Meeting called to order at 8 p.m. Roll Call - King, Julkowski,
Proft, Stopka, present. Chies - absent. Hilltop Village Council
also present.
The purpose of this meeting tonight is to discuss the joint problems
of the Village of Hilltop and the City of Columbia Heights.
Hilltop Village was asked what their plans were in respect to Sanitary
Sewers in their village. They stated that they hoped to be able to
connect to the Columbia Heights lines which were designed to carry
their sewage, and if this could not be satisfactorily arranged,
would design a chemical treatment plant within the village. The
Engineer for Hilltop Village, ~. b~nder, explained that the reason-
able method of handling the sewage is through the Columbia Heights
lines. Councilman Chies arrived at the meeting at 8:20 p.m.
The Hilltop Council was informed that the assessment on an acreage
basis for the north sixty ~cres for the North Trunk Sanitary Sewer,
would be approximately $20,000, with an additional $9,000. charge
to be levied on t~e balance_of the Village for the main trdnk sewer lines
in Marshal Street which the rest of Columbia Heights has paid for.
Councilman Proft stated that he could not favor additional connections
to Columbia Heights lines if there were any possibility of endangering
Columbia Heights citizens by granting such connections.
Mr. Julkowsk~ asked if there was a possible'chang~ of having Hilltop
Viliage annexed to Col~mbia Heights. Mayor Poirier stated that the
Village would have to revert back to a Township before annexing
could be considered, and that their Council would not favor such
action.
Wyman Smith, attorney for Hilltop Village stated that they would
~rrange the necessary financing when the necessary arrangements were
made for connectiins, when the figures on connectibn costs were made
available to them.
Mr. Getsug, engineer for Central Plaza Shopping Center was present
and stated that they would like to have the sewer connection situ-
ation settled as soon as possible. He stated they would be willing
to pay their proportionate share of sewer costs for their area.
Motion by Chies seconded by Proft, to deny the request of .Central
Plaza to hook up to the Columbia Heights Sanitary Sewer system
pending further study and investigation. Roll Call - Chies, Proft,
Julkowski, Stopka, yes. King - No.
MOtion by Julkowski seconded by King, that the meeting adjourn at
9:45 p.m. Roll Call - Ail Ayes.
