A Bearing was held for vacating alley between Central & Tyler from 46th. to 47th. Motion by Cnzes seconded by Proft, authorizing the City Manager to draw up an ordinance vacating this alley. Roll Call - All Ayes. A Hearing was held on Sanitary sewer on Arthur Street between 42nd and 43rd. Motion by Proft seconded by King, that this hearing be continued until 14th, Roll C~ All A H~aring was held on the Storm Sewer outfall at 40th & Stinson Blvd. Motion by Chies seconded by Proft, that the City Manager be authorized to advertise for bids on this project to be received at the special meeting of June 24th. Roll Call - All Ayes. Motion by Proft seconded by King, that a special council meeting be held on June 24th at 7 p.m. for the purpose of opening bids on Storm Sewer. Roll Call - Ail A~yes. A Hearing was held on curb for 43rd Avenue west from McLeod. Motion by Chies seconded by King, that the City Manager be authorized to proceed with the installation of curb on both sides of 43rd Avenue west from McLeod 637 feet. Roll Call - Ail Ayes. Motion by King seconded by Proft, authorizing the City Manager to proceed with the installation of curb from 637 feet west from McLeod, to the existing curb on 43rd Avenue. Roi1 Call - Ail Ayes. A Hearing was held on Curb for:~6th Avenue from University to 7th Street. Motion by Chies seconded by King, authorizing the City Manager to proceed ..ith the installation of this curb. Roll Call - Ail Ayes, A Hearing was held on rezoning to commercial, lot on 50th & University. Motion by King seconded by Chies,that the City Manager be authorized to draw up an Ordinance on this rezoning and have its first reading on June 24th. Roll Call - Ail Ayes. Second reading of ordinance No.408, Amending Ordinance 108, regarding delivery of liquor. Offered by Chies seconded by King. Roll Call - All Ayes. Preamble to Ordinance No.410 being an ~rdinance entitled "An ordinance authorizing the sale by the City Treasurer of $250,000.00 Emergency Debt Certificate." Offered by King seconded by Proft. First reading of Ordinance No.411, rezoning to commercial Lot 30, Block 20, Roslyn ~erkAddition. Recess 10 P.M. Meeting called to order at 10:10 p.m. The matter of Ordinance No.403 was brought up, which would rezone to Industrial the City owned land north of 37thAvenue between Quincy and Madison Place. This is being held up pending the Shattuck report, and Mr. Warren Christiansen, 3818 Quincy Street will be given this information when available. Motion by King seconded by Proft, that~he request to reject Ordinance No.403, be placed on file. Roll Call - All Ayes. Regarding the petition to vacate alley between Central and Tyler from 45th to 46th, it was decided to continue this discussion until tomorrow night when a special meeting will be held. A petition was received for blacktopping alley between 4th & 5th from 52nd to 53rd Avenues. Motion by King seconded by Chies, that a Hearing be held on July 14th, for this improvement. Roll Call - All Ayes. Motion by Chies seconded by King,. that the petition opposing sidewalk on 45th Avenue south side, 4th Street to alley, be placed on file. Roll Call - All Ayes. A request was received to connect 1836 - 39th Ave. N.E. to the existing sewer in 39th Avenue, by John M. Hansen, 1853 - 39th Ave. N.E. Motion by Chues seconded by King, that this request be granted upon payment of the proper fee. Roll Call - All Ayes. A l~tter was received from Raymond j. RossAoffering to sell. to the City pf Columbia Heights Lots 43 to 53, Block 5, R~servoir Hills. Motion'by King seconded by Proft, that the~letter from Mr. Ross be placed on file. Roll Call - Ail Ayes. A discussion took place regarding the request to have Lange Welding Co. clean up his premises. The City Attorney, City Council and other interested parties will call on Mr. Lange. A petition was received or sidewalk on west side of 6th Street from 45th to 46th. Motion by King seconded by Proft, that the City Manager be authorized to advertise a hearing for July 14th, on this project. Roll Call - Ail Ayes. Resolution offered by Chies seconded by King, BE IT HEREBY RESOLVED by t~e City Council of the City of Columbia Heights, that the City Treasurer be and she is hereby authorized and directed to sell $750,000.00 worth of Serial Bonds, presently held as securities in the Sinking Fund. BE IT FURTHER RESOLVED, that said Bonds be replaced by an Emergency Debt Certificate at the time of sale of said Bonds. Roll Call - All Ayes. REsolution offered by Proft seconded by Chies, THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS HEREBY RESOLVES that the County Auditor be and he is hereby authorized and directed to strike from the assessment rolls all special assessments levied against Lots One (1) and Two (2), Block Sixty-four (64) Columbia Heights Annex for the period fro~ 1939 to 1948 inclusive. Resolution offered by Chies seconded by King, BE IT HEREBY RESOLVED by the City CoUncil of the City of Columbia Heights, that the City Manager is hereby empowered to complete negotiations for the purchase of Lots 21 and 22, Block 4, Roslyn Park Addition, for the sum of 82400.00. Roll Call - Ail Ayes. Motion by King seconded by Proft, that the City Attorney be authorized to proceed with acquiring the necessary easements on property, needed for the sanitary Sewer, Storm Sewer and Watermain projects for 1958. Roll Call - All Ayes. Motion by Proft seconded by King, that the City Manager be authorized to advertise a Hearing on July 14th, for the sewer repair assessment on 43rd Avenue west of McLeod, which was installed in 1957. Roi1 Call - Ail Ayes. A request was received to put a metal warehouse on industrial lots at 3rd and EdgemoOr. Motion by King seconded by Chies. that this request be granted, as approved by the Planning & Zoning Commission. Emi1 Call - Ail Ayes. Motion by Proft seconded by Chies, authorizing the release of 85,000.00 worth of Government Bonds for Anderson Addition, held as security at Columbia Heights State Bank. Roll Call - All Ayes. Motion by King seconded by Proft, authorizing the City Manager to advertise for bids for blacktop paving for 1958, to be received July 14th. Roll Call - Ail Ayes. Motion by King seconded by Chies, authorizing the City Manager to draw up a Resolution on the plat for Lyndale Builders 2nd Addition, for the June 24th meeting. Roll Call - Ail Ayes. Motion by Chies seconded by Proft, that Lee Griffin be appointed to the Band Board for three years. Roll Call - Ail Ayes. Motion by Proft seconded by'Chies, that Frank Kostick be appointed to the Park Board for a period of 5 years. Roll Call - Ail Ayes. Resolution offered by King seconded by Proft, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the City Treasurer be and she is hereby instructed to transfer from the Liquor Fund as follows: $8,116.67 to the Police & Court Fund 3,115.97 to the Fire " 10,807.62 to the Street ' 3,186.85 to the Park ' 719.73 to the Library ' 500.00 to the Band ' and that there are sufficient moneys in said Liquor Fund to make such transfers. Motion by Chies seconded by Proft, authorizing the City Manager to advertise a hearing on Jump ~4th, for vacating alley~North of 40th Avenue and west of University (No.7' front & rear of the W200' of the E495', Lot 9, Block 1, Rearrangement of Block ~D~, Columbia Heights Annex,) also draw~up an Ordinance. Roll Call - All Ayes. Motion by Proft seconded by King, that the City bIanager be authorized to contract with Johnson ~667 for gasoline for Police car. Roll Call - Ail Ayes. The engineer reported on alley opening east of Upland Crest, and a request was received to revise the plans of the alley location, which will be studied further. ~ Motion by ICing seconded by Proft, that the meeting adjourn at 11:50 P.M. The purpose of this meeting is to award bids on Sanitary Sewer, SEorm Sewer and Watermains, received June 9th. ~tion by King seconded by Proft, that Petrowske & Ross be awarded the bid on Sheffield's Subdivision $5802, in the amount of $66,987.80.
