 1961. Roll Call - All Ayes. Motion by Julkowski seconded by King, that Mrs. June Cherne be re-appointed to the Merit Commission, to expire June 22, 1963. Roll Call - All Ayes. Motion by Chies seconded by King, that the City Manager be authorized to advertise a hearing for November 24, 1958, on assessing delinquent sewer and garbage bills~ also sidewalk on Jackson Street north of 39th, west side. Roll Call - All Ayes. Motion by Chies seconded by Julkowski, that the City Manager be author- ized to proceed with the purchase of a used h~e~ruck from Midway Ford Company, for $498.00 plus trade-in of tw~rucks. Roll Call - Chies, Julkowski, Stopka - yes. King abstained from voting. The engineering department reported that bids should be called for on relaying watermain on 44th Avenue east of McLeod, which would be financed by State Aid. Motion by Julkowski seconded by King, that the City M~nager be authorized to advertise for bids on this project. Roll Call - All Ayes. Motion by King seconded by Julkowski, that the following estimates be paid: Roll Call - All Ayes. Healy Plumbing Co. $1,723.80 Petrowske & Ross 10,092.18 Gust Holm Contracting 2,104.45 Randall Bros. 6,694.12 The matter of sewer service to Hilltop Village shopping center was discussed, and it was suggested by the council that the entire Village of Hilltop be connected to the North Trunk sewer, including Tral~er City. Motion by Chies seconded by King, setting a special meeting for 6:30 p.m. November 12th, for the purpose of considering Hilltop sewer. Roll Call - All Ayes. The Collins case was disCussed by several people in the audience and they wanted to know why this case was stricken from the court calendar. The attorney will check on this and let the council know Wednesday n~ht at the special meeting. A claim was presented to the council from 4211 _Jackson for damage done by street oil on car when alley was being oiled. This claim was turned over to.the City Attorney and a report will be made at the special meeting Wednesday night.
