aPetition if they so requested. Therefore the ?etition for an alley
opening between ~th and 7th from 43rd t~3 44th is invalid, as one name
was removed, and there would not be over 50',~ of the property owner's
signatures on this petition.
The City Manager stated there is an alley platted between Jackson and
VanBuren, from 44th to 4~th, and as such we are obligated to open this
alley upon request.

Awarding of bid on Asphalt distributed on our City Streets.
Motion by Chies seconded by King, that J.W. Craig & Co. be awarded
the bid on Asphalt distributed on our City Streets at 14½¢ per gallon.

Hearing held on Sanitary Sewer for Central Avenue, Tyler, Polk and Taylor,
45th to 47th. The City Engineer gave a report on this project and
approximate cost of $5.06 per front foot, and stated sanitary sewer
should be installed in this area on the following streets:
Central Ave. 46 to 47
Tyler atreet 45 to 46
Polk Street 45 to 47
Taylor ~ 45 to 47
Central Ave. 45 to 45~
Motion by F~ng seconded by Proft, that the City M~nager be authorized
to advertise for bids on this project, which the engineer has described.

Hearing was held on Watermains for the following streets:
Central Ave. 46 to 47 Taylor Street 45 to 47
Tyler Street 45 to 46 Leander Lane south of 44th Ave.
Polk Street 45 to 47 4th Street 4~ to 47
The City Engineer reported the approximate cost would be $2.80 per
front foot.

to advertise for b~ds for th~se watermain projects. Roll Call - All Ayes.
A'Hearing was held for Concrete Sidewalk for 6th Street 47 to 48.
The City Engineer reported the approximate cost to be $2.00 per
front foot,~for the Sidewalk and 30¢ per front foot for City construction.
Motion by Chies seconded by King, that the City Manager be authorized
to proceed with this work. Roll Call - All Ayes.
A Hearingwas held for Street Platting, North-South Street 44th to 45th

Motion by King seconded by Proft, that the City ~ianager be authorized to
acquire the necessary property for this street right-of-way wherever
necessary. Roll Call - Ail Ayes.
Petition was received opposing a watermain on Central between
45th and 46th. ~fhis has been eliminate~.
A Petition was received for Sanitary Sewer on Tyler Street between
44th and 44½, with 61% of the property owners signing.

to advertise a Hearing on this project for April 28, 1958. Roll Call -

A Petition was received from residents in the vicinity of Lange
Welding Co. on 39th Avenue, requesting, that the owner clean up
his premises behind said Company, and also presented pictures showing
the conditions. The City Manager reported ~,~. Dom Hebzynski our
Health Inspector had written a letter this day regarding, this operation.
The City Manager was asked to have the Fire Department inspect these
premises in regard to a possible fire hazard condition and make a
report. Also get a written report from the Health Inspector on this
complaint.

A request was received from Lyndale Builders for a waterline to serve
Lots 22 thru 25, Block 20, C.H. Annex, either by public or private
line,whichever would be available.
Motion by Chies seconded by King, that the City-Manager be authorized
to advertise a Heariog on this waterline at the April 28th meeting.

A Petition was received against opening a dump at 38th and Grand as
requested by ~. Ocel, with five pages of signatures. ~,~. Ocel
presented a Petition with signers who have no objection to this dump.

C~ty of Columbia Heights hereby resolves that WHEREAS, Special assess-

Reso~lution offered by Chies seconded by King, BE iT HEREBY RESOLVED
by the City Council of the City of Col~bia Heights, that the City
Treasurer be and she is hereby instructed to transfer from the
Liquor Fund as follows: 8732.63 to the Fire Fund
140.18 to the Park Fund
and that there are sufficient moneys in said liquor Fund to make such

A Reselution was presented to establish heavy equipment pay rate on
the Asphalt Distributor and the Ford Tractor.

Resolution offered by King seconded by Chies, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that compulsory
retirement at age ~5 be established for all regular employees.
BE IT~FURTHER RESOLVED that employees presently over 60 years of age
shall be retired no later than 30 days after their ~6th Birthday
9.~n~versa~ry and those over 66 years of age at the time of this
resolution must arrange for their retirement within 90 days. Roll

regarding a Hearing to be held before the Railroad & Warehouse
Commission April 29, 1958 at 9:30 A,M. in regard to an increase

The City Manager reported a traffic check had been made by the
~4innesota Highway department, at 37th and Central. The City Manager
was asked 'to write them a letter asking for their recorm~endations
on the type of signalizing suitable for this intersection, also to
contact the City of ~,linneapotis regarding 3~t~.Avenue Maintenance.
A letter~ was received from the First Lutheran .Church regarding.
purchase of ~the land presently used by the Police Department,
also a letter from ~r. Cottrell,Police Chief recom~e~ding this

on file,and that every consideration be given First. Lutheran Church

The City ~ianager was asked to write a letter to First Lutheran
Church and inform them we are not yet ready to sell -this property
but will give them every consideration.
'The matter of a Planning Consultant was'discussed and .the City
Manager was asked to arrange a meeting with ~r. i.S. Shattuck,
if possible on April 21st at 6 or 6:30 p.m.
