October 27, 1958
Meeting called to order at 8 p.m. All members present.
Minutes of the last regular and special meetings were read and approved.
Motion by Proft seconded by King, that the following bill s be paid

A Hearing was held on special
assessments before adopting
the assessment rolls.
Resolution offered by Chies seconded by Proft, adopting assessment rolls
for the following local improvements and determining that said improve-
ments be made and ratifying and confirming all other proceedings, hereto-
fore had: Nos. 296,297,324,331,333,334,33§,336,337,338,340,341,344,348,
349,350,351,355,356,357,358,360,364,373,reconstruction of 256.
.o. WHEREAS, th~ City Council of Columbia Heights, Minnesota, met on
the 2?th.d~ay of. October, 1958, at the City Office in said City, being
the time and place set when and where all persons interested could
pear and be~rd by the Co~%~ with respect to ...~efits, and to
e proporti°~'~the cost of ~ing the local im~ements above
described, a notice of such hearing been heretofore duly published as
required by law~ and, ~
~5{EREAS, this council has heretofore estimated and fixed the cost'
such local improvements and has prepared an assessment roll theref6~el
~ THE CI~"~.~OUNCIL OF COLU.M~.HEIGHTS HEREBY P~SOLVED:
~ Section ~,~ That this CoLm~c~ does hereby adder the aforesaid assess-
ment rolls known and described as "Assessment Rolls for Local Improve-
ments No.296,297,324,331,333,334,335,336,337,338,340,341,344,348,349,
350,351,355,356,357,358,360,364,373,reconstruction of 256.
Section II. That this Council hereby finds and determines that each
of the lot~.and parcels of land enumerated in said assessment rolls was
and is especially benefitted by such improvement in an amount not less
than the amount set opposite the description of each such lot or parcel 1
of land respectively in said assessment rolls in the column headed
'~Amount of Proposed Assessment.'~ And this Council further finds and
determines that the proper proportion of the cost of such improvement
to be especially assessed against such lot or parcel of land is the
amount set opposite the description of each such lot or parcel of land
respectively in said assessment rolls in said column headed "Amount of
proposed Assessment.'~
Section III. That said assessment rolls be and the same are hereby adopt
'adopted as the assessment rolls the following local improvements herein-
before described, and that said assessment rolls shall be,hereafter
known and designated as ~Assessment rolls for local Improvements No.
296,297,324,331,333,334,335,336,337,338,340,341,344,348,349,350,351,355,
356,357,358,360,364,373,Reconstruction of 256.
Section IV. That said assessments shall be payable in annual in-
stallments for a period of from one to ten years on or before the first
day of June in each of the years 'from 1959, to 1969, with interest and
penalties as provided by law.
Section V. That this Council does hereby determine and re-determine to
proceed with said improvements, does ratify and confirm all other pro-
ceedings heretofore had in that regard, and said improvement shall
hereafter be known and numbered as "Local Improvements No.296,297,324,
331,333,334,335,336,337,338,340,341,344,348,349,350,351,355,356,357,
358,360,364,373,Reconstruction of 256.'~
Section VI. This resolution sha%l take effect immediately upon
its passage. Roll Call - All Ayes.
A Hearing was held on improvements for Lyndale Builders Second
Addition.
Resolution offered by King seconded by Chies, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that the City Manager
be authorized to proceed with the following improvements:
Street opening to grade, 60' right-of-way, 30' roadway surfacing,
with 4'~ stabilized base and 2~ bi-tuminous surfacing in accordance
with Columbia Heights specifications.
Concrete curb .~& Gutter and sta.nd~rd improvements, including
street signs and storm sewer sp~stem as financed~.'by the City
of Columbia Heights, with completion of said work on Monroe

2nd reading of Ordinance No.419, regarding the honeSt'advertisi~'
of gasoline types and grades in the City of Columbia Heights.
Offered by King seconded by Proft. Roll Call - Ail Ayes.
First reading of Ordinance No.420, being an ordinance authorizing
the sale by the City of Columbia Heights of certain Real Estate known
as Lot 4, Block 3, Auditor's Subdivision pf Walton's 2nd Subdivision.
Resolution offered by Chies seconded by Julkowski, BE IT HEREBY
RESOLVED by the City Council of the City of Columbia Heights, that
"Smythe Street" as platted, from 45th Avenue to 47th Avenue, be
renamed "Fillmore Street" in conjunction with standard street
designations for this location. Roll Call - All Ayes.
Resolution offered by Julkowski seconded by King, BE IT HEREBY
RESOLVED by the City Council of the City of Columbia Heights, that
the City Attorney be authorized to proceed with the condemnation ~f
the following described properties:
The West 7 feet of S.½ of E.½ of Lot 1,

N.½ of E.½ of Lot 1,
S.½ of E.½ of Lot 2

Resolution offered by Proft seconded by King, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that the City
Manager is hereby authorized and directed to proe~ed with the drawing
of the necessary ordinance for the sale of general obligation bonds
for the financing of the new municipal building at 40th and Mill
Street. Roll Call - All Ayes.
The City Manager reported on the petition for surfacing alley in
Block 65, from Jefferson to Quincy Streets, with 61.4% signing.
Motion by Julkowski seconded by King, that a Hearing be held on
this alley surfacing at the regular council meeting November 10th.
Roll Call - All Ayes.
The City Manager asked for authorization to send two men from the
engineering department to ~unwoody Institute for a Highway Training
Course, that is being offered for $32.00 tui~%ion per man.
Motion by King seconded by Proft, that the City Manager be authorized
to send two men to Dunwoody with tuition paid. Roll Call - All Ayes.
The City Attorney reported on the meeting held with Wyman Smith,
attorney for Hilltop Village, regarding their request to connect
to our sewer system. The cost to Hilltop Village for connecting
to our sewer would be $33,069.00,including $2,205.00 for a Lateral.
It was suggested that we meet with Super Value to try to find out
what their sewer needs would be before entering into a contract with
Hilltop Village.
Mok~on by Chies seconded by King, that a special meeting be set for
Wednesday night, October 29th, at 6:30 p.m. for the purpose of adopting
the Budget and Hilltop Village and Super Value sanitary sewer proposal.
Roll Call - Ail Ayes.
The City Engineer reported on the complaint that cars.were_p~rking
on the sidewalk at 40th & VanBuren. He had met with the Police
Chief and ~No Parking~ signs were put up on both sides of ~t~t~e~t.
The Engineer also reported that the storm drain was fixed in alley
between Central and VanBuren and that this alley should be paved.
Motion by.Proft seconded by Julkowski, that Art Bolier Construction
~o. be paid the sum of $6,729.45, out of the proper funds. Roll
Call - All Ayes.
Motion by Chies seconded by King, that the Olson Subdivision Plat
be accepted, provided the changes as recommended by the Engineer
be made. Roll Call - All Ayes
Motion by julkowski seconded by Kingl that the ~ist of tax forfeited
lands be approved. Roll Call - All Ayes.
Motion by King seconded by Proft, that the following License
applications be granted:
LeVahn Bros. 4108 Lyndale Ave. No. Heating
Shirley A. Walstrom & Bernice M. Maile, Restaurant
(Take Out Chow Mein) Roll Call - All Ayes'.
~. Harstad was present and discussed with the Council installation
of parking meters in the business district. The Council asked
that this matter be put on the agenda for the next regular meeting,
for first reading of Ordinance..
Motion by Julkowski seconded by King, that the meeting adjourn at
10:10 p.m. Roll Call - Ail Ayes.
