Awarding of bid on utility installations , which were received on
August 4th.
Motion by Chies seconded by King, that this bid be awarded to Healy
Plumbing & Heating for 89,000.40, with the Arthur Street portion
delayed for additional study. Roll Call - All Ayes.
A hearing was held on platting an alley between 5th & 6th Street from
45th to 46th Avenues.
Motion by Julkowski seconded by Chies, authorizing the City Manager to
proceed with this alley platting and submit the necessary deeds to the
property owners. Roll Call - Ail Ayes.
A Hearing was held on re-laying the watermain in alley between ~yler
and ~lk from .37th to 39th Avenues/ The Engineer reported the ..ost
of this project would depend on how much of this line would hay to
be relaid.
Motion by King seconded by Proft, that the City Manager be authDrized
to proceed with the re-laying of the watermain in this alley as far
as necessary. Roll Call - All Ayes.
The alley between Polk and Buchanan was dicussed and the City Engineer
was instructed to make a survey and a report brought back to the
meeting of August 18th.
First reading of Ordinance No.415, rezoning to multiple dwellin~
Lots 26 thru 30, and the S.E. strip of Lot 25, 19' wide at Edgemoor
16.8' wide at 3rd Street, Block 70, C.H. Annex.
First reading of Ordinance No.416, authorizing the sale of Lot 30
and that part of LOt 31, lying west of the west line of 3rd St.N.E.
north of Edgemoor Place.
Resolution offered by King seconded by Chies, BE IT HEREBY RESCLVED
by the City Council of the City of Columbia Heights, that the follow-
ing Taxicab rates be put into effect for the Heights Taxicab Cc.:
45¢ for the first 1/2 mile and 10¢ for each additional .4 mile.
Roll Call - All Ayes.
A letter was received from Central Plaza, Inc. requesting to ccnnect
the sanitary sewer to ~ serve the Central Plaza Shopping Center
which will be located at 45th & Central in Hilltop Village.
Mr. Edward Piersak was present representing the Columbia Heights
businessmen, and presented a petition requesting additional invest-
igating into the Hilltop Village situation.
Motion by Julkowski seconded by King, that the letter from Cent.ral
Plaza Inc. dated July 25th, be placed on file. Roll Call - All Ayes.
Motion by Chies seconded by Julkowski, that a special meeting ~.e set
for 8 p.m. Monday, August 25th, to discuss the request for sew~r
service for Central Plaza Shopping Center, and the Mayor offer~.~d to
invite the Hilltop Village Council to this meeting. Roll Call -
All Ayes.
A letter was received from Mr.& Mrs. Clayton Caesar, 4501 Monr¢,e St.
Hilltop Village, requesting permission to connect to our sewer.
Motion by Chies seconded by King, that this request be granted
upon payment of the proper assessment and fees. Roll Call -
Ayes.
A petition was received from Millikan Bros. requesting sanitary
sewer installation on Tyler Street north from center of 43rd A~e.
approximately 330' .
Motion by Proft seconded by Julkowski, that a hearing be heldat the
meeting of August 25th, for this sewer installation on Tyler'Street.
Roll Call - All Ayes.

Meeting reconvened at 10:10 p.m.
The City Engineer reported that the alignment of 46th~venue cannot
be definitely established due to conflicting surveys and recommends that
a survey be made or acquire additional right-of-way. He yas asked to
try and get easements.
The City ]Engineer reported it was necessary to install a stabilized
base in 45th Avenue from University to 6th Street before this street
could be fixed properly.
Motion by King seconded by Chies, that a hearing be set for August
25th, for the installation of this stabilized base. Roll Call - All Ayes.
The City ]Engineer was asked to get an estimated cost of a storm sewer
survey for the entire city.
Motion by Chies seconded by Proft, that the following estimates be
paid out of their proper funds:
Randall Bros. $26,592.60 Petrowske & Ross $8,670.82

Authorizing the City Manager to enter into a contract with S.C. Smiley
and Associates, as architects for the new munieipal building. Roll
Call - All Ayes. The Mayor stated he would prefer Liebenb~rg &
Kaplan but is voting in favor of the motion so as not to hold up this
matter.
Motion by King seconded by Chies, cancelling the on and off sale beer
license issued to Clarence A. Hallin, 4010 Central Ave. N.E. Roll Call -
All Ayes.
Motion by Proft seconded by Julkowski, that Walter J. Harrier be granted
an on and off sale beer license for ~010 Central Ave. Roll Call - All Ayes
Motion by Proft seconded by Julkowski, that the following licenses be
granted: Walter J. Harrier, A010 Central Ave.

Two residents living on 4th Street between A7th and 48th were present
and asked that damage to their yards be repaired, which was done when
curb was installed last year. The Engineer was asked to contact
Crown Sidewalk & Blo~c Co. to try to negotiate a settlement.
Motion by King seconded by Chies, that the meeting adjourn at
p.m. Roll Call - All Ayes.

The purpose of the meeting tonight is to authorize the appointmei
of election judges for the primary election 9/9/58 & General
election 11/4/58.

The City Council recommends that we publicize the fact that this
~ open to any registered voter in Columbia Heights. An applicat
should be made to the City Clerk.
Mr. JOhn Murzyn was present and informed the council that the lJ
in the bowling alley are obsolete and need replacing, and that
is sufficient money in the Al-ley Supply Fund to pay for new ligh
